The overlay district was created as a mechanism for the redevelopment, tevitalization' rehabilitation, and general improvement of areas within the City of Cookeville as identified within the Cookevitte zo:o Plan as being in need of such action, or other areas within the city as may be determined to be in need of such action. Within RAo districts, the city may waive or modify certain development requirements to provide incentives for redevelopment, including increases in density, reduction of setbacks, and reductions of lot sizes. Specific criteria must be met for properties to quaify for RAo zoning and a detailed process for approval must be followed. only those uses permitted in the underlying zoning may be permitted in a RAo district. To qualifu for RAo zoning the site must contain a minimum of one (l) acre when located within an areaidentified in the cookeville 2030 Plan as being in need of revitalization/redevelopment. The developer must submit and adhere to an approved development plan. The process for the approval of RAo zotinginvolves several steps. First the developer is required to meet with the Planning Director to determine whether the RAo zoning is appropriate for the-proposed property. If it is determined that the property is upprop.Tut" for RAo zoning,lhen-the developeimust submit a request for overlay zoning,a written statement describing the proposed development and htw it meets the objectives of the 2030 Plan, and a Preliminary RAo Concept Plan. The minimum front setback requirement in the RD district is 20 feet or five (5) feet more than the requested reduction. Most of the existing structures are located withinthe required 20 foot setback area. It should also be noted that the developer will dedicate approximately five (5) feet of property along West 7m Street and approximately ten (10) feei^of property along Chestnut Avenue and West 8th Street to priviae 25 feet from the centerline of adjoining streets as right-of-way for future improviments to the streets. The developer also requests a waiver of up to $1,025.00 in fees for fence permits, for the city to pay half of the street lighting expense as was done in Phase I, and for a joint venture with the city to replace existing sidewalks on West 7th Street that are in less than good condition. Eugene Harris spoke on behalf of his father, who lives at 339 West 8th Street. Mr. Harris stated that his father has had more problems with drainage since the new apartment development has been built, and, that he had contacted Public Works about this issue, but they had not called him back. I\zIr. Harris was concerned for the safety of individuals pulling out on North Willow Avenue from West 8th & 9th Streets, "because dangerous to turn left or right on Willow Avenue, and due to these it was safety issues, he was opposed to Laurel Avenue being closed. Mr. Harris also had a concern ttrat westi,fr it.""t was naffow and that Tech Students from the new development had been parking on g,h Street, and that it would be difficult for an ambulance to pass the vehicles. Mr. Harris requested that the city put up No parking Signs on west gth dtreet. James Mills stated that residents cannot park on the street and that he would ask public Works put up some No parking signs on West gth Street. Mr. Mills has already talked to Mr. Gaw and Mr. Bernhardt about dedicating right-of-way on North willow Avenue.
