Call to Order Mayor Wes Mays called the meeting to order, determined that a quorum was present and convened into the Executive Session at 5:30 p.m. 2. Work Session (Open to the Public) 1st Floor Conference Room Mayor Wes Mays adjourned the Executive Session at 6:35 p.m. and reconvened into the Work Session at 6:37 p.m. A. Discussion regarding agenda items. B. Discussion regarding appointments to boards and commissions. C. Discussion regarding Resolution to adopt the Texas Opioid Abatement Fund Council and Settlement Allocation Term Sheet. Presented in Work Session. Mayor Wes Mays adjourned the Work Session at 9:55 p.m. and convened into the Regular Session at 9:55 p.m. Regular Session Mayor Wes Mays recessed the Work Session at 7:20 p.m. and reconvened into the Regular Session at 7:30 p.m. 4. Invocation 7:30 p.m. Councilmember Biju Mathew gave the invocation. 5. Pledge of Allegiance Mayor Wes Mays and the City Council led those present in the Pledge of Allegiance. 6. Citizens’ Appearance Mayor Wes Mays asked for those who signed up to speak: 1) Amrish Patel, 313 Saint Tropez Drive, Southlake, 76092, spoke in regards to a community concern. 2) Sheela Sagi, 10305 Offshore Drive, Irving, 75063, spoke in regards to a community concern. 3) Sachin Chaudhari, 10314 Lakebreeze Road, Irving, 75063, spoke in regards to Sewa Diwali 4) David Mabius, 788 Crestview Court, spoke in regards to short term rentals. Proclamations 7. Consider approval of a Proclamation naming the month of October, “Arbor Day Celebration Month”; and authorizing the Mayor to sign. Mayor Wes Mays read the proclamation into the record and presented the same to Isabelle Ortigoza and Shruti Shukla with Keep Coppell Beautiful Teens. A motion was made by Councilmember Kevin Nevels, seconded by Councilmember Biju Mathew, that this Agenda Item be approved. Consider approval of a Proclamation naming the week of November 1-5, 2021, as “Municipal Court Week,”; and authorizing the Mayor to sign. Mayor Wes Mays read the proclamation into the record and presented the same to Presiding Judge Kristine Primrose and Municipal Court staff. A motion was made by Councilmember Biju Mathew, seconded by Councilmember Don Carroll, that this Agenda Item be approved. The motion passed by an unanimous vote. Presentations 9. Presentation of an award to the Coppell Parks and Recreation Department from the American Academy for Park and Recreation Administration (AAPRA) and the National Recreation and Park Association (NRPA) as the recipient of the 2021Gold Medal Award. Presentation: Carolyn McKnight-Fredd, Chair-Elect of the Board of Directors for the National Recreation and Parks Association presented the National Gold Medal Award to Director of Parks and Recreation Jessica Carpenter and staff. 10. Coppell Sustainable Food Organization Annual Update. Presentation: Prasad Polamraju, Coppell Sustainable Food Organization Board President; Scott Warrington, Coppell Community Garden Chair; Amanda Austin, Coppell Farmers Market Manager; Molly Bujanda, Community Programs Manager; presented to Mayor and members of City Council. 11. Consent Agenda A. Consider approval of the minutes: October 12, 2021. A motion was made by Councilmember Don Carroll, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A and B be approved. The motion passed by an unanimous vote. B. Consider approval of renewing the USIC Line Locating Services contract; in the amount of $85,000.00; as budgeted in the Water/Sewer Fund; and authorizing the City Manager to sign any necessary documents. A motion was made by Councilmember Don Carroll, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A and B be approved. The motion passed by an unanimous vote. Consider approval of awarding a city-wide heating, ventilation, and air conditioning maintenance services contract to TD Industries, Inc.; for a City of Coppell, Texas Page 3 City Council Minutes October 26, 2021 one-year period beginning October 1, 2021; with the option of two additional one-year renewals; for the total amount of $385,753.33; as budgeted; and authorizing the City Manager to sign any necessary documents. A motion was made by Councilmember Kevin Nevels, seconded by Councilmember Don Carroll, that this Agenda Item be approved. The motion passed by an unanimous vote. 13. Consider approval of awarding Bid # Q-0821-01 Village Parkway Pump Station Standby Generator to Clark Electric, Inc.; in the amount of $1,702,832.00; for the supply and installation of new standby electric generator; funded through Bond proceeds; and authorizing the City Manager to sign any necessary documents. Presentation: Kent Collins, Director of Public Works, made a presentation to the City Council. A motion was made by Councilmember Don Carroll, seconded by Councilmember Kevin Nevels, that this Agenda Item be approved. The motion passed by an unanimous vote. 14. Consider approval of awarding Bid # Q-0921-01 Sandy Lake Lift Station and System Improvements; to Felix Construction; in the amount of $6,466,574.00; for the reconstruction of the Sandy Lake lift station; funded through Bond proceeds; and authorizing the City Manager to sign all necessary documents. Presentation: Kent Collins, Director of Public Works, made a presentation to the City Council. A motion was made by Councilmember Mark Hill, seconded by Councilmember Biju Mathew, that this Agenda Item be approved. The motion passed by an unanimous vote. 15. On November 1st, beginning at 6:00 p.m., the Coppell City Council and CISD City of Coppell, Texas Page 4 City Council Minutes October 26, 2021 Board of Trustees will have a Joint Meeting at the Coppell Arts Center in the Main Auditorium. Topics will include capital expenditures through 2024, DART, legislative issues, CISD Strategic Design, CISD Bond Project, Coppell 2040 and Cypress Waters. Town Hall with Dallas County Tax Assessor - November 4, 2021, 6:30 PM @ Cozby Library & Community Commons Have you ever wondered who the Tax Assessor/Collector is and what they do? What about the Chief Appraiser? Join us at the Cozby Library and Community Commons at 6:30 pm on Thursday, November 4 for a Town Hall with Dallas