COOKEVILLE PLANNING COMMISSION SPECIAL CALLED MEETING MINUTES JULY 29, 2010 The Cookeville Planning Commission held a Special Called Meeting on Monday, July 20, 2010 at 5:30 p.m., in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Jim Stafne, Dr. Angelo Volpe, Dr. Roy Loutzenheiser, Judy Jennings, Aaron Bernhardt, Randy Dalton, and Matt Swallows. MEMBERS ABSENT: Chris Wakefield, and Ryan Williams. STAFF MEMBERS PRESENT: James Mills, Jayne Barns, and Ken Young. STAFF ABSENT: Jim Shipley. OTHERS PRESENT: Jerry Parris, Dean Moore, Richard & Louise Charles, Dan Rader, Paul & Marjorie Bonner, Daniel Rader IV, Brenda York, Mrs. David Judd, John Donnelly, Pam Ealey, Ronnie Kelly, Dot Lafever, Richard & Janie Finch, Rodney Laulo, Anna Ruth Burroughs, Rachel Rader, Mitch Thomas, Randy Gaw and Winn Griffith. HOLD A PUBLIC HEARING ON THE COOKEVILLE 2030 COMPREHENSIVE FUTURE LAND USE PLAN. REQUEST SUBMITTED BY STAFF. James Mills stated that the purpose of this meeting was to solicit public input and public support for the Cookeville 2030 Comprehensive Future Land Use Plan. The Plan is a general guide for future development over the next 20 years. Section 13-4-201 of the Tennessee Code states, “It is the function and duty of the commission to make and adopt an official general plan for the physical development of the municipality, including any area outside of its boundaries which, in the commission’s judgment, bears relations to the planning of the municipality.” Mr. Mills gave a brief overview of the 2030 Plan which included the following: Background for Planning, Environmental and Natural Factors, Socio-Economic Factors Affecting Development, Existing Land Use Analysis, Transportation Analysis and Plan, The Development Plan, and Implementation. Mr. Mills added that the Implementation schedule was the most important aspect of the Plan because it proposes individual strategies for each of the specific land use categories, establishes time frames for completion, and identifies the parties responsible for implementation. The Chairman opened the Public Hearing to the audience for comments. Richard Finch, property owner in the Urban Growth Boundary, requested that the Board remove the Western North - South Connector and Northern East-West Connector from the Major Street Plan. COOKEVILLE PLANNING COMMISSION 2 JULY 29, 2010 Brenda York wanted to know about the Highway 70N widening on the east side of town. James Mills responded that it was a State Highway and that it will be a minimum of 3 lanes and could be 5 lanes depending on funding. Mr. Mills added that the Center Hill Rural Transportation Planning Organization has recommended to the Tennessee Department of Transportation the following projects: (1) Widening South Jefferson Avenue from Interstate 40 to Highway 111 to 5 lanes and it is scheduled for 2011-2012 budget year depending on funding, (2) Widening East Spring Street to 3 or 5 lanes from Avery Trace Middles School west to Broad Street, and Widening Highway 70N from Highway III to Interstate 40, (3) Adding a turn lane on North Willow Avenue from Broad Street to North of Twelfth Street., and (4) Widening West Broad Street from Spring Street to proposed western north-south connector. Pam Ealey, Putnam County Habitat for Humanity wanted to announce that they will be looking at revitalizing some neighborhoods and wanted to partner with the City. James Mills stated that the revitalization is addressed in the implementation schedule. The future land use map shows three (3) areas of revitalization: (1) North of Twelfth Street, (2) Highway 70 N west of Fourth Street, and (3) Broad Street to Ninth Street west of North Willow Avenue. James Mills announced that the Public Hearing on the Major Street Plan has been scheduled for Monday, August 23, 2010 at 5:30 p.m. in the Council Chambers. The Chairman closed the Public Hearing.
