COOKEVILLE PLANNING COMMISSION MINUTES MARCH 24, 2008 The Cookeville Planning Commission met on Monday, March 24, 2008 at 5:30 p.m., in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Judy Jennings, Dr. Roy Loutzenheiser, Nina Lunn, Don Prince, Jim Stafne, Dr. Angelo Volpe, Chris Wakefield, Ryan Williams, and Tod Williams. STAFF MEMBERS PRESENT: Jim Shipley, James Mills, Jayne Barns, and Suzanne Garnmeister. OTHERS PRESENT: Ed Greenwell, Lindsay McReynolds, Jim Herrin, and Tom Sergio. CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Don Prince made the motion to approve the agenda as submitted. Dr. Angelo Volpe seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR APPROVAL THE MINUTES OF FEBRUARY 25, 2008. Dr. Angelo Volpe made the motion to approve the minutes of February 25, 2008. Don Prince seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION AMENDMENTS TO OFFICIAL STREET MAP. REQUEST SUBMITTED BY STAFF. James Mills stated that amendments to the Official Street Map are necessary due to the addition of several new streets in 2007. These new streets are the result of annexations and new subdivision developments. The purpose of the Official Street Map is to depict the streets for which the City of Cookeville is responsible for maintenance and to reflect the official names of these streets. The recommended amendments include the following: Bunker Hill Road located off West Cemetery Road (Annexed) Essex Court located off Essex Road (New Subdivision) Isom Street located off South Creek Road (Annexed) Johnson Drive located off Lovelady Road (Annexed) Lovelady Road located off Bunker Hill Road (Annexed) McCormick Circle located off South Creek Drive (Annexed) Mill Drive Extension (New Subdivision) South Creek Drive located off South Creek Road (Annexed) South Creek Road located off Pigeon Roost Creek Road (Annexed) Southern Woods Court located off Bunker Hill Road (Annexed, Cul-de-sac) St. James Place located off South Walnut Avenue (New Subdivision) Stone Creek Drive located off Braswell Avenue (New Subdivision) Staff recommended approval of amendments to Official Street Map. COOKEVILLE PLANNING COMMISSION 2 MARCH 24, 2008 Dr. Angelo Volpe made the motion to approve the amendments to the Official Street Map. Don Prince seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION REVISED PRELIMINARY PLAT APPROVAL FOR THE RESERVE AT THE COUNTRY CLUB PHASE I. REQUEST SUBMITTED BY TOM SERGIO ON BEHALF OF J. A. SERGIO & SONS, INC. James Mills stated that Mr. Tom Sergio, on behalf of J. A. Sergio & Sons, Inc. and Design Development, LLC, has submitted for approval a Revised Preliminary Plat of the Reserve at the Country Club, Phase I Subdivision, a proposed 115 lot subdivision located off Beecher Boulevard, Shag Rag Road, and Candyland Drive. The property proposed for subdivision is identified as Parcels 26 and 27 on Tax Map 41 and consists of approximately 80 acres. The proposed revised Phase I of the subdivision consists of approximately 27.38 acres. Due to the scale of the proposed changes it is recommended that the revised preliminary plat be considered as a resubmitted plat instead of an extension, allowing one (1) year for completion of improvements. The property proposed for subdivision is zoned RS-5, Single Family Residential. Preliminary Plat approval, originally conditionally granted in February of 2007, depicted a proposed subdivision of approximately 22.95 acres into 100 lots. The subdivision required street and sidewalk construction, the extension of water service and the provision of fire hydrants, the installation of public sewer and the installation of underground electrical service. Fifteen (15) extra lots, requiring additional street and utility construction, are now planned for inclusion in Phase I of the development. A significant amount of construction has been completed in the development including the installation of fire hydrants, the majority of the water and sewer lines and electric system. An easement must still be obtained on contiguous property to the east to access an existing sewer pump station and to connect to the electric system. The Water Quality Control Department indicates that the pump station is adequate to serve the proposed development. Additionally some work had been completed on the subgrade for the proposed streets. The subdivision development further requires the relocation of an electric coop power line along the southern boundary of the property. Due to the scale of the development and the relatively small size of the proposed lots a master plan depicting the exact location of the necessary improvements was required as a condition for approval of the original preliminary plat. An amended master plan should be submitted to depict the lots proposed for addition to Phase I of the subdivision. A revised street and sidewalk construction plan and street profile is required as well. The developer has also requested in lieu of constructing a four (4) feet wide sidewalk on one side of the streets that he be allowed to constructed three feet (3) wide sidewalks on both sides of the streets. This proposal has been approved by the Public Works Department. As the Planning Commission may be aware, on October 22, 2007 the Tennessee Department of Environment and Conservation Division of Water Pollution Control issued a Director’s Order to the Developer that described various code violations including unauthorized stream alterations, failure to retain sediment on site, and pollutant discharge to waters of the state. Mr. Sergio reported to the Planning Department staff on March 17, COOKEVILLE PLANNING COMMISSION 3 MARCH 24, 2008 2008 that all violations have been corrected but that a fine remains outstanding, pending renegotiation of the fine amount. Staff recommended approval of request to allow the installation of sidewalks three (3) feet in width on both sides of the streets and conditional approval of the revised preliminary plat with one (1) year for completion of the improvements subject to the following: • Resubmittal of Preliminary Plat depicting any corrections/revisions as determined by the Planning Department • Securing a utility easement on adjacent property for the provision of sewer and electric service • Submittal and approval of revised street profile, and street and sidewalk construction plans • Continued coordination with Electric Department for the provision of the electric service and with the Gas Department for natural gas service • Submittal and approval of a revised construction master plan depicting the location of all required improvements Dr. Angelo Volpe made the motion to grant conditional approval of the Revised Preliminary Plat for the Reserve at the Country Club, Phase I, subject to staff’s recommendations. Tod Williams seconded the motion and the motion carried unanimously. CONDITIONAL REVISED PRELIMINARY PLAT APPROVAL. James Mills stated that the updates to the Transportation Plan will be a study item for several months. Staff has completed the inventory on street conditions and by next month all the information for the future land use plan should be completed. Additions of the Parking Study and Major Route Plan that were completed in 2004 will also be included. There will be several work sessions and public hearings on the Transportation Plan.
