AUGUST 23, 2010
The Cookeville Planning Commission met on Monday, August 23, 2010 at 5:30 p.m., in the
Council Chambers, 45 E. Broad Street, Cookeville, Tennessee.
WELCOME NEW MEMBERS: David Webb and Jim Woodford.
MEMBERS PRESENT: Jim Stafne, Dr. Angelo Volpe, Dr. Roy Loutzenheiser, Chris
Wakefield, Aaron Bernhardt, Randy Dalton, David Webb and Jim Woodford.
STAFF MEMBERS PRESENT: James Mills, Jayne Barns, and Ken Young.

CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Dr. Angelo Volpe
made the motion to approve the agenda as submitted. Aaron Bernhardt seconded the motion
and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL THE MINUTES OF JULY 20, 2010, JULY 26, 2010,
AND JULY 29, 2010. Randy Dalton made the motion to approve the minutes of July 20,
2010. Chris Wakefield seconded the motion and the motion carried unanimously.

CONSIDER FOR ACTION REZONING FROM LM (LIGHT MANUFACTURING)
TO RS-20 (SINGLE-FAMILY RESIDENTIAL) A PORTION OF THE PROPERTY
LOCATED ON BOYD FARRIS ROAD (TAX MAP 83, PORTION OF PARCEL 57.01).
REQUEST SUBMITTED BY EDNA LOIS BOYD HORSLEY. James Mills stated that
Ms. Edna Lois Boyd Horsley has submitted a request to rezone from LM, Light
Manufacturing to RS-20, Single Family Residential a portion of her property located on Boyd
Farris Road. The property is identified as Parcel 57.01 on Tax Map 83.
Parcel 57.01 consists of approximately 22.5 acres in its entirety and is used for agricultural
purposes. The zoning of the property is split with the western portion along Boyd Farris Road
consisting of approximately 5 acres zoned as RS-20 and the eastern portion consisting of
approximately 15.5 acres zoned as LM. The portion of the property proposed for rezoning to
RS-20 consists of approximately 9.6 acres. The property is contiguous with LM zoning to the

north, RS-20 zoning to the south and west, and with LM zoning to the east. The
Comprehensive Future Land Use Plan depicts the western portion of the property as being
best suited for low residential purposes and the eastern portion as industrial. The eastern
portion of the property is contiguous with the Lemon Farris Industrial Park.
Ms. Horsley indicates that the reason for the rezoning request is allow her son to construct a
single family dwelling on the property.
Staff recommended approval of the request.
Jesse Stewart, 1485 Boyd Farris Road, stated that he lived across the street from the rezoning
and that he was in favor of the request.
Edna Boyd Horsley stated that the property was part of her parent’s farm and that her son
wanted to build a single family house there.
Dr. Angelo Volpe made the motion to approve rezoning a portion of the property located on
Boyd Farris Road (Tax Map 83, Portion of Parcel 57.01) from LM (Light Manufacturing) to
RS-20 (Single-Family Residential). Dr. Roy Loutzenheiser seconded the motion and the
motion carried unanimously. APPROVED.
HOLD A PUBLIC HEARING AND CONSIDER FOR ADOPTION MAJOR STREET
PLAN FOR THE CITY OF COOKEVILLE AND ITS URBAN GROWTH
BOUNDARY. REQUEST SUBMITTED BY STAFF. James Mills stated that the purpose
of the Major Street Plan is to depict the general location of existing and proposed major
streets in the municipality and its unincorporated Urban Growth Boundary. It primarily
includes streets of arterial or collector status and depicts not only proposed new streets but
also improvements to existing streets.
The adoption of a Major Street Plan is required under Tennessee Code Section 13-4-302 as a
prerequisite for the adoption of Subdivision Regulations. The Plan must be recorded with the
County Register of Deeds office. The Major Street Plan is also a key component of the
Comprehensive Plan. It is intended to establish a transportation system that promotes ease of
movement and access to lands for development.
The current Major Street Plan was adopted in February 2000. The 2000 Plan replaced the
previous Plan adopted in 1987. Many of the recommendations from these plans have been
completed. These include the construction of West Jackson Street, Neal Street East, and
Veterans Drive and improvements to South Willow Avenue, North Washington Avenue, West
9th Street, South Walnut Avenue, and Old Kentucky Road.
Of the 26 projects identified in the 2000 Plan, 11 have been completed or partially completed.
Most of the remaining 15 projects are included in the 33 improvements identified in the
proposed 2010 Major Street Plan. It is important to note that the numbers depicted on the
proposed Major Street Plan are for identification purposes only, and do not reflect priority. It
should also be recognized that the Plan is long range in nature and several of the
recommended projects may not be completed for many years. Additionally, especially for

new street construction projects, the Plan is intended to only identify general locations.
Actual locations may vary by several hundred feet when and if the streets are constructed.
Staff reported that several comments had been received regarding the Major Street Plan. He
recommended that one suggestion in particular be added to the Major Street Plan as Project
#34, which would involve adding a turn lane on West Jackson Street from Buffalo Valley
Road to Highway 70N.
Staff recommended adoption of the Major Street Plan with the inclusion of the West Jackson
Street Improvements.
Jim Stafne opened the Public Hearing.
Susan Ford suggested that the Commission consider the Pedestrian and Bicycle Circulation
Plan when reviewing future road projects.
Wayne Pegram, Ivan Cordrey, Debbie Hannah, Danny Newton, Peggy Evans, Gene Mullins,
Ron Sykes, Mary Mastin and Brian Paddock spoke to delete the following projects from the
Major Street Plan: #2 (Construction of Western North-South Connector), #3 (Construction of
Southern East-West Connector), and #4 (Construction of Northern East-West Connector).
Some agreed that an east-west connector was needed, but they didn’t agree on the proposed
locations.
Janie Worley asked when a turn lane would be added to South Jefferson Avenue.
James Mills replied that maintenance and improvement of South Jefferson Avenue is the
responsibility of the Tennessee Department of Transportation. Widening of the highway to 5
lanes is expected to be completed in 3-5 years. With the opening of the new schools, the City
had no choice but to go ahead and spend the money to put in turning lanes and signals in the
vicinity of the schools.
Jim Stafne closed the Public Hearing.
Aaron Bernhardt made the motion to approve the major Street Plan as presented with the
inclusion of Street Project #34: Adding a turn lane on West Jackson Street from Buffalo
Valley Road to Highway 70. Dr. Roy Loutzenheiser seconded the motion and the motion
carried unanimously. ADOPTED MAJOR STREET PLAN.
SET A DATE FOR A PUBLIC HEARING ON THE COOKEVILLE 2030 PLAN.
James Mills stated that it was not on the agenda, but he would like to set a date for a Public
Hearing on October 23, 2010 for the purpose of adopting the Cookeville 2030 Plan.
Randy Dalton made the motion to schedule the Public Hearing on the Cookeville 2030 Plan
for Monday, October 23, 2010 at 5:30 p.m. Aaron Bernhardt seconded the motion and the
motion carried unanimously. APPROVED SCHEDULING A PUBLIC HEARING FOR
OCTOBER 25, 2010 TO ADOPT THE COOKEVILLE 2030 PLAN.
