Call To Order President Tepper called the meeting to order at 6:30 PM. Present were: Board Member Mahbuba Kahn, Board Member Larry Jones, Board Member Marvin Franklin, Secretary Stephen Hafer, Vice President Biju Mathew, and President Mark Tepper. Also present were: Mike Land, Deputy City Manager; Brad Reid, Director of Parks and Recreation; and Amy Swaim, Administrative Assistant to the City Manager. 2. Citizens' Forum There was no one present to speak during the Citizens' Forum 3. Consider approval of the minutes from November 11, 2015. Motion by Board Member Jones, second by Board Member Kahn to approve the November 11, 2015, Minutes as presented. AYE: All. The motion carried unanimously. 4. Update on Andy Brown Park System, Including Phase I Mike Land summarized the history of the redevelopment of the Andy Brown Park (ABP) System beginning with the acceptance of the Master Plan in 2012. He explained the citizen process and how the reauthorization of the CRDC sales tax applied to the ABP project. Mr. Land reminded the Board that there were multiple public presentations and work sessions that resulted in the project as presented today. He informed the Board that the Guaranteed Maximum Price Amendment (GMPA) to the Agreement between the City and the contractor would go before Council at the January 12, 2016, meeting and would be presented to the CRDC Board the following night, January 13.
