COOKEVILLE HISTORIC ZONING COMMISSION SPECIAL CALLED MEETING MINUTES NOVEMBER 6, 2018 5:00 P.M. A special called meeting of the Cookeville Historic Zoning Commission met on Tuesday, November 6, 2018, at 5:00 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Alma Anderson, Lee Carney, Calvin Dickinson, Cathy Lamb, Greg Stamps, and Chris Wakefield. STAFF PRESENT: James Mills, Jayne Barns, and Ken Young. OTHERS PRESENT: Scott & Sherri Lytal, David Hume, Paula Haberkamp, Marcia Donovan, Vicky Draper, and James Draper. CONSIDER FOR APPROVAL THE MINUTES OF SEPTEMBER 11, 2018. Calvin Dickinson made the motion to approve the minutes of September 11, 2018. Greg Stamps seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR THE ALTERATION TO THE ROOF IN THE FRONT OF THE HOUSE ON THE PROPERTY LOCATED AT 531 NORTH DIXIE AVENUE. REQUEST SUBMITTED BY DR. BRENT STATON. Ken Young stated that Property owner Dr. Brent Staton has submitted an application for a Certificate of Appropriateness to allow for the replacement and alteration of the front roof of his house at 531 N. Dixie Avenue located at the corner of E. 6th Street. For background purposes it should be noted that in September 2016 the Historic Zoning Commission granted Dr. Brent Staton’s request to add a 25’ X 34’ basement level garage with a utility room located above on the main floor at the rear north side of the structure. In August of this year the commission granted his request to replace the front and side porch roofs that had collapsed and to extend the front porch across the full width of the structure. After the August meeting it was discovered the front wooden foundation wall had rotted which required the elevation of the structure in order to pour a footer and construct a block masonry foundation. The current request for a Certificate of Appropriateness also stems from structural deterioration and specifically includes the following: 1) Front roof to be removed due to unsafe floor joists that must be replaced 2) New front roof to be elevated in order to create adequate headroom for additional living space and windows installed 3) New front roof line configuration to match the existing rear roof on the structure using compatible materials The Design Guidelines for the North Dixie Avenue Historic District Section VII “Guidelines for Additions” state in part that additions “shall follow the guidelines for HISTORIC ZONING COMMISSION 2 NOVEMBER 6, 2018 new construction” and “shall not destroy historic materials that characterize the property”. It furthermore states that “new work shall generally be compatible with the massing, size, scale, materials and architectural features to protect the historic integrity of the property and its environment”. Subsection A titled “Building Form and Scale” includes the following stipulations: 1. Additions shall resemble the same period as the existing structure 2. Materials and pitch of roof shall be compatible with existing structure 3. The scale of additions shall be compatible with, not overpowering the existing structure 4. Additions shall be located to the rear, if at all possible, or to the side of the existing structure 5. The number, size and glazing of apertures shall be consistent with existing structure and surrounding structures 6. Original front setbacks from the street shall be maintained Subsection B entitled “Materials” includes the following guidelines: 1. Building materials shall be similar to those employed historically 2. Acceptable roofing materials include composition shingles 3. Foundations shall be compatible with existing structural foundations 4. Acceptable siding materials include wood lap siding or modern substitutes 5. Chimneys shall be of masonry construction The Zoning Code provisions for the HS, Historic District require that certain determinations be made in evaluating an application for a Certificate of Appropriateness. These are as follows: • The proposed action is in harmony with the intent of the HS District • The proposed action would complement other structures within the HS District • The proposed action complies with the “Standards for Rehabilitation” as promulgated by the Secretary of the Interior • The proposed action complies with the Design Guidelines for the North Dixie Avenue Historic District. In the opinion of the Planning Department Staff, it appears that the plans as submitted for the replacement of the unsound front roof with a new elevated roof matching the existing rear roof and materials are compatible with the design, dimension, detail and visual characteristics of the primary structure on the applicant’s property, as well as homes within the North Dixie Avenue Historic District. It is also staff’s opinion that these are in harmony with the guidelines for this particular historic district. Staff recommended approval of Issuance of Certificate of Appropriateness for roof replacement and alterations as submitted. HISTORIC ZONING COMMISSION 3 NOVEMBER 6, 2018 Greg Stamps stated that the photograph submitted was not a good representation of what they are proposing and that it does not meet the standards for Historic Zoning. Mr. Stamps stated that he would like to see architectural drawings to show exactly what they are proposing. Chris Wakefield made a motion to deny the Certificate of Appropriateness. Greg Stamps seconded the motion. Alma Anderson stated that it is not consistent with the standards and that the house looks like a speck house and not a historic home. Calvin Dickinson asked if Dr. Staton had an architect. Ken Young stated that Dr. Staton was supposed to be here or have a representative here to answer any questions. James Mills stated that the Board could postpone until next week since the neighbors are concerned about this project being completed. Cathy Lamb made a motion to amend the original motion to postpone until the November 13, 2018 regular scheduled meeting subject to a representative being present at the meeting with architectural drawings. Calvin Dickinson seconded the motion and the motion carried unanimously. POSTPONED. ADJOURNMENT: 5:20 P.M.