County Tax Assessor John Ames and Cheryl Jordan, Dallas County Appraisal District Director of Community Relations, to find out! The Town Hall will include an educational presentation and time for Q&A. Sunset Socials: Date Night in the Park - November 6, 2021, 7:00 PM @ Andrew Brown Park East Inconceivable! Leave the kids at home and bring your main squeeze or a group of friends for a grownup date night in the park featuring a showing of "The Princess Bride." Dinner will be available for purchase from Loaded Dallas, as well as adult beverages from It's a Happiest Hour. This event is designed with adults in mind. The first 100 couples will receive a free picnic blanket. ERCOT Presentation and Meeting - November 8, 2021, 7:00 PM @ City Council Chambers Save the date! The City of Coppell hold a public meeting with representatives from ERCOT in the Town Center Council Chambers at 7 pm on Monday, November 8. Be on the lookout for more information soon! The City of Coppell will once again sponsor the special holiday program called Make a Child Smile. This annual program benefits children living in the City of Coppell by providing holiday gifts for those families who need a little extra help. You may stop by the City Manager’s Office in Town Center between November 1st-30th to select a paper ornament or visit www.makeachildsmilecoppell.com to select a virtual ornament. Then, purchase a gift of clothing and/or a toy for the child and return the wrapped gift to the City Manager’s Office with the paper ornament/information attached. The goal is to provide at least one toy and one article of clothing for each child. City staff will deliver the gifts prior to Christmas. Ornaments are available for check-out Monday through Friday, 8 am to 5 pm. In addition to gifts for local children, the City is also collecting $50 Wal-Mart gift card donations for local seniors. These gift cards will be given to Metrocrest Services to build “wish baskets,” which are distributed each December to help brighten the holidays for local seniors. Report on Carrollton/Farmers Branch ISD and Lewisville ISD - Councilmember Mark Hill B. Report on Coppell ISD - Councilmember Kevin Nevels C. Report on Coppell Seniors - Councilmember John Jun Councilmember Mark Hill reported on October 20th, CFBISD hosted its first ever Student-Teacher Interview Day at the Multipurpose Facility. The District welcomed more than 60 soon-to-be graduates from several local universities who are looking for a teaching position upon their graduation. At the October 7, 2021, Board meeting, the CFBISD Board of Trustees accepted the resignation of Trustee Juan Renteria. The Board will appoint an individual to fill this vacancy; the appointment will likely occur on December 2, 2021. The appointee will serve until the next trustee election, which will be held in May 2022. More information can be found at cfbisd.edu. Recently, the CFBISD Board of Trustees and district leadership created a new Employee Assistance Specialist position to provide accessible and confidential mental health support to employees. Ensuring that employees stay healthy continues to be a priority for the district. Upcoming initiatives will include health and wellness events focusing on education, support, and helpful strategies to build resilience and healthy lifestyles. COVID-19 cases continue to decline and last week the District reported 8 positive cases / 0.2%. Councilmember Mark Hill reported Lewisville ISD was named one of the top places to work in Texas and No. 1 for DFW-area school districts by Forbes‘ 'America’s Best-in-State Employers 2021’ list. LISD will hold a public meeting at 7 p.m. on Nov. 8, 2021, at the Lewisville ISD Administrative Center. The purpose is to discuss LISD’s rating on the state’s financial accountability system. LISD launched its Senior Ambassador Program kick-off event. The Purpose of the program is to inform and involve our senior citizens; Perks include - Badge, Star Card, Spa Day and Vital Signs at Career Centers. For more info. and/or to make a spa day or vital signs appointment, email ambassador@lisd.net. LISD offers FREE state-funded, half-day Pre-K at limited locations for eligible families of 3-year-olds (on or before September 1, 2021) for 2021-22 enrollment. You can find out if you are eligible at LISD.net/prek. Space is available on a first-come, first-serve basis. Schools include: Degan, Indian Creek, Liberty, Polser and Timber Creek. LISD Council of PTAs Dressed to Learn (Clothing Closet) is in need of hygiene products and clothes. Contact dressedtolearn@lisdpta.org. Councilmember Kevin Nevels reported that CISD is excited to have our temporary virtual learners return to school on Tuesday. The district has created a checklist for these families, available at go.coppellisd.com/21ReturntoSchoolCheckList. There will be extra school traffic at our elementary and middle schools on Tuesday, as well as potential City of Coppell, Texas Page 6 City Council Minutes October 26, 2021 longer lines at lunch and minor bus delays, as these learners return to school. We also encourage families to continue to monitor our COVID Protocols page of the district website at www.coppellisd.com/COVID-19Protocols, which includes our updated COVID Dashboard. Thirty-nine Coppell High School seniors and one New Tech High @ Coppell senior have been selected as 2022 National Merit Scholarship Semifinalists by the National Merit Scholarship Corporation. This is a record number of National Merit Scholarship Semifinalists for CISD. We honored these learners and families with a breakfast at CHS on Monday, Oct. 4. For a list of names and the photo of these learners, see the CISD website. CISD is offering a Super Substitute Bonus for the 2021-2022 school year. Substitute teachers who work at least 10 jobs per pay period receive an extra $250 bonus on their paycheck. Substitutes who work at least 15 jobs per pay period will receive an extra $300 bonus on their paycheck. Substitutes who work on Mondays and Fridays will receive an extra $10 added to their daily pay for those days. Apply to be a substitute teacher today at www.coppellisd.com/hr.
