Parkway Boulevard. The purpose of this meeting was to consider the following items: Regular Session (Open to the Public) 1 Call To Order Chair Guignon called the meeting to order at 6:30 pm. Members Present: Ed Guignon, Brian Olsen, Nick Paschal, Maheshika Ratnayake, Lisa Reynolds, Earl Rogers, Maureen Corcoran, Margaret Bryan, Divya Ravindra, Shivi Sharma City of Coppell, Texas Page 1 Parks and Recreation Board Minutes March 2, 2020 2 Citizens' Forum: Citizens should complete a Citizens Appearance Form. Pursuant to the State Open Meetings Law, the Board is restricted in discussing or taking action on items not posted on the Agenda. Action on your statements can only be taken at future meetings. No citizens present for a Citizens' Forum 3 Consider approval of minutes: February 3, 2020 A motion was made by Board Member Maureen Corcoran, seconded by Board Member Lisa Reynolds, that this agenda item be approved. The motion carried by a unanimous vote. 4 Update and discussion regarding potential ordinance change related to dogs and playgrounds After reviewing the Risk/Benefit Consideration for Allowing Pets within a Children's Play Area Letter, and further discussion, the Park Board committee still stands with their original decision to not change the current ordinance. The committee continues to support the Parks and Recreation Department in their ongoing social media efforts and campaign to raise awareness of the current city ordinance. They will follow up on the discussion in the future. 5 Update and discussion regarding changes to the Texas Administrative Code Rule 3.334, concerning local sales and use taxes Jessica Carpenter, Assistant Director of Recreation, supplied an update expressing city efforts to reduce budgets preparing for what is to come. We are referring citizens to the coppelltx.gov/salestax webpage should they have questions. 6 Manager's Update- Gary Decker, Cemetery Manager Gary Decker, Cemetery Manager, supplied an update on the Cemetery Expansion project. Construction has begun and is currently expected to be completed by the Spring of 2021. 7 Youth Advisor's Report Shivi Sharma, Student Advisor, inquired about efforts to involve students at the Art Center. Jessica Carpenter, Assistant Director of Recreation, confirmed that resident community groups will utilize the facility and the Art's Center Managing Director is working on getting some student performances moved over to the new facility. Ed Guignon, also noted that the facility will have space open to youth on Sunday afternoons to have a "hang out" place. Shivi Sharma and Divya Ravindra, Student Advisor's suggested extending community volunteer sign-ups to students. Special Event Update Jessica Carpenter, Assistant Director or Recreation, supplied a Liaisons' Report on the following: A. Annual Report: Second year to complete a Parks and Recreation Year in Review which can be found on the city website, under parks and recreation, about parks page B. Project update: ABW CHS connector trail is underway- weather permitting, MacArthur Blvd. Trail is moving forward scheduled to go to City Council March 24th, Old Town Pavilion door project is moving along doors/siding completed and temporary store fronts are being added as the others are back-ordered. Projects on hold as funding has not been identified: Grapevine Springs wall repair/dredging, elevated trail sections at Magnolia and Moore Rd Parks. Coppell Arts Center Grand Opening May 14-16th. C. Special Event Update: Sunset Socials begin Friday, March 7th with live music and food trucks. Sunset Social Friday, March 20th, showing the 2019 Live Action Alladin Movie. EGGstravaganza has been cancelled. 9 Chair Report A message from Chair, Ed Guignon, to get out and enjoy the parks!
