COOKEVILLE PLANNING COMMISSION MINUTES FEBRUARY 25, 2008 The Cookeville Planning Commission met on Monday, February 25, 2008 at 5:30 p.m., in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Judy Jennings, Dr. Roy Loutzenheiser, Nina Lunn, Don Prince, Jim Stafne, Dr. Angelo Volpe, Ryan Williams, and Tod Williams. MEMBERS ABSENT: Chris Wakefield. STAFF MEMBERS PRESENT: Jim Shipley, James Mills, Jayne Barns, and Suzanne Garnmeister. OTHERS PRESENT: Ed Greenwell, Lindsay McReynolds, Brenda Bullock Dishman, Elizabeth Bullock Smith and Dawn Bullock Hickey. CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Dr. Roy Loutzenheiser made the motion to approve the agenda as submitted. Dr. Angelo Volpe seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL THE MINUTES OF JANUARY 28, 2008. Tod Williams made the motion to approve the minutes of January 28, 2008. Nina Lunn seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION REZONING PROPERTY LOCATED AT THE NORTHEAST INTERSECTION OF HIGHWAY 111 AND I-40 IDENTIFIED AS PARCEL 4.00 ON MAP 67 FROM RS-20 (SINGLE-FAMILY RESIDENTIAL) TO CR (REGIONAL COMMERCIAL). REQUEST SUBMITTED BY LYNN BULLOCK. James Mills stated that Mr. Lynn Bullock has submitted a request that his property located at the northeast intersection of I-40 and Highway 111 and identified as Parcel 4.00 on Tax Map 67 be rezoned from RS-20, Single Family Residential to CR, Regional Commercial. According to the records of the Putnam County Assessor the property proposed for rezoning consists of approximately 47.5 acres. It is contiguous with properties zoned as CR and RD, Single-Family and Duplex Residential to the north, with RD and RS-20 zoning to the east, with RS-20 zoning to the south, and with CR and RS-15, Single Family Residential zoning to the west. The property is accessed from Highway 111. Mr. Bullock indicates in the rezoning petition that the purpose of the request is to allow for the retail/commercial development of the property. The Future Land Use Plan indicates that the area is best suited for regional commercial purposes. Staff recommended approval of the rezoning request. COOKEVILLE PLANNING COMMISSION 2 FEBRUARY 25, 2008 Dr. Angelo Volpe made the motion to approve the rezoning request. Nina Lunn seconded the motion and the motion carried unanimously. APPROVED. James Mills stated that the Planning Commission will be reviewing and updating the Transportation Analysis and Plan Element of the Comprehensive Future Land Use Plan. This will be a study item for several months and then a Public Hearing will be scheduled. The Commission will be establishing priorities for the major street plan, updating road projects that have already been completed, reviewing projects to see if they need to stay in the plan, analyzing traffic problems for new road construction, updating the downtown parking study, adding the Pedestrian Circulation Plan that was amended in 2003, and adding the findings and maps from the Tennessee Department of Transportation study that was done two years ago. The Comprehensive Plan is a tool that is also very useful to the Public Works Department when determining which streets get paved, and to the City Council when considering which projects are funded each year. Tod Williams made the motion to take the following item for study. Nina Lunn seconded the motion and the motion carried unanimously. STUDY ITEM. (1) CONSIDER FOR STUDY UPDATE OF TRANSPORTATION ANALYSIS AND PLAN ELEMENT OF COMPREHENSIVE FUTURE LAND USE PLAN. REQUEST SUBMITTED BY STAFF. STAFF REPORTS: (1) MINOR PLAT APPROVALS: • NELSON & SIMMS DIVISION - 1 LOT LOCATED ON THE SOUTHEAST CORNER OF SOUTH LOWE AND PROFFITT STREET – FAYE NELSON. • ANNA RUTH ALLISON DIVISION – 2 LOTS LOCATED ON WINDSOR STREET – ANNA RUTH ALLISON.
