COOKEVILLE PLANNING COMMISSION
MINUTES
SEPTEMBER 27, 2010
The Cookeville Planning Commission met on Monday, September 27, 2010 at 5:30 p.m.,
in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee.
MEMBERS PRESENT: Jim Stafne, Dr. Angelo Volpe, Dr. Roy Loutzenheiser, Aaron
Bernhardt, Randy Dalton, David Webb, and Jim Woodford.
MEMBERS ABSENT: Chris Wakefield
STAFF MEMBERS PRESENT: James Mills, Jayne Barns, and Ken Young.
STAFF ABSENT: Jim Shipley.
OTHERS PRESENT: Justin Cumby.
CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Randy Dalton
made the motion to approve the agenda as submitted. Dr. Angelo Volpe seconded the
motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL THE MINUTES OF AUGUST 23, 2010. Dr. Angelo
Volpe made the motion to approve the minutes of August 23, 2010. Aaron Bernhardt
seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR ACTION FINAL PLAT OF THE BROWNSTONES, 8-UNIT
SINGLE FAMILY ATTACHED TOWNHOMES, LOCATED ON STOUT STREET.
REQUEST SUBMITTED BY JUSTIN CUMBY. James Mills stated that Developer
Justin Cumby has submitted for approval the Final Plat of The Brownstones, an eight (8)
unit single family attached townhome subdivision located off Stout Street. A preliminary
plat for this development was submitted and approved by the Planning Commission at the
October 26, 2009 meeting.
The subdivision development property is identified on Tax Map 53J, Group D as Parcel
14.00 and consists of approximately 0.74 acres. The property is zoned as CL, Local
Commercial and all lots front Stout Street. As shown on the plat, the developer is
dedicating property along Stout Street to allow 25 feet from the property line to the street
centerline. Natural gas is available to the site at the request of the developer. The plat
depicts a new sidewalk approximately 185 feet in length that will be constructed along the
property frontage connecting to the existing sidewalk on Stout Street. The new lots are
served by the existing two-inch water line located in the right-of-way of Stout Street. The
new dwellings are sprinkled and existing hydrants in the area are within the required range
to provide adequate coverage to the development. The new lots are served by the existing
eight-inch sewer line also located in the right-of-way of Stout Street. The Electric
Department reports that service has been installed on the site. Additional utility easements
are to be added to the plat as required by the utility providers. Public Works reports that
the detention pond has not been completed and must be finished prior to final plat

signatures. A letter of credit in the amount of $1,200.00 has been submitted to guarantee
the installation of the sidewalks along Stout Street. Finally, the detention area shown on
the plat is to be covered under the Homeowner Association Agreement and a copy of the
document must be submitted to the Planning Department prior to final plat approval.
Staff recommended conditional final plat approval, subject to the following:
1) Submittal of a copy of the Homeowner Agreement to the Planning Department,
2) Plat revisions indicating utility easements as required, and
3) Completion of corrections or additions to the plat as determined necessary by the
Planning Department and/or other appropriate city departments.
Dr. Angelo Volpe made the motion to grant conditional final plat approval of The
Brownstones. Dr. Roy Loutzenheiser seconded the motion and the motion carried
unanimously. CONDITIONAL FINAL PLAT APPROVAL.
Randy Dalton made the motion to take the following item for study. Aaron Bernhardt
seconded the motion and the motion carried unanimously. STUDY ITEM.
(1) CONSIDER FOR STUDY CLOSURE AND ABANDONMENT OF AN
UNDEVELOPED ALLEY RIGHT-OF-WAY LOCATED NORTH OF
CRAIGHEAD STREET AND CONTIGUOUS WITH PARCELS 14.00 AND
15.00 ON TAX MAP 53-B, GROUP G AND DECLARING IT AS SURPLUS.
REQUEST SUBMITTED BY BURTON NELSON.
