Parkway Boulevard. Also present were Parks and Recreation Director Brad Reid and Administrative Services Manager Cecilia Gandara. The purpose of this meeting was to consider the following items: Regular Session (Open to the Public) 1. Call To Order Chair Guignon called the meeting to order at 6:30 pm. Members present: City of Coppell, Texas Page 1 Parks and Recreation Board Minutes May 6, 2019 2. Citizens' Forum: Citizens should complete a Citizens Appearance Form. Pursuant to the State Open Meetings Law, the Board is restricted in discussing or taking action on items not posted on the Agenda. Action on your statements can only be taken at future meetings. Chair Guignon advised that no one signed up to speak. 3. Consider approval of minutes: April 1, 2019 A motion was made by Boardmember Reynolds, seconded by Alternate Ratnayake, that this agenda item be approved. The motion carried by an unanimous vote. 4. Annual update by the Coppell Lacrosse Association Brooks Carter, President of the Coppell Lacrosse Association, gave an update on registration numbers and activities. Boardmember Rhode and Boardmember Vaidya joined the meeting. 5. Manager's Update - Eric Clay, Tennis Center Manager Eric Clay, Tennis Center Manager, gave a presentation related to the Wagon Wheel Tennis Center current and future activities. 6. Recommendation and discussion related to the Allen Road Park fence. After a discussion, the Board recommends installing a split rail fence at Allen Road Park along MacArthur Blvd. 7. Update regarding the Moore Road/Riverchase Dr./Fairway Bike Lanes project. John Elias, Special Projects Manager, gave an update on the Moore Road/Riverchase Dr./Fairway bike lanes project. 8. Consider approval of the 2019 Project Priority List A motion was made by Chair Guignon, seconded by Vice Chair Paschal, that this agenda item be approved with the following changes: move Grapevine Creek Park Trail, Biodiversity Center Parking Lot, Skate Park, and Allen Road Park Trail Bridge to High Priority. The motion carried by an unanimous vote. 9. Youth Advisor's Report Youth Advisor, Jonathan Henley suggested adding water fountains in the parks. 10. Director's Report A. Projects B. Special Events A. Old Town Celebration was cancelled due to weather The Arts Center had a great turn out at the Preview Day City of Coppell, Texas Page 2 Parks and Recreation Board Minutes May 6, 2019 Arts Council Arts Stroll will held on Friday, May 17 Summer Splash Bash will be held at Andrew Brown East on May 31 11. Chair Report A. Future Agenda Items A. Chair Guignon reported that the Arts Stroll is a fundraiser for the Arts Council. No future agenda items at this time.
