MINUTES
SEPTEMBER 26, 2011
The Cookeville Planning Commission met on Monday, September 26, 2011 at 5:30 p.m.,
in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee.
MEMBERS PRESENT: Dr. Angelo Volpe, Dr. Roy Loutzenheiser, Judy Jennings, Chris
Wakefield, Aaron Bernhardt, David Webb, and Jim Woodford.
MEMBERS ABSENT: Jim Stafne and Randy Dalton.
STAFF MEMBERS PRESENT: James Mills, Jayne Barns, and Ken Young.
STAFF MEMBERS ABSENT: Jim Shipley.
OTHERS PRESENT: David Maxwell, Glenn Jones, and Liz Clark.
Dr. Roy Loutzenheiser announced that Glenn Jones, Putnam County Archivist came to him
before the meeting and asked if he could make a short presentation at tonight’s meeting.
Dr. Loutzenheiser stated that since there would be no action required that he would allow
him to speak at the end of the action items.
CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Dr. Angelo Volpe
made the motion to approve the agenda as submitted. Aaron Bernhardt seconded the
motion and the motion carried unanimously. APPROVED.
CONSIDER FOR APPROVAL THE MINUTES OF AUGUST 22, 2011. Jim
Woodford made the motion to approve the minutes of August 22, 2011. Aaron Bernhardt
seconded the motion and the motion carried unanimously. APPROVED.
CONSIDER FOR ACTION ASSIGNING STREET NAMES TO THE STREETS IN
THE HIGHLANDS INDUSTRIAL PARK. REQUEST SUBMITTED BY STAFF.
James Mills stated that construction of the Highlands Industrial Park was initiated earlier
this year. The development involves the construction of two (2) new streets for which
street names must be approved.
Title 16, Chapter 2 of the Cookeville Municipal specifies that the Planning Commission
shall approve the naming or renaming of streets within the City of Cookeville. The new
streets under construction in the industrial park include an east-west thoroughfare
extending approximately 9,775 feet from Lee Seminary Road west to Bennett Road and a
north-south street extending approximately 1,410 feet from Lee Seminary Road to the new
east-west thoroughfare.
Staff recommended naming the east-west street as Highlands Park Boulevard and the
north-south street as Venture Drive.

Dr. Angelo Volpe made the motion to approve naming the east-west street as Highlands
Park Boulevard and the north-south street as Venture Drive. Chris Wakefield seconded the
motion and the motion carried unanimously. APPROVED STREET NAMES.
CONSIDER FOR ACTION FINAL PLAT OF LAUREL HILL SUBDIVISION
PHASE I, 10 LOTS LOCATED ON CORA ROAD. REQUEST SUBMITED BY
LAUREL HILL PROPERTIES, LLC. James Mills stated that Mr. David Maxwell with
Laurel Hills Properties LLC has submitted for approval a Final Plat of the Laurel Hill
Subdivision Phase I consisting of 10 lots located off Cora Road.
A Preliminary Plat of the 40 lot single family residential development on Cora Road was
approved by the Planning Commission on November 22, 2010. The property proposed for
development is identified on Tax Map 039 as Parcel 063.00. Phase I consists of
approximately 6.672 acres (26.5%) of the total 25.158 acre tract. The site is zoned RS-15
with RS-15 zoning to the south and MS (medical services) to the north. The ten (10) lots
in Phase I front Cora Road. Lots 1 and 2 and Lots 9 and 10 are both separated by fifty feet
in order to allow the future construction of a new looped road in the development as
depicted on the Preliminary Plat. No new sidewalks are required along Cora Road.
Water and electric connections are available in the right-of-way of Cora Road. A 20’ wide
sewer easement crosses all the lots in a north and south direction that will provide sewer
access for the lots. A second 20’ wide easement on Lot 1 serves an existing pump station
located on the lot. A 150’ wide TVA easement also runs north and south along the eastern
boundary of the lots. An unnamed creek crosses the western boundary of the lots from
north to south and the plat contains a note stating that the stream buffer depicted is
approximate. City regulations require that the area along the stream measured 50’ from the
top of each bank be reserved as an unbuildable riparian zone. No portion of the subject
property is located in a Special Flood Hazard Area as stated on the plat certificate. No area
of the property is indicated as being in a sinkhole retention area according to the Sinkhole
Floodplain Report prepared by TTU and adopted by the City. Finally, as shown on the plat,
the property boundary adjacent to Cora Road is 25’ from the road centerline, so no
additional property dedication is required.
Staff recommended conditional approval of the Final Plat subject to completion of
corrections or additions to the plat as determined necessary by the Planning Department
and/or other appropriate city departments.
Jim Woodford made the motion to grant conditional approval of the Final Plat of Laurel
Hills Subdivision, Phase I, subject to completion of corrections or additions to the plat as
determined necessary by the Planning Department and/or other appropriate city
departments. Dr. Angelo Volpe seconded the motion and the motion carried unanimously.
CONDITIONAL FINAL PLAT APPROVAL.
Glenn Jones, Putnam County Archivist stated that Kim Blaylock asked that he come to the
meeting and update the Planning Commission on their plans for a site for the future
Putnam County Archives and Veterans Hall.

Mr. Jones began by giving a history of the archives in Jackson County and then a history
of the street names in the Baxter area before continuing with his presentation. Mr. Jones
stated that the County Commission had approved 2 locations for the new building site:
Maurine Patton’s home on Highway 70 and at the Fairgrounds off Veterans Drive. The
County Commission tabled further action on the location for 2 years. Mr. Jones stated that
he is looking for additional locations and found 7 acres that the City and County owned
jointly in the new business park. Mr. Jones added that was going to ask the City Council
to donate seven acres in the industrial park so that a more permanent archives and veterans
hall could be constructed. At this time, the County Commission has not approved any
additional locations including the 7 acres that is in question.
Mr. Jones concluded by announcing that Velma Thompson had donated her doll collection
to the County and it will be housed in Mrs. Patton’s home on Highway 70. Once a new
building is constructed then the doll collection will be moved to the new location as a
tourist attraction.
Dr. Angelo Volpe made the motion to take the following items for study. Chris Wakefield
seconded the motion and the motion carried unanimously. STUDY ITEMS.
