The Parks and Recreation Board of the City of Coppell met on Monday, February 5,
2024, at 6:30 p.m. in the 2nd Floor Confrence Room of Town Center, 255 E. Parkways
Boulevard, Coppell, Texas.
Regular Session (Open to the Public)
1. Call To Order
Chair Paschal called the meeting to order at 6:30 pm.
Members present: Nick Paschal, Maureen Corcoran, Margaret Bryan, Mary
Arnold, Jeff Roller, Edward Rose, Steve Harrison, Hazel Newton, Avery
Fishman
Staff present: Jessica Carpenter, Sheri Belmont, Adam Richter, Cecilia
Gandara, Alexis Wellborn
2. Citizens' Appearance
Chair Paschal asked for those who signed up to speak:
There were no Citizen's signed up to speak.
3. Consider approval of minutes: January 8, 2024
A motion was made by Boardmember Corcoran, seconded by Boardmember
Roller, that this agenda item be approved. The motion carried by a unanimous
vote.

4. Presentation and discussion regarding 2024 Projects and Initiatives
Director Jessica Carpenter gave an update on current and upcoming Parks
projects.
5. Update regarding Veterans Memorial design
Director Jessica Carpenter gave an update on the Veterans Memorial Design.
6. Manager's Update- Alexis Wellborn- Cozby Library and Community Commons Manager
Alexis Wellborn announced the Cozby Library's 50th anniversary, and gave an
update on the current programs and classes provided.
7. Youth Advisor's Report
Youth advisors voiced interest in creating a QR code for Coppell High School
and New Tech students to provide their feedback on the Coppell Parks for the
Master Plan. Advisors also voiced having a tech class for the seniors at the
Community and Senior Center.
8. Director’s update regarding upcoming events, projects, and departmental
developments.
Director Jessica Carpenter updated the board on upcoming events and
projects.
9. Discussion regarding future agenda items
No items at this time.

Notice is hereby given that the Parks and Recreation Board of the City of Coppell, Texas, will
meet in the 2nd Floor Conference Room at 6:30 pm at 255 E. Parkway Boulevard.
As authorized by Section 551.127, of the Texas Government Code, one or more appointed
board member or employees may attend this meeting remotely using videoconferencing
technology.
The purpose of this meeting is to consider the following items:

This agenda item provides an opportunity for citizens to address the Board or Commission on
any matter. Anyone wishing to address the Board or Commission should register prior to the
start of the meeting. There is a two (2) minute time limit for each citizen to speak, additional
time may be granted by the Board or Commission.
The Board or Commission is not permitted to take action on any subject raised by a speaker
during Citizens' Appearance.
