The Parks and Recreation Board of the City of Coppell, Texas, met in the 2nd Floor
Conference Room at 255 E. Parkway Boulevard.
The purpose of this meeting was to consider the following items:
Regular Session (Open to the Public)
1. Call To Order
Chair Guignon called the meeting to order at 6:30 pm.
Members present:
Ed Guignon, Nick Paschal, Maheshika Ratnayake, Earl Rogers, Maria Rohe,
Ashish Vaidya, Priya Marella, Jonathan Henley
2. Citizens' Forum: Citizens should complete a Citizens Appearance Form. Pursuant to
the State Open Meetings Law, the Board is restricted in discussing or taking action on
items not posted on the Agenda. Action on your statements can only be taken at future
meetings.
Mark Henry, 611 Canemount Lane, stated his concerns regarding the Magnolia
Park trail project.

3. Annual update by the Coppell Youth Soccer Association
Angela Lancaster, President of the Coppell Youth Soccer Association, gave an
annual update on registration numbers and current and future activities.
4. Consider approval of minutes: September 9, 2019
A motion was made by Boardmember Rogers, seconded by Vice Chair
Paschal, that this agenda item be approved. The motion carried by an
unanimous vote.
5. Consider a recommendation regarding the alignment for a proposed trail
extension at Magnolia Park
The Park Board recommends going with alternative B. Th Parks and
Recreation staff will also schedule a meeting with the Magnolia HOA to discuss
the trail project.
6. Update regarding current projects
John Elias, Parks Special Project Manager, gave an update on current park
and trail projects.
7. Discussion related to the 19-20 Coppell Recreation Development Corporation Projects
Director Brad Reid gave an update in regards to the addition of two projects to
the 19-20 CRDC Projects.
8. Manager's Update - Laci McKinney, Senior and Community Center Manager
Laci Mckinney, Senior and Community Center Manager, gave an annual
update regarding current and future activities at the Senior and Community
Center.
9. Youth Advisor's Report
Youth Advisor Marella has heard from other students that they would like to
have a public football field for pick up games.
Youth Advisor Henley would like to have a volleyball tournament for kids under
18.
10. Director's Report
A. Special Events
A. Celebrated the grand opening of the Campion Trail with a ribbon cutting.
Holiday Tree Lighting event is coming up on December 7.

Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, will
meet in the 2nd Floor Conference Room at 255 E. Parkway Boulevard.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be
convened into closed Executive Session for the purpose of seeking confidential legal advice
from the City Attorney on any agenda item listed herein.
