As authorized by Section 418.016(e) of the Texas Government Code, on March 16,
2020, Governor Greg Abbott suspended various provisions that require government
officials and members of the public to be physically present at a specified meeting
location.
The following requirements have been suspended by the governor:
1. A quorum of the city council need not be present at one physical location. Id. §
551.127(b).
2. In light of (1), above, the meeting notice need not specify where the quorum of the
city
council will be physically present and the intent to have a quorum present. Id. §
551.127(e).
3. In light of (1) above, the meeting held by video conference call is not required to be
open to
the public at a location where council is present. Id. § 551.127(f).
4. The audio and video are not required to meet minimum standards established by
Texas
Department of Information Resources (DIR) rules, the video doesn't have to be
sufficient that
a member of the public can observe the demeanor of the participants, the members
faces
don't have to be clearly visible at all times, and the meeting can continue even if a
connection
is lost, so long as a quorum is still present. Id. § 551.127(a-3); (h); (i); (j).
This meeting will be closed to in person attendance by the public to reduce
the spread of COVID-19. A temporary suspension of the Open Meetings Act to
allow telephone or videoconference of public meetings has been granted by
Texas Governor Greg Abbott. Letters and emails may be submitted by any
citizen of the City or other party of interest to express his or her opinion
concerning this agenda or other general comments to the Commission.
Comments will be read into the record during the Citizens Appearance
portion of the meeting. Letters may be addressed to the City of Coppell Parks
and Recreation Department, 255 Parkway Boulevard, Coppell, TX 75019, by
email to parks@coppelltx.gov, or by calling the Coppell Parks and Recreation
Department at 972-462-5100. (Change this language to match to the Parks
Department)
Notice is hereby given that the Parks and Recreation Board of the City of Coppell,
Texas, will meet remotely using videoconferencing technology.
The purpose of this meeting is to consider the following items:
As authorized by Section 551.127, of the Texas Government Code, one or more
Commission members or employees may attend this meeting remotely using
videoconferencing technology.

Regular Session (Open to the Public)
1. Call To Order
Park Board Chair, Ed Guignon called the meeting to order at 6:30 pm.
2. Citizens' Forum: Pursuant to the State Open Meetings Law, the Board is restricted in
discussing or taking action on items not posted on the Agenda. Action on your
statements can only be taken at future meetings.
Citizens' were invited to email the board with any comments or questions and
no comments were received.
3. Approval of minutes: March 2, 2020
A motion was made by Boardmember Maureen Corcoran, seconded by
Boardmember Lisa Reynolds, that this Agenda Item be Approved. The motion
carried by a unanimous vote.
4. Discussion related to the reopening of the Parks and Recreation Department.
Assistant Director of Recreation, Jessica Carpenter supplied the Park Board
with an update related to the following: Coppell Parks and Recreation is a 2020
NRPA Gold Medal Finalist, Parks COVID-19 Reopening Plan.
5. Arts Center Update
Arts Center Managing Director, Alex Hargis supplied an update. COVID-19
effected the Grand Opening date. Most of the exterior has been completed,
main hall wood paneling/seats scheduled installation set for July. Summer
2020 programming rescheduled to Winter 2020 and Spring 2021. The Arts
Center has partnered with Parks Special Events to create a weekly Summer
drive-in movie series. Tentative plans to reschedule the Grand Opening to
September 2020.
6. Youth Advisor's Report
Youth Advisors, Divya Ravindra and Shivi Sharma suggested the Parks
Department expand their social media efforts to Twitter.

B. Project Update
Assistant Director of Recreation, Jessica Carpenter supplied a Special Event
update regarding the Canceled events: Celebrate Coppell Party in the Park,
Parade Down Parkway and June 26th Party in the Park. In place of an
Independence Day Celebration, the Special Events team will be hosting a
socially distant new event Celebrate Coppell Red, White and Views.
Assistant Director of Park Operations, Guy McLain supplied a Special Project
update on MacArthur Blvd. Trail Connector, High School Connector Trail, 911

Trail Markers, ROMC Expansion.
