The Parks and Recreation Board of the City of Coppell, Texas, met in the Council
Chambers at 255 E. Parkway Boulevard.
Also present were Parks and Recreation Director Brad Reid and Administrative
Services Manager Cecilia Gandara.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1. Call To Order
Chair Guignon called the meeting to order at 6:32 pm.

2. Citizens' Forum: Citizens should complete a Citizens Appearance Form. Pursuant to
the State Open Meetings Law, the Board is restricted in discussing or taking action on
items not posted on the Agenda. Action on your statements can only be taken at future
meetings.
Chair Guignon advised that no one signed up to speak.

3. Consider approval of minutes: March 4, 2019
A motion was made by Boardmember Reynolds, seconded by Boardmember
Rogers, that this agenda item be approved. The motion carried by an
unanimous vote.
4. Annual update by the Coppell Youth Football Association.
Kari Mitchell, President of the Coppell Youth Football Association, gave an
update on CYFA's registration numbers and activities.
5. Manager's Update - Sheri Belmont, Recreation Center Manager
Sheri Belmont, Facility Manager at The CORE, gave an update on programs
and activities at The CORE.
6. Discussion regarding the 2019 Project Priority List
The Board reviewed the Project Priority List. This item will be brought back
next month for discussion and approval.
7. Youth Advisor's Report
Youth Advisor Jonathan Henley expressed his interest in separating play space
in the park playgrounds by age. Youth Advisor Priya Marella expressed her
interest in having a walking/biking program at Andrew Brown East.

A.
- Allen Road Park - community meeting set up for 6:30 pm Thursday. Staff is
moving forward with the fencing along the pond.
- Campion Trail connection to Irving, narrowing in on completion. Should be
completed at the end of the month. Staff will coordinate a joint ribbon cutting
with City of Irving.
- Senior Center parking lot expansion has been completed.
- BEC Outdoor Education Area project was approved by City Council, will go to
CRDC for approval.
- Parks Tour for Park Board members - possibly May 4th

- EcoCoppell Earthfest is set for April 13 at Old Town
- Eggstravaganza will be held on April 20th at Andrew Brown East

9. Chair Report
A. Future Agenda Items
Chair Guignon reported that the Livingwell in Coppell and Parks and Rec
triathlon will be held on April 27th 8:30 am at Andrew Brown East Park.

Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, will
meet in the 2nd Floor Conference Room at 255 E. Parkway Boulevard.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
