COOKEVILLE PLANNING COMMISSION MINUTES SPECIAL CALLED MEETING DECEMBER 30, 2009 The Cookeville Planning Commission met on Monday, December 30, 2009 at 12:00 noon, in the Community Meeting Room, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Jim Stafne, Dr. Roy Loutzenheiser, Judy Jennings, Chris Wakefield, Ryan Williams, and Randy Dalton. MEMBERS ABSENT: Dr. Angelo Volpe, Aaron Bernhardt, and Matt Swallows. STAFF MEMBERS PRESENT: James Mills, Jayne Barns, and Ken Young. STAFF MEMBERS ABSENT: Jim Shipley. OTHERS PRESENT: Maurice K. Goss, Carl Lafever, Francis & Janet Fritz, and John Poteet. CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Chris Wakefield made the motion to approve the agenda as submitted. Judy Jennings seconded the motion and the motion carried unanimously. APPROVED. John Poteet interrupted the Chairman and said that he wanted to know the answers to three (3) questions. (1) Is it okay to tape the meeting? (2) Is the Planning Commission being taped? and (3) Did the Chairman know the condition of the November 23, 2009 tape? Jim Stafne stated that it was okay to tape the meeting and that the secretary for the Planning Commission was taping the meeting. Mr. Stafne referred the question about the condition of the November 23, 2009 tape to James Mills. James Mills replied that Mr. Poteet had requested a copy of the tape recording for the October 26, 2009 & November 23, 2009 meetings and that it was presently being copied by the Police Department and a copy would be available to him by late afternoon. CONSIDER FOR APPROVAL THE MINUTES OF NOVEMBER 23, 2009. Jim Stafne was interrupted again by John Poteet. Mr. Poteet stated that he had problems with the October 26, 2009 minutes and since he was unable to get a copy of the November 23, 2009 minutes before the meeting, he requested that the Board not approve the minutes until he could obtain a copy of the recording. Mr. Mills responded that it is the policy of the City to not distribute copies of the minutes until they are approved by the appropriate boards and then they become public record. Mr. Poteet and Mr. Goss were told that the minutes for the November 23, 2009 meeting would be available after the Planning Commission approved them today. COOKEVILLE PLANNING COMMISSION 2 DECEMBER 30, 2009 Jim Stafne stated that he had been a member of the Planning Commission for 12 years and he had never had anyone question the minutes before. Mr. Stafne added that he did not see a problem with the minutes for the November 23, 2009 meeting, and that he was not going to grant Mr. Poteet’s request to table the minutes. There was discussion by the Board concerning adding to the minutes a comment made by Mr. Gentry on the error of the power point map on the parcels being combined. Roy Loutzenheiser made the motion to approve the amendment to the minutes by adding the following: Mr. Gentry noted that there was an error on the power point map relating to Parcels 1.00 and 2.00 that was recently combined into one (1) parcel. Mr. Mills responded that the map would be corrected. Ryan Williams seconded the motion and the motion carried unanimously. APPROVED. Randy Dalton approved the minutes of the November 23, 2009 meeting. Chris Wakefield seconded the motion and the motion carried unanimously. APPROVED. Kent Goss wanted a specific time to pick up the minutes with the corrections. Mr. Mills told him that the minutes would be corrected after the meeting. ADJOURNMENT: 12:20 P.M.
