MINUTES
APRIL 24, 2006
The Cookeville Planning Commission met on Monday, April 24, 2006 at 5:30 p.m., in the
Council Chambers, 45 E. Broad Street, Cookeville, Tennessee.
MEMBERS PRESENT: Judy Jennings, Nina Lunn, Don Prince, Sam Sallee, Jim Stafne, Dr.
Angelo Volpe, Chris Wakefield, and Tod Williams.
MEMBERS ABSENT: Dr. Roy Loutzenheiser.
STAFF MEMBERS PRESENT: James Mills, and Jayne Barns.
OTHERS PRESENT: Bernie Mattingly, Ryan Williams, Richard & Sandy Bean, Larry &
Loretta Redwine, Skip Bartlett, Darrell Johns, and Mike Patterson.
CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Don Prince made the
motion to approve the agenda with the following amendment: Add Action Item #8: Consider
for Action Final Plat of Mooreland Farms, 7 lots located on North Quinland Lake & R. D.
Anderson Roads in the Planning Region. Request submitted by Harriet McReynolds. Dr.
Angelo Volpe seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL THE MINUTES OF MARCH 27, 2006. Don Prince
made the motion to approve the minutes of March 27, 2006. Dr. Angelo Volpe seconded the
motion and the motion carried unanimously. APPROVED.
CONSIDER FOR ACTION REZONING 628, 638, 648 & 658 E. 15TH STREET AND
1505, 1510, 1515, 1516, 1521 & 1531 NORTH MAPLE AVENUE FROM RS-10
(SINGLE-FAMILY RESIDENTIAL) TO CI (COMMERCIAL INDUSTRIAL MIXED
USE). REQUEST SUBMITTED BY BILL BULLINGTON AND STAFF. (THIS ITEM
WAS POSTPONED AT LAST MONTH’S MEETING.) James Mills stated that at the
March 2006 meeting of the Planning Commission consideration of Mr. Bill Bullington’s
request to rezone his properties located at 648 and 658 East 15th Street from RS-10, Single
Family Residential to CI, Commercial Industrial Mixed Use was postponed for the purpose of
considering the inclusion of additional properties in the rezoning. The owners of eight
additional properties located 628 and 638 East 15th Street and 1505, 1510, 1515, 1516, 1521
and 1531 North Maple Avenue have been contacted by the Planning Department regarding
inclusion of their properties in the rezoning.
The owners of the properties at 1505, 1510 and 1516 North Maple have indicated that they are
opposed to the inclusion of their properties in the rezoning. The owners of the property at 628
East 15th Street have indicated that they are in favor of inclusion. No response has been
received from the owners of the remaining properties (1515, 1521, 1531 North Maple Avenue
and 638 E. 15th Street). The subject properties are contiguous with CI zoning to the south and
with RS-10 zoning to the north. The properties are depicted as being best suited for Mixed

Use Commercial Industrial purposes in the Future Land Use Plan. With the exception of the
properties along the north side of East 15th Street from North Maple Avenue to Denton
Avenue, all properties along East 15th Street are zoned as CI, Commercial Industrial Mixed
Use.
While it would be appropriate to rezone all the remaining properties along East 15th Street to
CI, based on the responses received most of the owners of these properties do not wish to
have their properties rezoned at this time.
Staff recommended approval of rezoning the properties located at 648 and 658 East 15th
Street.
George Bean property owner at 1510 & 1516 North Maple Avenue stated that he wanted his
property to stay residential. There was some discussion regarding the affect of rezoning on
property taxes.
Staff stated that a property’s tax rate was based on how it was used and not on how it was
zoned.
Tod Williams made the motion to approve rezoning 628, 638, 648 & 658 E. 15th Street and
1505, 1510, 1515, 1516, 1521 & 1531 North Maple Avenue from RS-10 (Single-Family
Residential) to CI (Commercial Industrial Mixed Use) and to notify the property owners of
the decision by the Planning Commission and to inform them of the date of Public Hearing
scheduled before the City Council. Judy Jennings seconded the motion and the motion
carried unanimously. APPROVED.
CONSIDER FOR ACTION MEDICAL SERVICES DISTRICT MASTER PLAN.
REQUEST SUBMITTED BY COOKEVILLE REGIONAL MEDICAL CENTER.
James Mills stated that a Master Plan for the Cookeville Regional Medical Center Medical
Services District has been prepared. The Plan was developed by the staff of the Medical
Center and consultants hired by the Medical Center in conjunction with the Planning
Department.
Major components of the Master Plan include the following:
• Expansion of the Medical Center, Medical Center parking, and Medical Center campus
• Expansion of Medical Center District zoning boundary south to West 1st Street
• Adding turning lane on Willow Avenue with traffic signal at West 3rd Street
• Adding turning lane on West 3rd Street and extending to Mahler Avenue
• Adding turning lane on North Cedar Avenue
• Adding turning lane on Medical Center Boulevard
• Widening West 7th Street to four lanes with traffic signal at Medical Center Boulevard
• Improvements to portions of West 5th and West 6th Streets and North Whitney Avenue
• Adding Cityscape style landscaping and sidewalks on several streets
Staff recommended approval of the Master Plan.

