COOKEVILLE HISTORIC ZONING COMMISSION
MINUTES
SEPTEMBER 13, 2016
5:00 P.M.
The Cookeville Historic Zoning Commission met on Tuesday, September 13, 2016, at
5:00 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501.
MEMBERS PRESENT: Alma Anderson, Lee Carney, Calvin Dickinson, Cathy Lamb,
Greg Stamps, and Chris Wakefield.
MEMBERS ABSENT: Julia Woodford.
STAFF PRESENT: James Mills, Jayne Barns, and Ken Young.
OTHERS PRESENT: Burton Nelson and Tim Bilbrey.
CONSIDER FOR APPROVAL THE MINUTES OF THE SPECIAL CALLED
MEETING ON AUGUST 23, 2016. Alma Anderson made the motion to approve the
minutes of the special called meeting on August 23, 2016. Cathy Lamb seconded the
motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR
THE ADDITION OF A 25 X 34 ATTACHED GARAGE ON THE PROPERTY
LOCATED AT 531 NORTH DIXIE AVENUE. REQUEST SUBMITTED BY
BURTON NELSON OF SWAN CONSTRUCTION ON BEHALF OF DR. & MRS.
BRENT STATON. Ken Young stated that Burton Nelson of Swan Construction has
submitted an application for a Certificate of Appropriateness on behalf of property
owners Dr. Brent and Lori Staton to allow the construction of a 25’ X 34’ addition to the
rear north side of their house at 531 N. Dixie Avenue located at the corner of E. 6th Street.
The request for a Certificate of Appropriateness specifically includes the following:
1) Proposed addition will be built to match the architecture of the house as depicted
on the submitted renderings,
2) An existing addition (approximately 12’ in length) that was previously added will
be removed to make way for the new addition,
3) Siding will be a vertical plank lap fiber cement siding as per the submitted photo
example,
4) New exterior doors and windows will be of an appropriate style similar to the
submitted photos,
5) The proposed roof line on the addition will tie into the existing lowest roof line
6) Maximum lot coverage restrictions of the RS-15 zoning district will not be
exceeded, and
7) 30’ side yard street corner setback will be maintained as per the requirements of
the RS-15 zone.

The Design Guidelines for the North Dixie Avenue Historic District Section VII
“Guidelines for Additions” state in part that additions “shall follow the guidelines for
new construction” and “shall not destroy historic materials that characterize the
property”. It furthermore states that “new work shall generally be compatible with the
massing, size, scale, materials and architectural features to protect the historic integrity of
the property and its environment”. Subsection A titled “Building Form and Scale”
includes the following stipulations:
1. Additions shall resemble the same period as the existing structure,
2. Materials and pitch of roof shall be compatible with existing structure,
3. The scale of additions shall be compatible with, not overpowering the existing
structure,
4. Additions shall be located to the rear, if at all possible, or to the side of the
existing structure,
5. The number, size and glazing of apertures shall be consistent with existing
structure and surrounding structures, and
6. Original front setbacks from the street shall be maintained.
Subsection B entitled “Materials” includes the following guidelines:
1. Building materials shall be similar to those employed historically,
2. Acceptable roofing materials include composition shingles,
3. Foundations shall be compatible with existing structural foundations,
4. Acceptable siding materials include wood lap siding or modern substitutes and
5. Chimneys shall be of masonry construction.
The Zoning Code provisions for the HS, Historic District require that certain
determinations be made in evaluating an application for a Certificate of Appropriateness.
These are as follows:
• The proposed action is in harmony with the intent of the HS District,
• The proposed action would complement other structures within the HS District,
• The proposed action complies with the “Standards for Rehabilitation” as
promulgated by the Secretary of the Interior, and
• The proposed action complies with the Design Guidelines for the North Dixie
Avenue Historic District.
In the opinion of the Planning Department Staff, it appears that the plans as submitted for
the construction of the utility room addition and the materials to be used are all
compatible with the design, dimension, detail, and all visual characteristics of the primary
structure on the applicant’s property, as well as homes within the North Dixie Avenue
Historic District. It is also staff’s opinion that these are in harmony with the guidelines
for this particular historic district.
Staff recommended approval of Issuance of Certificate of Appropriateness.

Greg Stamps asked if they were complying with all of the setback requirements.
Ken Young replied that they were meeting all of the setback requirements.
Alma Anderson stated that she was concerned about the intent of the design guidelines by
replacing the front door with two doors. The house currently has a single door with two
side lights which is in keeping with the integrity of the house.
James Mills stated that the Commission could recommend the style of door in order to
maintain the integrity of the front of the house.
Ken Young stated that until tonight’s meeting, staff was unaware of any changes that
were being made to the front of the house. Mr. Young recommended that if there were
additional changes that were going to be made to the exterior of the house, other than
what was on the application that was submitted, that the petitioner would need to turn in
another application and site plan for the Commission to review at next month’s meeting.
Mr. Young added that if the changes were minor, that the application could be approved
in house.
Alma Anderson made the motion to approve the issuance of the Certificate of
Appropriateness for the addition of a 25 x 34 attached garage. Cathy Lamb seconded the
motion and the motion carried unanimously.
Calvin Dickinson asked if they were adding brackets to the addition like the brackets
under the eaves of the house now.
Tim Bilbrey stated that they were not adding any brackets to the addition, but they might
be taking down some of the existing brackets.
Calvin Dickinson stated that the existing brackets needed to remain in keeping with the
character of the style of house and that he wanted to see the same type of brackets on the
new addition.
Calvin Dickinson made the motion to amend the original motion to approve the
Certification of Appropriateness for the addition of a 25 x 34 attached garage, subject to
leaving any existing brackets on the eaves of the house, and subject to the addition of
brackets equal to the existing brackets to be installed on the new addition. Lee Carney
seconded the motion and the motion carried unanimously. CONDITIONAL
APPROVAL.
James Mills wanted to know the status of the National Register of Historic Places
designation for our three (3) Historic Overlay Districts and the percentages received from
each district.

Ken Young stated that he has not received any more votes from the Historic Districts, and
that he did not know that this issue was going to discussed at tonight’s meeting and that
he did not have the exact numbers or percentages for each district with him.
James Mills wanted to know if the Commission would like to continue pursuing the
National Register of Historic Places designation for the three (3) Historic Overlay
Districts.
The Board all agreed to continue.
