Mayor Valdes-Fauli introduced Sustainability Specialist Matt Anderson, stating he is the City’s person in charge of recycling, sustainability, the environment and atmosphere, and asked him to say a few words. Sustainability Specialist Anderson thanked Mayor Valdes-Fauli and stated this is part of the City’s ongoing commitment from our City Commission and City Administration to protect our environment. Sustainability Specialist Anderson further stated he would like to take this opportunity to invite everyone to attend the City’s Recycling 101 Seminar tonight at the Coral Gables Museum, and to attend the electronic recycling event that will be held in the City Hall Parking lot this weekend, which has been a big success, and added that our community has had a big buy-in on this event. Sustainability Specialist Anderson thanked the City’s Police, Public Works, Economic Development Departments and the Coral Gables Chamber of Commerce for their support, stating that it has been a true team effort in pushing forward the City’s sustainability initiative. Mayor Valdes-Fauli introduced the President and CEO of the Coral Gables Chamber Commerce, namely Mark Trowbridge and asked him to say a few words. President and CEO Trowbridge stated that this is actually the 7th year we have participated with and partnered with American Express to bring “Small Business Saturday” here to Coral Gables, and we couldn’t think of a better community to showcase what is great about small, local and independent businesses than right here in our community. President and CEO Trowbridge further stated that on Saturday, November 25 at 10 am, he encourages everyone to come out and shop small. President and CEO Trowbridge stated we will be kicking off at 10 am that morning at Kiki’s, which is in the first block on Miracle Mile, and we will also be celebrating the near completion of our beautiful streetscape project. President and CEO Trowbridge thanked the City for being a great partner in this event, providing Freebee that day, providing municipal parking, and added his thanks to the Parking Director, City Manager and to the Mayor. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 4 A.-5. 17-6723 Congratulations to Officer Christopher Naya, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of August, 2017. Attachments: NOMINATION - Officer of the Month - Naya - August COMMISSION COVER MEMO - OFFICER OF THE MONTH AUGUST 2017 - NAYA [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 5 (i.e. Congratulations to Officer Christopher Naya, recipient of the City of Coral Gables “Officer of the Month Award”, for the month of August, 2017), Chief Hudak stated as we continue to progress as a City with technology, and with our strategic planning, it still comes down to the men and women on the street that patrol every night, and this award recipient is no exception; he was actually nominated by one of his peers, which makes it even more special. Chief Hudak further stated that at this time he would like to turn it over to Officer Hernandez, who wrote the City of Coral Gables Page 3 City Commission Meeting Minutes November 14, 2017 nomination identifying one of his fellow officers as someone who makes a difference in this City every day. Officer Hernandez stated that on August 18, 2017, he was contacted by Officer Naya in reference to a traffic stop he conducted, and Officer Naya advised him of the offender he detained for driving without a valid driver’s license, who was observed on the 900th to the 1100th Block of Caprice Street canvassing the area prior to being stopped. Officer Hernandez further stated upon further investigation, Officer Naya discovered the offender was on probation for burglarizing vehicles in that same area. Officer Hernandez said Officer Naya continued his investigation and shortly after a call for service was dispatched for a burglary in progress on the 1000 Block of Granada Boulevard, an investigation revealed several vehicle burglaries had been committed in the 800 Block of Caprice Street by multiple offenders that were related to the vehicle that Officer Naya had stopped. Officer Hernandez added that Officer Naya’s attention to detail led to the discovery of pivotal piece of evidence linking his traffic stop to the burglaries that took place, and with the help of his fellow officers the apprehension of multiple offenders. Officer Hernandez stated as a rookie officer he realizes the importance of a good mentor and he is proud to say he works right alongside officers such as Officer Naya; additionally his fellow new officers are fortunate to learn from Officer Naya’s insight and experience from the Florida Highway Patrol and UM PD. Officer Hernandez congratulated Officer Naya. Officer Naya expressed his thanks and appreciation to Officer Hernandez for nominating him, and the Awards Committee for the actual selection, but most importantly the entire midnight shift that was on duty that night on the north end, without their help this would not have been completed at all, he stated that he was just a missing puzzle piece for an entire puzzle. Officer Naya thanked his parents along with his wife who were in attendance, and adding