Bernie Mattingly stated that the plan will orient people on the best way to get to the hospital.
Mr. Mattingly commended all the City Departments for their input in formulating the plan.
Dr. Angelo Volpe made the motion to approve the Medical Service District Master Plan.
Don Prince seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR ACTION FINAL PLAT OF THE MEADOWS SUBDIVISION, 43
LOTS LOCATED OFF BUNKER HILL AND WHITE ROADS. REQUEST
SUBMITTED BY RYAN WILLIAMS. James Mills stated that Mr. Ryan Williams has
submitted for approval a Final Plat of The Meadows, a 43-lot subdivision located off Bunker
Hill and White Roads.
The property submitted for subdivision approval is zoned as RS-10, Single Family
Residential. Water and sewer line and electrical service improvements have been completed.
A Final Street Surfacing fee of $13,000 has been paid. A Letter of Credit in the amount of
$16,560 for a period of one year has been submitted to financially guarantee the completion
of the required sidewalk improvements. A Letter of Credit in the amount of $10,000 for a
period of two years has been submitted to warranty all completed improvements.
Staff recommended conditional final approval subject to the completion of the following
within 30 days:
• Completion and approval of gravel and asphalt base installation
• Completion of adjustments to water and sewer lines and appurtenances
• Submittal and approval of as-built plans for water and sewer lines
• Completion of minor corrections to Final Plat.
Ryan Williams stated that this was his first large subdivision development and that the City
Departments had been very helpful in answering all of his questions.
Don Prince made the motion to grant conditional final plat approval subject to staff’s
recommendations. Tod Williams seconded the motion and the motion carried unanimously.
CONDITIONAL FINAL PLAT APPROVAL.
CONSIDER FOR ACTION FLAG LOT DIVISION, REDUCTION FOR ACCESS
STRIP AND FINAL PLAT OF REDWINE DIVISION, 2 LOT DIVISION LOCATED
OFF HUDGENS STREET. REQUEST SUBMITTED BY LORETTA REDWINE.
James Mills stated that Ms. Loretta Redwine has submitted for approval requests for variances
for a flag lot subdivision and a Final Plat of the Redwine Division, a two lot subdivision
located off Hudgens Street.
Article X, Section G of the Subdivision Regulations provides that flag lot divisions may only
be approved upon the approval of a variance by the Planning Commission subject to certain
specific conditions. A flag lot is a lot which is accessed by a strip of land with a width less
that the required street frontage which is behind a lot which meets the required street frontage.
One of the conditions for flag lot approval is that the access strip have a width of at least 25

feet for its entire width. Ms. Redwine is requesting a variance from this condition to allow a
width of down to 20 feet for the access strip.
The property proposed for subdivision is zoned as RS-5, Single Family Residential. Each of
the proposed lots has access to the required utilities and has frontage on an existing public
street.
Staff recommended approval of the variance requests and approval of the Final Plat.
Dr. Angelo Volpe made the motion to approve the variance requests and Final Plat. Don
Prince seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR ACTION PRELIMINARY PLAT OF HOLLY SPRING FARMS, 73
LOTS LOCATED ON GAINESBORO GRADE IN PLANNING REGION. REQUEST
SUBMITTED BY MARY BURTON CHAFFIN. (MOVING THIS ITEM FROM
STUDY TO ACTION REQUIRES THE APPROVAL OF THE PLANNING
COMMISSION.) James Mills stated that moving this item from study to action requires the
approval of the Planning Commission.
Don Prince made the motion to move this item from study to action. Dr. Angelo Volpe
seconded the motion and the motion carried unanimously. APPROVED MOVING FROM
STUDY TO ACTION.
James Mills stated that Ms. Mary Chaffin has submitted for approval a Preliminary Plat of
Holly Spring Farms, a proposed 73-lot subdivision located off Gainesboro Grade (State
Highway 296) outside the corporate limits but within the Planning Region.
The proposed subdivision was mistakenly reviewed and approved by the Putnam County
Regional Planning Commission at its April 2006 meeting and certain improvements were
initiated before it was determined that the proposed subdivision was located within the
jurisdiction of the Cookeville Planning Commission. Water and electric service will be
provided by utility districts. Public sewer is not available and the approval of the County
Environmentalist is required for the use of septic systems. Sidewalks are not required when
public sewer is not available. The primary difference between the Putnam County
Subdivision Regulations and the City’s is the street surfacing requirements. Ms. Chaffin is
aware of the differences and has indicated that she will complete the subdivision to standards
of the city. The plat is in conformance with the requirements of the Subdivision Regulations.
Staff recommended approval of the Preliminary Plat.
Don Prince made the motion to approve the Preliminary Plat. Tod Williams seconded the
motion and the motion carried unanimously. APPROVED.

James Mills stated that Ms. Harriet McReynolds has submitted for approval a Final Plat of
Moreland Farms Subdivision, a proposed 7-lot subdivision located off North Quinland Lake
and R. D. Anderson Roads outside the corporate limits but within the Planning Region.
Each of the proposed lots has frontage on an existing public street and access to public water.
Water and electric service will be provided by utility districts. The County Environmentalist
has approved the lots for the use of septic systems. The plat is in conformance with the
requirements of the Subdivision Regulations.
Staff recommended approval of the Final Plat.
