COOKEVILLE HISTORIC ZONING COMMISSION MINUTES NOVEMBER 13, 2018 5:00 P.M. The Cookeville Historic Zoning Commission met on Tuesday, November 13 2018, at 5:00 p.m. in the Council Chambers, 45 East Broad Street, Cookeville, TN 38501. MEMBERS PRESENT: Alma Anderson, Lee Carney, Calvin Dickinson, Cathy Lamb, Greg Stamps, and Chris Wakefield. STAFF PRESENT: James Mills, Jayne Barns, and Ken Young. OTHERS PRESENT: Greg Naugle, Jim Draper, Scott Lytal and Marcia Donovan. CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR AN ADDITION AND EXTERIOR ALTERATIONS ON THE PROPERTY LOCATED AT 452 FREEZE STREET. REQUEST SUBMITTED BY PETER METTS OF AEI ON BEHALF OF ROY & VALERIE FRANCO. Ken Young stated that Peter Metts with AEI has submitted on behalf of property owners Roy and Valerie Franco an application for a Certificate of Appropriateness to allow for an addition and alterations to their primary structure at 452 Freeze Street located in the East Broad/Freeze Street Historic Zoning District. Lauren Metts on behalf of the applicants submitted a written request on this date that this application be withdrawn, because the homeowners are considering cutting the scope of work considerably and altering the design of the house as a whole. Chris Wakefield made the motion to approve withdrawal of the request. Cathy Lamb seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL CERTIFICATE OF APPROPRIATENESS FOR THE ALTERATION TO THE ROOF IN THE FRONT OF THE HOUSE ON THE PROPERTY LOCATED AT 531 NORTH DIXIE AVENUE. REQUEST SUBMITTED BY DR. BRENT STATON. THIS ITEM WAS POSTPONED AT THE NOVEMBER 6, 2018 SPECIAL CALLED MEETING. Ken Young stated that property owner Dr. Brent Staton has submitted an application for a Certificate of Appropriateness to allow for the replacement and alteration of the front roof of his house at 531 N. Dixie Avenue located at the corner of E. 6th Street. For background purposes it should be noted that in September 2016 the Historic Zoning Commission granted Dr. Brent Staton’s request to add a 25’ X 34’ basement level garage with a utility room located above on the main floor at the rear north side of the structure. In August of this year the commission granted his request to replace the front and side porch roofs that had collapsed and to extend the front porch across the full width of the structure. After the August meeting it was discovered the front wooden foundation wall had rotted which required the elevation of the structure in order to pour a footer and construct a block masonry foundation. The current request for a Certificate of Appropriateness was HISTORIC ZONING COMMISSION 2 NOVEMBER 13, 2018 considered at a special called meeting on November 6, 2018 but was postponed until the regular meeting set for November 13th due to no representative being present at the meeting and the lack of sufficient plans detailing the proposed changes. As of this date no additional plans have been submitted to illustrate the proposed changes. Staff recommended denial of Issuance of Certificate of Appropriateness for roof replacement and alterations as submitted. Gary Naugle, contractor for Dr. Staton, was present and showed an illustration of what the house would look like in the front & back with modifications to the roof. Ken Young stated that staff has not seen the illustrations that were presented tonight. Greg Stamps stated that these illustrations goes against the character of the house and does not preserve the original look of the house and is not in keeping with Historic Zoning. Mr. Stamps added that what Mr. Naugle showed the Board was not architectural drawings as requested and the roof was changed from the previous illustration that was submitted at last week’s meeting which changes the look of the house even more. Greg Stamps made the motion to accept staff’s recommendation to deny the Issuance of a Certificate of Appropriateness for roof replacement and alterations as submitted. Calvin Dickinson seconded the motion. Alma Anderson opened the floor for discussion. Scott Lytal, property owner at 117 North Dixie Avenue, stated that the illustration looks like a farmhouse. Marcia Donovan, property owner at 412 N. Dixie Avenue, stated that the proposed roof was not in keeping with the original house. Jim Draper, property owner at 344 N. Dixie Avenue, stated that there had been problems from the beginning with the swimming pool being built over the alley right-of-way. James Mills replied that when they built in the right-of-way that Dr. Staton was notified of the violation and he had to purchase the entire width of the right-of-way. Alma Anderson stated that no one had increased the size of the house until Dr. Staton purchased it. James Mills stated that Ken Young has done a great job and has tried on multiple occasions to get Dr. Staton to submit plans for the Board to review. HISTORIC ZONING COMMISSION 3 NOVEMBER 13, 2018 Chris Wakefield stated that Dr. Staton needs to hire an architect and then resubmit his application for a Certificate of Appropriateness. The original motion to deny was unanimously. DENIED. ADJOURNMENT: 5:25 P.M.
