Anyone who wishes to address the City Commission on an item to be considered for public hearing must fill out a Speaker Card and turn it in to the City Clerk. E.-1. 16-5664 An Ordinance of the City Commission of Coral Gables, Florida providing for a text amendment to the City of Coral Gables Official Zoning Code, Appendix A, “Site Specific Zoning Regulations”, Section A-12, “Biltmore Section” adding site specific provisions increasing the maximum permitted floor area ratio for the property legally described as Lots 24-38, Block 7, Biltmore Section; providing for a repealer provision, severability clause, codification, and providing for an effective date. ( 12 14 16 PZB recommended approval, Vote 6-0) E.-2. 16-5666 An Ordinance of the City Commission of Coral Gables, Florida requesting review of a Planned Area Development (PAD) pursuant to Zoning Code Article 3, “Development Review,” Division 5, “Planned Area Development (PAD),” for the proposed project referred to as “515 Valencia” on the property legally described as Lots 24-38, Block 7, Biltmore Section (501 - 525 Valencia Avenue), Coral Gables, Florida; including required conditions; providing for a repealer provision, severability clause, and providing for an effective date. Agenda Items E-3, E-4, E-5, E-6 and E-7: The proposed North Ponce de Leon Boulevard Mixed Use Overlay District includes provisions to shape and control the mass and bulk of large scale buildings on Ponce de Leon Boulevard, including the following elements: 1) Control the Map – Limiting commercial encroachment into the neighborhood through proactive mapping; 2) Improve Vitality and Beauty on Ponce; 3) Transition Appropriately; 4) Provide Inviting Pedestrian Connections; and, 5) Expand Transfer of Development Rights program to include commercial properties on Ponce de Leon Boulevard as eligible sending and receiving sites. E.-3. 16-5703 An Ordinance of the City Commission of Coral Gables, Florida requesting an amendment to the Future Land Use Map of the City of Coral Gables Comprehensive Plan pursuant to Zoning Code Article 3, “Development Review,” Division 15, “Comprehensive Plan Text and Map Amendments,” and Small Scale Amendment procedures (S.163.3187, Florida Statutes), providing for the “North Ponce de Leon Boulevard Mixed-Use Overlay District;” providing for a repealer provision, severability clause, and providing for an effective date. Mixed-Use Land Use,” pursuant to expedited State review procedures (S.163.3184, Florida Statutes) and Zoning Code Article 3, “Development Review,” Division 15, “Comprehensive Plan Text and Map Amendments;” amending the “MXOD, Mixed-Use Overlay Districts” Land Use Classification to provide that a Mixed-Use Overlay District may be permitted as an overlay in the Multi-Family Medium Density Land Use; providing for a repealer provision, severability clause, and providing for an effective date. (Legal description on file with the City) (12 14 16 PZB recommended approval, Vote 5-0) E.-6. 16-5706 An Ordinance of the City Commission of Coral Gables, Florida providing for text amendments to the City of Coral Gables Official Zoning Code by amending Article 4, “Zoning Districts,” Section 4-201, “Mixed Use District (MXD)” to allow an MXD Overlay District to be assigned in a Multi-Family 2 Zoning District under certain conditions, and to include provisions for the “North Ponce de Leon Boulevard Mixed Use District” to modify and supplement the existing Commercial and Multi -Family 2 standards and criteria to allow appropriate redevelopment that promotes walkability, enhances Ponce de Leon Boulevard, and provides a transition to the North Ponce Neighborhood Conservation District; providing for a repealer provision, severability clause, codification, and providing for an effective date. ( 12 14 16 PZB recommended approval, Vote 5-0) E.-8. 17-5716 An Ordinance amending Chapter 50 of the Code of the City of Coral Gables, entitled “Pensions;” amending Section 50-83 “Members - Selection,” to have the Director of Labor Relations and Risk Management serve on the Retirement Board and Remove the Human Resources Director from the Retirement Board and providing for a repealer provision, severability clause, codification, and providing for an effective date. E.-9. 16-5583 An Ordinance of the City Commission of the City of Coral Gables, Florida, creating Section 74-5 of the City of Coral Gables Code to lower speed limits to 25 miles per hour on residential local roads maintained by the City of Coral Gables, providing for a repealer provision, severability clause, codification, enforceability, and providing for an effective date. CITY COMMISSION ITEMS F.-1. 17-5729 A Resolution calling a special election on the proposed ballot question and ordinance to be held on Tuesday, April 11, 2017; providing for submission to the electors for approval or disapproval of a ballot question relating to the Alice Aycock sculptures presently located on the Segovia traffic circles at the intersections of Segovia Street and Biltmore Way and Segovia Street and Coral Way; providing for requisite ballot language; providing for procedure for balloting; providing for notice; providing for related matters; and providing for an effective date. (Sponsored by Commissioner Lago) F.-3. 17-5734 Discussion regarding the possibility of offering seniors the "Golden Passport" at the local passport office or other designated location in the City. CITY MANAGER ITEMS Time Certain 10:00am (Agenda Item H-1) H.-1. 17-5725 A Resolution accepting the recommendation of City Staff to authorize contract negotiations for a period of up to six (6) months with the most responsive-responsible proposer, Coral Gables City Center, LLC, for the redevelopment of Municipal Parking Garages 1 and 4, pursuant to Request for Proposals (RFP) No. 2014.10.23 and Section 2-1089 of the City of Coral Gables Code of Ordinances; authorizing City Staff to negotiate with the next most responsive-responsible proposer, TC Gables, LLC, for an additional period of up to six (6) months, should negotiations fail with the top-ranked proposer; and further reaffirming the City’s right to pursue alternative courses of action.
