Parkway Boulevard. As authorized by Section 551.127, of the Texas Government Code, one or more appointed board member or employees may attend this meeting remotely using videoconferencing technology. The purpose of this meeting was to consider the following items: Regular Session (Open to the Public) 1. Call To Order Chair Paschal called the meeting to order at 6:32 pm. Members present: Nick Paschal, Maureen Corcoran, Margaret Bryan, Mary Arnold, Zainab Tinwala, Jeff Roller, Edward Rose, Mike Ridgley, Enaika Krishnami, Hannah City of Coppell, Texas Page 1 Parks and Recreation Board Minutes March 6, 2023 Greenberg Staff present: Jessica Carpenter, Sheri Belmont, Adam Richter, Dave Ellison, Vanessa Contreras, Dusty Cline, Cecilia Gandara Boardmember Zainab Tinwala, Boardmember Maureen Corcoran, Chair Nick Paschal, Boardmember Margaret Bryan, Boardmember Mary Arnold, Boardmember Jeff Roller, Alternate Michael Ridgley, Boardmember Edward Rose, Youth Advisor Enaika Kishnani, and Youth Advisor Hannah Greenberg 2. Citizens' Appearance Phillip Houm, 246 Dogwood Trail, expressed his concerns in regards to the redevelopment of the dog park. This agenda item provides an opportunity for citizens to address the Board on any matter. Anyone wishing to address the Board should register prior to the start of the meeting. There is a two (2) minute time limit for each citizen to speak, additional time may be granted by the Board. The Board is not permitted to take action on any subject raised by a speaker during Citizens' Appearance. 3. Approval of minutes: February 6, 2023 A motion was made by Boardmember Bryan, seconded by Boardmember Arnold, that this agenda item be approved. The motion carried by a unanimous vote. Boardmember Zainab Tinwala, Boardmember Maureen Corcoran, Chair Nick Paschal, Boardmember Margaret Bryan, Boardmember Mary Arnold, Boardmember Jeff Roller, and Boardmember Edward Rose 4. Presentation by Layne Cline, Parks Projects Manager, regarding park projects. Layne Cline, Parks Project Manager, gave a presentation in regards to the status of current and upcoming park projects. 5. Discussion regarding Sports Council request for fencing at Wagon Wheel Park Jessica Carpenter informed the Board of the request made by the Sports Council in regards to the installation of a fence around the soccer practice fields at Wagon Wheel Park. The Board recommended to move forward with the project. 6. Youth Advisor's Report Youth Advisor Enaika Krishnami and a group of teen volunteers have been helping to maintain the Angel of Hope Garden at Rolling Oaks. 7. Director’s update regarding upcoming events, projects, and departmental developments City of Coppell, Texas Page 2 Parks and Recreation Board Minutes March 6, 2023 Jessica Carpenter gave an update regarding upcoming events, project status and departmental activities. 8. Discussion regarding future agenda items. Chair Paschal advised that there are no items at this time. Adjournment There being no further business to come before the Parks and Recreation Board, the meeting was adjourned at 7:34 pm. The City of Coppell acknowledges its responsibility to comply with the Americans with Disabilities Act of 1990.
