SPECIAL CALLED MEETING COOKEVILLE PLANNING COMMISSION MINUTES JANUARY 3, 2017 The Cookeville Planning Commission held a Special Called Meeting on Monday, January 3, 2017 at 5:30 p.m., in the Council Chambers, 45 E. Broad Street, Cookeville, Tennessee. MEMBERS PRESENT: Jim Stafne, Judy Jennings, Chris Wakefield, David Webb, Jim Woodford, Kay Starkweather, Leslie Sullins Draper, and Jim Cobb. MEMBERS ABSENT: Tracy Cody. STAFF MEMBERS PRESENT: James Mills, Jayne Barns, Ken Young, Jon Ward, and Mike Davidson. OTHERS PRESENT: There was no one in attendance. CONSIDER FOR APPROVAL THE AGENDA AS SUBMITTED. Kay Starkweather made the motion to approve the agenda as submitted. Leslie Sullins Draper seconded the motion and the motion carried unanimously. APPROVED. CONSIDER FOR ACTION REZONING FROM RS-20 (SINGLE-FAMILY RESIDENTIAL) TO LM (LIGHT MANUFACTURING) CITY OWNED PROPERTY IDENTIFIED AS PARCEL 118.01 ON TAX MAP 65 LOCATED AT 2111 LEE SEMINARY ROAD AND FROM CI (COMMERCIAL INDUSTRIAL MIXED USE) TO LM (LIGHT MANUFACTURING) PROPERTY IDENTIFIED AS PARCEL 118.02 ON TAX MAP 65 LOCATED AT 1200 HIGHLANDS PARK BLVD. REQUEST SUBMITTED BY STAFF. STAFF HAS REQUESTED THAT ITEM BE MOVED FROM STUDY TO ACTION. MOVING THIS ITEM FROM STUDY TO ACTION REQUIRES THE APPROVAL OF THE PLANNING COMMISSION. Kay Starkweather made the motion to approve moving this item from study to action. Chris Wakefield seconded the motion and the motion carried unanimously. APPROVED MOVING FROM STUDY TO ACTION. James Mills stated that he Cookeville Planning Department has submitted a request to rezone from RS-20 Single Family Residential to LM, Light Manufacturing property identified as Parcel 118.01 on Tax Map 65 and located at 2111 Lee Seminary Road and from CI, Commercial-Industrial Mixed Use to LM, Light Manufacturing property identified as Parcel 118.02 on Tax Map 65 and located at 2100 Highlands Park Boulevard. These parcels are jointly owned by the City of Cookeville and Putnam County. The subject properties are contiguous with CI zoning to east, west and north and with RS-20 zoning to the south. Parcel 118.01 consists of approximately 1.1 acres and Parcel 118.02 consists of approximately 13.4 acres. Combined the parcels consists of approximately 14.5 COOKEVILLE PLANNING COMMISSION 2 JANUARY 3, 2017 acres. Parcel 118.02 is currently located within the Highlands Business Park. Parcel 118.01 was purchased in 2016 by the city and county for the purpose of combining it with Parcel 118.02 and including it within the Highlands Business Park. All properties located within the Highlands Business Park are currently zoned as CI. An industrial prospect has approached the city and county with a proposal to purchase the subject properties. The Planning Department is of the opinion that the proposed use would more closely fit within the LM zoning district rather than the CI zoning district. The covenants for the Highlands Business Park specify that the city and county have the authority to approve any proposed use within the business park which should alleviate any concerns regarding the compatibility of some uses permitted within the LM zoning district and the desired uses for the Highlands Business Park. Staff recommended approval of the request. Jim Woodford asked why the property located at 2111 Lee Seminary Road was not already part of the Highlands Business Park. James Mills replied that the city and county did not own the property when the Highlands Business Park was created. Jim Woodford made the motion to approve the rezoning 2111 Lee Seminary Road from RS- 20 (Single-Family Residential) to LM (Light Manufacturing) and rezoning 1200 Highlands Park Blvd. from CI (Commercial-Industrial Mixed Use) to LM (Light Manufacturing).
