The City Council of the City of Coppell met in Regular Session on Tuesday, September 23, 2025, at 6:00 p.m. in the City Council Chambers of Town Center, 255 Parkway Boulevard, Coppell, Texas. 1. Call to Order Mayor Wes Mays called the meeting to order, determined that a quorum was present and convened into the Executive Session at 6:00 p.m. 2. Presented in Work Session Regular Session Mayor Wes Mays adjourned the Work Session at 7:27 p.m. and convened into the Regular Session at 7:35 p.m. 4. Invocation 7:35 p.m. Alec Monson with the Church of Jesus Christ of Latter-day Saints gave the invocation. 5. Pledge of Allegiance The Coppell Fire Department Honor Guard posted the colors and led the Pledge of Allegiance. Proclamations 6. Presentation of a Proclamation naming "National Night Out" on Tuesday, October 7, 2025; providing for City Council support and endorsement of National Night Out festivities. Mayor Wes Mays read the Proclamation into the record and presented the same to Police Chief Danny Barton and staff. 7. Presentation of a Proclamation naming the month of October 2025 as “Fire Prevention Month.” Mayor Wes Mays read the Proclamation into the record and presented the same to Fire Chief Kevin Richardson and staff. 8. Citizens’ Appearance Mayor Wes Mays asked for those who signed up to speak: 1) Thomas Burrows, 138 Wynnpage Drive, spoke in regard to his concerns about copyright laws. 2) Dan Koller, 521 Anderson Avenue, spoke in regard to Hannah Cook’s exemplary service to the City. Consent Agenda A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. A. Consider approval of the minutes: September 9, 2025. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. B. Consider approval to award Bid #Q-0725-01 and approve an agreement with SYB Construction Co., Inc. for the reconstruction of Bullock Drive and Howell Drive; in the amount of $2,943,511.50; with a maximum early completion incentive of $67,500.00; for a total award amount of $3,011,011.50; as provided for in the ¼ cent sales tax road maintenance fund, fund balance; and authorizing the City Manager to sign any necessary documents. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. C. Consider approval of a Professional Services Agreement with Alliance Geotechnical Group; for geotechnical materials testing services associated with the reconstruction of Bullock Drive and Howell Drive; in the amount of $59,984; as provided for in the ¼ cent road maintenance sales tax fund, fund balance; and authorizing the City Manager to sign any necessary documents. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. D. Consider approval of the Sixth Amended and Restated Interlocal Agreement by and between the City of Coppell and Denton County Transportation Authority to provide transportation services for Coppell businesses; and authorizing the Mayor to sign. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. E. Consider approval of the renewal of the Dallas County Health and Human Services Interlocal Government Agreement, effective October 1, 2025, through September 30, 2026; in the amount of $3,131.00, as budgeted; and authorizing the Mayor to sign. The motion passed by unanimous vote. F. Consider approval of renewal of a Regulatory Services Agreement with Trinity River Authority, for services related to monitoring industrial uses of the City Sanitary Sewer System, in the amount of $9,500.00; and authorizing the Mayor to sign. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. G. Consider approval of the renewal of an Interlocal Agreement with Dallas County Health and Human Services for mosquito spraying; in the amount of $54,000.00, as budgeted; and authorizing the Mayor to sign. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. H. Consider approval to purchase OpenGov Permitting & Licensing; Capital Planning & Project Management software from Vertosoft, DIR contract #DIR-CPO-5327; in the amount of $400,502.42, as budgeted; and authorizing the City Manager to sign any necessary documents. A motion was made by Councilmember Jim Walker, seconded by Councilmember Kevin Nevels, that Consent Agenda Items A through H be approved. The motion passed by unanimous vote. End of Consent Agenda 10. City Manager Reports, Project Updates, Future Agendas, and Direction from Work Session City Manager Mike Land gave the following report: Service Center – Work is continuing to progress. The exterior brick is complete, windows are installed and interior work is continuing. Veterans Plaza – The contractor is drilling piers this week. Coppell Emergency Water Interconnects – Tellus Services is continuing work on the MacArthur tie-in with Lewisville. Dog Park – The contractor is continuing to build the perimeter fence and pouring sidewalk. Magnolia Park – The contractor is nearing completion of the fence and is working to re-establish the vegetation. Woodridge Channel – The contractor is working on the bank stabilization. MacArthur Park Inclusive Playground – The playground structures have been ordered and installation is anticipated to begin in December. Councilmember Mark Hill gave his report on Woven Health Clinic. 13. Public Service Announcements concerning items of community interest with no Council action or deliberation permitted. Councilmember Kevin Nevels provided announcements regarding the Coppell Senior Center and Coppell ISD. Mayor Pro Tem Don Carroll provided an announcement of appreciation and best wishes for Chief Communications Strategist Hannah Cook. 14. Necessary Action from Executive Session There was no action resulting from Executive Session. 15.
