COOKEVILLE PLANNING COMMISSION
MINUTES
JULY 24, 2006
The Cookeville Planning Commission met on Monday, July 24, 2006 at 5:30 p.m., in the
Council Chambers, 45 E. Broad Street, Cookeville, Tennessee.
MEMBERS PRESENT: Judy Jennings, Dr. Roy Loutzenheiser, Nina Lunn, Don Prince,
Sam Sallee, Jim Stafne, Dr. Angelo Volpe, Chris Wakefield, and Tod Williams.
STAFF MEMBERS PRESENT: Jim Shipley, James Mills, and Jayne Barns.
OTHERS PRESENT: Anthony Deason and James Mansell.
CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Dr. Roy
Loutzenheiser made the motion to approve the agenda as submitted. Dr. Angelo Volpe
seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL THE MINUTES OF JULY 24, 2006. Dr. Angelo Volpe
made the motion to approve the minutes of July 24, 2006. Dr. Roy Loutzenheiser seconded
the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR ACTION PRELIMINARY PLAT OF ST. JAMES PLACE, 14 LOT
DIVISION LOCATED OFF SOUTH WALNUT AVENUE. REQUEST SUBMITTED
BY JERRY GAW. (THIS ITEM WAS POSTPONED AT LAST MONTH’S
MEETING AND MR. GAW HAS REQUESTED THAT IT BE POSTPONED FOR
AN ADDITIONAL MONTH.) James Mills recommended that this item be postponed for
another month.
Dr. Roy Loutzenheiser made the motion to postpone this item for another month. Dr.
Angelo Volpe seconded the motion and the motion carried unanimously. POSTPONED.
CONSIDER FOR ACTION PRELIMINARY PLAT OF DEASON DIVISION, 6
LOTS LOCATED OFF SHAG RAG ROAD. REQUEST SUBMITTED BY TONY
DEASON. James Mills stated that Mr. Tony Deason has submitted for approval a
Preliminary Plat of Deason Division, a 6 lot subdivision located off Shag Rag Road.
The property proposed for subdivision is zoned as CI, Commercial-Industrial Mixed Use.
This subdivision will require approximately 700 feet of street construction with a cul-de-sac,
sidewalk construction on one (1) side of the new street, the extension of water service and
the provision of fire hydrants, the installation of public sewer, and the installation of
underground electrical service. The provision of sewer service will require that an easement
be obtained across property to the east. The Fire Department recommends that a second fire
hydrant be provided.

Article V, Section B, 2 of the Subdivision Regulations requires that all streets intended for
industrial or large scale commercial developments be developed to major collector street
standards. The minimum standards for major collector streets include 60 feet of right-of-
way with three (3) travel lanes and a total pavement width of 36 feet. Mr. Deason is
requesting a variance from these standards to reduce the pavement width from three (3)
lanes to two (2) with a pavement width of 24 feet and to reduce the right-of-way
requirement from 60 feet to 50 feet. All surfacing requirements for major collector streets
would still be met and a cul-de-sac surface width of 100 feet would still be provided. The
request has been reviewed and approved by the Public Works Department.
Staff recommended approval of variance request and conditional approval of the Preliminary
Plat subject to the following:
• Resubmittal of Preliminary Plat depicting certain corrections/revisions as determined by
the Planning Department
• Submittal and approval of water and sewer plans
• Submittal and approval of street profile, and street and sidewalk construction plans
• Submittal and approval of grading and erosion and sediment control plans and issuance
of grading permit
• Submittal and approval of drainage and storm water plans
• Completion of preconstruction meeting prior to initiating any construction
Tod Williams made the motion to grant the variance request and conditional approval of the
Preliminary Plat subject to staff’s recommendation. Don Prince seconded the motion and
the motion carried unanimously. VARIANCES APPROVED, CONDITONAL
PRELIMINARY PLAT APPROVAL.
Don Prince made the motion to take the following item for study. Dr. Angelo Volpe
seconded the motion and the motion carried unanimously. STUDY ITEM.
(1) CONSIDER FOR STUDY DECLARING AS SURPLUS PROPERTY PALKWAY
DRIVE AND ADJACENT CITY PROPERTY ON SOUTH JEFFERSON
AVENUE. REQUEST SUBMITTED BY STAFF.
