COOKEVILLE PLANNING COMMISSION SPECIAL CALLED MEETING MINUTES JULY 20, 2010 The Cookeville Planning Commission held a Special Called Meeting on Monday, July 20, 2010 at 5:30 p.m., in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Jim Stafne, Dr. Angelo Volpe, Dr. Roy Loutzenheiser, Judy Jennings, Chris Wakefield, Ryan Williams, Aaron Bernhardt, and Randy Dalton. MEMBERS ABSENT: Matt Swallows. STAFF MEMBERS PRESENT: James Mills, Jayne Barns, and Ken Young. STAFF ABSENT: Jim Shipley. OTHERS PRESENT: Chuck Johnson, John Watt, Paul & Marjorie Bonner, Rachel Rader, Connie Albrecht, Richard & Louise Charles, Jerry Parris, Ronnie Kelly, L. Dean Moore, Danny Rader, Jean Davis Dan Rader, Joe Mullins, Ralph Mullins, Brenda York, and Larry Epps. HOLD A PUBLIC HEARING ON THE COOKEVILLE 2030 COMPREHENSIVE FUTURE LAND USE PLAN. REQUEST SUBMITTED BY STAFF. James Mills stated that the purpose of this meeting was to solicit public input and public support for the Cookeville 2030 Comprehensive Future Land Use Plan. The Plan is a general guide for future development over the next 20 years. Section 13-4-201 of the Tennessee Code states, “It is the function and duty of the commission to make and adopt an official general plan for the physical development of the municipality, including any area outside of its boundaries which, in the commission’s judgment, bears relations to the planning of the municipality.” Mr. Mills gave a brief overview of the 2030 Plan which included the following: Background for Planning, Environmental and Natural Factors, Socio-Economic Factors Affecting Development, Existing Land Use Analysis, Transportation Analysis and Plan, The Development Plan, and Implementation. Mr. Mills added that the Implementation schedule was the most important aspect of the Plan because it proposes individual strategies for each of the specific land use categories, establishes time frames for completion, and identifies the parties responsible for implementation. James Mills summarized some of the changes since the 1999 Plan. • The City has grown by 10 square miles. • The senior population with the age group over 64 years has increased, and the 24 and under age population has decreased. • There are 9 planning neighborhoods with 4, 5, & 6 being the fastest growing. • The Transportation Analysis showed that the City has not been spending enough money on paving streets. COOKEVILLE PLANNING COMMISSION 2 JULY 20, 2010 • The Citizens survey showed that the residents of Cookeville would like to see more protection of trees and less apartments. • The Future Land Use Map shows 3 revitalization areas: North of Twelfth Street; Hwy 70 - west of Fourth Street, and Broad Street to 9th Street -west of Willow Avenue. • The biggest changes were in the natural and environmental issues. The Chairman opened the Public Hearing to the audience for comments. There was a question about the definition of open space. Mr. Mills responded that the definition includes public parks, agricultural land, land identified as high priority for conservation or protection due to significant environmental or natural constraints, and single family residential at the density of two dwelling units per acre or less. Dan Rader stated that his wife owns 32 acres on the west side of Dry Valley Road and that her property is split between lower density residential and rural residential. Mr. Rader stated that she wants all of her property to stay lower residential development to increase her options. Paul Bonner, property owner on Buck Mountain Road, stated that he would like for his property and those on both sides of Buck Mountain Road from the City Limits to Dry Valley Road be changed from lower density residential to rural residential because most of the lots are 5 acres or more. Ronnie Kelly, property owner off Lone Oak Drive, requested that both sides of Lone Oak be changed from regional commercial to lower density residential to keep more of a buffer zone for the residential neighborhood. Brenda York stated that the rock quarry under the last plan was listed as residential and now it is listed as heavy industrial/extraction. Her family’s property off North Salem Road is now listed as mixed use – commercial/industrial and they would like for it to stay lower density residential like it was on the previous plan. She didn’t see commercial developments building next to the quarry. Larry Epps stated that the maps on line where hard to see and he suggested that a map with the new changes be highlighted in some way so that the citizens could tell if their property had changed. Richard Charles stated that the areas west and south of the quarry should be more restrictive. The Chairman closed the Public Hearing. James Mills announced that there would be another Public Hearing on Thursday, July 29, 2010 at 5:30 p.m. in the Council Chambers and that there would be more public hearings before the plan is adopted. COOKEVILLE PLANNING COMMISSION 3 JULY 20, 2010 DISCUSS SETTING A DATE FOR A PUBLIC HEARING ON AUGUST 23, 2010 TO ADOPT THE MAJOR STREET PLAN. James Mills stated that he would like to set a date for a Public Hearing to adopt the Major Street Plan at the regular scheduled Planning Commission meeting on August 23, 2010 at 5:30 p.m. in the Council Chambers. Dr. Angelo Volpe made the motion to approve setting a date for a Public Hearing to adopt the Major Street Plan on August 23, 2010 at 5:30 p.m. Randy Dalton seconded the motion. Votes: Jim Stafne-aye Dr. Angelo Volpe-aye, Dr. Roy Loutzenheiser-aye, Judy Jennings- aye, Chris Wakefield-aye, Aaron Bernhardt-aye, and Randy Dalton-aye.
