The City Council of the City of Coppell met in Regular Called Session on Tuesday, April 1o, 2018, at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Hunt called the meeting to order, determined that a quorum was present and convened into the Executive Session at 5:40 p.m. 2. Executive Session (Closed to the Public) 1st Floor Conference Room Section 551.087, Texas Government Code - Economic Development Negotiations. A. Discussion regarding economic development prospects south of Bethel Road and west of S. Coppell Road. Discussed under Executive Session City of Coppell, Texas Page 1 City Council Minutes April 10, 2018 Section 551.072, Texas Government Code - Deliberation regarding Real Property. B. Discussion regarding real property east of South Belt Line Road and south of East Belt Line Road. Discussed under Executive Session Section 551.074, Texas Government Code - Personnel Matters. C. To deliberate concerning the method and evaluation of a public officer, to wit City Manager. Discussed under Executive Session 3. Work Session (Open to the Public) 1st Floor Conference Room Mayor Hunt adjourned the Executive Session and convened into the Work Session at 7:05 p.m. A. Discussion regarding Advanced Water Meter System Project. B. Discussion regarding dockless bicycle sharing. C. Discussion regarding rehabilitation of Water Tower #1. D. Presented in Work Session Regular Session Mayor Hunt recessed the Work Session at 7:33 p.m. and reconvened into Regular Session. 4. Invocation 7:30 p.m. Reverend Dale Patterson with Hackberry Creek Church gave the Invocation. 5. Pledge of Allegiance Mayor Hunt and the City Council led those present in the Pledge of Allegiance. 6. Proclamations A. Consider approval of a proclamation naming April 8-14, 2018 “National Library Week” and authorizing the Mayor to sign. City of Coppell, Texas Page 2 City Council Minutes April 10, 2018 Mayor Hunt read the proclamation for the record and presented the same to Vicki Chiavetta, Director of Library Services, members of the Library Board, Friends of the Coppell Library and Library Staff in honor of "National Library Week." A motion was made by Councilmember Wes Mays, seconded by Councilmember Mark Hill, that this Agenda Item be approved. The motion passed by an unanimous vote. B. Consider approval of a Proclamation naming April 1-30, 2018, as “Wyland Mayor’s Challenge for Water Conservation Month.” Mayor Hunt read the proclamation for the record and presented the same to Kim Tiehen, Assistant Director of Finance, in honor of the "Wyland Mayor's Challenge for Water Conservation Month." A motion was made by Councilmember Marvin Franklin, seconded by Mayor Pro Tem Nancy Yingling, that this Agenda Item be approved. The motion passed by an unanimous vote. 7. Board Reports Annual report by the Coppell Library Board. Library Board Chair Adrienne Morton gave the board's annual report. 8. Citizens’ Appearance Mayor Hunt asked for those who signed up to speak: 1) Dan Tostrud, 334 Mathison Ct., spoke in opposition to short term home rentals and requested restrictions. 2) Jeff Varnell, 1601 W. Sandy Lake Rd., spoke in favor of short term rentals and does not believe government should be restricting homeowners' rights. 3) Laurie Slack, 414 Sheffield Ct., is in favor of the City Council implementing regulations on short term rentals. 4) Roy Ross, 327 Gifford Dr., is opposed to unoccupied-owner, short term rentals and believes regulation is necessary. 5) Greg Rosinski, 419 Sheffield Ct., thanked Mindi Hurley, Community Development Director, and the City Council for conducting the research on the short term rental matter. He left a 36-page document for Council's review citing issues with recent home rentals in his neighborhood. 6) Amanda Tostrud, 334 Mathison Ct., is also in favor of restrictions on short term rentals. 9. Consent Agenda A. Consider approval of the minutes: March 27, 2018 Mayor Hunt announced that Consent Agenda Item A of the submitted minutes had a revised ordinance number for Item 16. A motion was made by City of Coppell, Texas Page 3 City Council Minutes April 10, 2018 Councilmember Gary Roden, seconded by Councilmember Wes Mays, that Consent Agenda Items A-D be approved as amended. The motion passed by an unanimous vote. B. Consider approval to award a bid and purchase one replacement vehicle from Sam Pack’s Five Star Ford through the Tarrant County Cooperative Bid in the total amount of $38,113.00; and, authorizing the City Manager to issue the appropriate purchase order. A motion was made by Councilmember Gary Roden, seconded by Councilmember Wes Mays, that Consent Agenda Items A-D be approved as amended. The motion passed by an unanimous vote. C. Consider approval to purchase one replacement vehicle from Dodge City through Buyboard cooperative purchasing Contract No. 521-16 in the total amount of $30,706.00 and authorizing the City Manager to issue the appropriate purchase order. A motion was made by Councilmember Gary Roden, seconded by Councilmember Wes Mays, that Consent Agenda Items A-D be approved as amended. The motion passed by an unanimous vote. D. Consider approval for the purchase of one replacement vehicle for the Public Works Department, Infrastructure Maintenance Division, from Caldwell Country Chevrolet through BuyBoard cooperative purchasing Contract No. 521-16; in the amount of $50,869.00; as budgeted; and authorizing the City Manager to issue the appropriate purchase order. A motion was made by Councilmember Gary Roden, seconded by Councilmember Wes Mays, that Consent Agenda Items A-D be approved as amended. The motion passed by an unanimous vote. End of Consent Agenda 10. Presentation and discussion regarding Short Term Rentals (STR) of single family homes. Presentation: Marcie Diamond, Assistant Director of Planning, and Suzanne Arnold, Chief Building Official, gave a presentation to City Council regarding short term rentals in single family homes. 11. Presentation regarding the Advanced Water Meter System Project Presentation: Kim Tiehen, Assistant Director of Finance, Noel Bernal, Deputy City Manager, and Chad Noble, representing Siemens, gave a presentation on the Advanced Water Meter System Project. 12. City Manager Reports - Project Updates and Future Agendas City Manager Mike Land announced the Freeport Construction Project has begun and should last approximately 16 months. Mayor and Council Reports Mayor Hunt announced that early voting for the May 5th General Municipal and School Board Election will be held April 23rd through May 1st. Voting will be conducted at Coppell Town Center for all Coppell residents. Mayor Hunt also announced Earthfest will be held on April 14th from 9:00 a.m. to noon at The Square in Old Town. This entertaining and educational experience celebrates Coppell's commitment to the environment. There will be many booths available, giveaways and locally-sourced goods to purchase. 14. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Mayor Hunt announced the Coppell Gala will be held on April 14th. This community-wide party is hosted by the Coppell Chamber of Commerce. Please check their website for more details. The Coppell Chamber is also hosting a Candidate Forum on April 17th at 7:00 p.m. in the Council Chambers. The Forum will be for both CISD School Board and City Council seats. On April 18th, the CISD PTO will host a Candidate Forum at 6:30 p.m. at CHS for CISD School Board seats. Finally, a Candidate Forum will be held at the Grapevine Springs Senior and Community Center on April 23rd at 7:30 p.m. A Budget Workshop on the Five-Year Plan will be held on April 19th at 6:00 p.m. in the 2nd Floor Conference Room of Town Center. 15. Necessary Action from Executive Session Nothing to report. At this time, Mayor Hunt recessed the meeting to reconvene into Work Session at 9:54 p.m. Mayor Hunt adjourned the Work Session at 10:15 p.m. and reconvened into the Regular Session.
