The City Council of the City of Coppell met in Regular Session on Tuesday, May 28, 2019 at 5:30 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Hunt called the meeting to order, determined that a quorum was present and convened into the Executive Session at 5:39 p.m. 2. Executive Session (Closed to the Public) 1st Floor Conference Room Section 551.087, Texas Government Code - Economic Development Negotiations. A. Discussion regarding economic development prospects south of Bethel Road and west of Denton Tap Road. Discussion regarding potential land acquisition west of Denton Tap Road and north of Parkway Boulevard. Discussed under Executive Session Section 551.072, Texas Government Code - Deliberation regarding Real Property. C. Discussion regarding real property located south of East Belt Line Road and east of South Belt Line Road. Discussed under Executive Session 3. Work Session (Open to the Public) 1st Floor Conference Room Mayor Hunt adjourned the Executive Session at 7:15 p.m. and convened into the Work Session. A. Discussion regarding agenda items. B. Review of Coppell Fire Department EMS Billing Structure and Fees. C. Update regarding bike lanes on Moore Road, Riverchase Drive, and Fairway Drive. D. Discussion regarding Council committee assignments. E. Update on Election Day Vote Centers. 4. Regular Session Mayor Hunt recessed the Work Session at 7:30 p.m. and reconvened into the Regular Session at 7:37 p.m. 5. Invocation 7:30 p.m. Reverend Tom Palmer with First United Methodist Church gave the Invocation. 6. Pledge of Allegiance Mayor Hunt and the City Council led those present in the Pledge of Allegiance. 7. Citizens’ Appearance Mayor Hunt advised that no one signed up to speak. 8. Consider approval of the minutes: May 14, 2019. A motion was made by Councilmember Wes Mays, seconded by Mayor Pro Tem Cliff Long, that this Agenda Item be approved. Consider acceptance of resignation from Mark Tepper, Coppell Recreation Development Corporation member. A motion was made by Councilmember Gary Roden, seconded by Councilmember Wes Mays, that this Agenda Item be approved. The motion passed by an unanimous vote. 10. Consider approval of an Ordinance of the City of Coppell amending Chapter 3, Section 3-1-12 of the Code of Ordinances by amending the daily Water Conservation and Drought Contingency Plans; and authorizing the Mayor to sign. Presentation: Mike Garza, Assistant Director of Public Works, made a presentation to the City Council. A motion was made by Councilmember Nancy Yingling, seconded by Councilmember Brianna Hinojosa-Smith, that this Agenda Item be approved. The motion passed by an unanimous vote. Enactment No: OR 2019-1514 11. City Manager Reports - Project Updates and Future Agendas City Manager Mike Land reminded Council there is only one City Council Meeting on June 11. Regarding project updates, Freeport Parkway construction and paving continues. The northbound lanes will be completed soon and traffic will be switched. Parkway Boulevard will be switching traffic to begin work on the southbound side. The letters on the monument sign at Denton Tap and Sandy Lake Road will be refaced. Finally, TML will be hosting a Legislative Update in Austin in June. Contact Ashley Owens for reservations. 12. Mayor and Council Reports Report by the City Council on recent and upcoming events. Mayor Hunt announced Summer Splash Bash will be held at Andrew Brown Park East on Friday, May 31 from 5–8 p.m. Wear swimsuits or clothes that can get wet and enjoy an evening of water slides, water and lawn games and paddle boats. Listen to music provided by a live DJ and enjoy cool treats from local gourmet food trucks, including Pokey O's Ice Cream, Dippin’ Dots, Kona Ice, and The Fruit Bowl. Don't forget to bring towels to dry off, chairs or a picnic blanket and relax on the lawn. Water fountains and misting stations will be located around the park to help you stay cool between activities. All ages are welcome! The Summer Reading Kick-Off Party will be held on June 1 from 3-4pm at the Cozby Library and Community Commons. Kick off your summer reading with a celebration. Council Committee Reports concerning items of community involvement with no Council action or deliberation permitted. A. Dallas Regional Mobility Coalition - Councilmember Roden B. Woven Health Clinic - Councilmember Hill C. Metrocrest Services - Councilmember Mays A. Councilmember Gary Roden announced that DRMC focused exclusively on transportation items for the past five months and is happy to move on now that the legislative session has ended. B. In an effort toward healthy living, Councilmember Mark Hill reported that the Woven Clinic doubled the percentage of free flu shots administered this year, and has offered heart healthy cooking classes and Zumba classes. C. Councilmember Wes Mays reported that Metrocrest Services is conducting a study on whether to renovate the existing building or purchase a new one. The SACK Summer Program has experienced a positive decrease in participation this year. Finally, the Metrocrest Services Food Pantry provided for 239 families, or 604 individuals, and delivered 23 meals each day. 14. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Nothing to report. 15. Necessary Action from Executive Session Nothing to report. At this time, Mayor Hunt recessed the Regular Session at 7:54 p.m. and reconvened into the Work Session at 7:56 p.m. Mayor Hunt adjourned the Work Session at 8:24 p.m. and reconvened into the Regular Session. 16.
