PRESENT: Chairman Edmund Haas, Vice Chairman Glenn Portman,
Commissioner Freddie Guerra, Commissioner Sue Blankenship, Commissioner
Ed Maurer, Commissioner Robinson, and Commissioner Jim Walker.
Also present were Mary Paron-Boswell, Senior Planner; Matt Steer,
Development Services Administrator; Kumar Gali, Engineering Assistant
Director; and Katy Grizzle, Community Development Administrative Technician

Notice was given that the Capital Improvements Advisory Committee of the City of
Coppell, Texas, met in Regular Called Session at 7:33 p.m. for Work Session, and
Regular Session began at 7:48 p.m., on Thursday, February 20, 2020, at Town Center,
255 E. Parkway Boulevard, Coppell, Texas.
As authorized by Section 551.071(2) of the Texas Government Code, this meeting may
be convened into closed Executive Session for the purpose of seeking confidential
legal advice from the City Attorney on any agenda item listed herin.
The City of Coppell reserves the right to reconvene, recess or realign the Work
Session or called Executive Session or order of business at any time prior to
adjournment.
The purpose of this meeting was to consider the following items:
1. Call to Order.
Chairman Haas called the meeting to order and convened into Work Session at
7:33 p.m.

3. Discussion concerning a recommendation to City Council on the Land
Use Assumptions; Water and Wastewater Capital Improvement Plans;
Roadway Capital Improvement Plan; the associated Impact Fee and the
proposed Water and Wastewater Impact Fees.

Chairman Haas called regular session into order at 7:48 p.m.
4. Call to Order.
5. Citizens' Appearance.
Chairman Haas advsied no one signed up to speak during Citizen's Apperance.
6. Consider approval of making a recommendation to City Council
concerning the Land Use Assumptions, Water and Wastewater Capital
Improvement Plans, Roadway Capital Improvement Plan, and the
proposed Roadway, Water and Wastewater Impact Fees.
STAFF REP.: Kumar Gali
Kumar Gali, Assistant Director of Public Works-Engineering, presented the case
with exhibits. Mr. Gali stated that staff is recommending APPROVAL of a
recommendation to City Council on the Land Use Assumptions; Water and
Wastewater Capital Improvement Plans; Roadway Capital Improvement Plan;
the associated Impact Fee and the proposed Water and Wastewater Impact
Fees.
Representatives from Birkhoff, Hendricks, & Carter, L.L.P and Lee Engineering
answered the committee's questions and agreed to attend the March 19, 2020
meeting to provide additional information on the methodology.
A motion was made by Committee Member Blankenship, seconded by
Committee Member Robinson to table the item until the next meeting on
March 19, 2020. The motion passed unanimously, (7,0).
7. Adjournment.
There being no further business before Capital Improvements Advisory
Committee, the meeting was adjourned at 9:33 p.m.

carried handgun), a person licensed under Subchapter H, Chapter 411, Government
Code (handgun licensing law), may not enter this property with a handgun that is
carried openly.