without their support this job would be nearly impossible. Officer Naya thanked the City Commission]. Director Dannemiller further stated DJ has been a charismatic mentor to his junior staff. Public Service Director Dannemiller turned over the microphone to Senior Foreman Ron Crumbley, who has worked with DJ for 29½ of his 30 years. Senior Foreman Crumbley stated that since from the time he got here he has observed that DJ has been rock solid steady, devoting so much effort to cultivating the young guys, adding that he helped cultivate me, and he has been cultivating young men for the City for many years and he does a great job mentoring, caring, training; making them better people to serve this City. Senior Foreman Crumbley thanked DJ for his time, effort and service, adding that we call DJ “Deac”, because he is a Deacon in the church, and that says a lot when you are a Deacon, so he is a great man and after he retires we will be feeling the void for a good long time. City Manager Swanson-Rivenbark stated she goes back 28 years with DJ, and both DJ and Ron were the “go-to” guys during Farmer’s Market from the very beginning, and what is retiring here is a leader, he is a leader that inspires others to do what is right and what is good for the City, and in his retiring she doesn’t believe there will be a void, as it will continue through the young men and women he has inspired and shaped that will continue to serve this City, and we are forever grateful]. Attachments: November EOM Nomination Cover Memo EOM of November 2017 EOM November letter [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 8 (i.e. Congratulations to Chelsea Granell who holds the title Commission Liaison, recipient of the "Employee of the Month Award," for the month of November, 2017), City Manager Swanson-Rivenbark asked Human Resources Director Karla Green to come forward who stated that Chelsea’s nomination actually came from the Development Services Department, from George Pino and Cristina Anderson, who complimented Chelsea on her professionalism, her helpfulness and her integrity and she knows her nomination is endorsed heartily by her two Commissioners that she is assigned to, because they regularly and consistently compliment all of the good work that she does. Human Resources Director Karla Green stated that today it her pleasure to recognize Commission Liaison Chelsea Granell as the November, 2017 “Employee of the Month”. Human Resources Director Green further stated that Chelsea has been employed by the City since October 2014, and as you are all aware, Chelsea displays a high level of professionalism and customer service each and every day. Chelsea is a perfect example of an employee that provides the world class services that our residents expect, and she has developed an excellent knowledge of City services, departments and personnel, which enables her to provide prompt and accurate information in a timely manner. Chelsea is known for setting the bar high not only for herself, but for others that get the opportunity to work with her and Chelsea’s dedication to her job and leadership by example are what makes her an exceptional employee. Human Resources Director Green congratulated Chelsea for being selected as the “Employee of the Month” for November 2017. A videotape was then played showing Chelsea’s work regimen. Commission Liaison Granell stated that she is truly honored to receive this recognition for “Employee of the Month”. Commission Liaison Granell further stated she has been working here for a little over 3 years and during this time; she has had the opportunity to fall in love with Coral Gables- an “Emerald City” whose beauty outshines most places. Commission Liaison Granell said she can stand here before our viewing audience and name over a thousand reasons this City is special, and much like the trees which line our streets, she has grown here and have learned a great deal. City of Coral Gables Page 6 City Commission Meeting Minutes November 14, 2017 Commission Liaison Granell added aside from the City’s undisputable beauty of all the wonderful residents that live here, and are the heart of this community, the pulse of this City is its employees and leadership. Commission Liaison Granell stated that this City is a place where not only do we value our residents and business owners, but it is a place where we take pride in making our community even better. Commission Liaison Granell stated she cannot accomplish her job without working together as a team alongside such talented people and quoting Helen Keller “alone we can do so little, together we can do so much”. Commission Liaison Granell stated for these reasons, she believes all employees should be honored every day and she would like to include them in this recognition, because she cannot take full credit. Commission Liaison Granell thanked the City Commission for helping her thrive. Commissioner Lago stated he would like to say a few words as this is a true pleasure for himself, and he knows that her husband is extremely proud of her; further stating that over the last four years he has had the pleasure of serving as a City Commissioner, she has made my job incredibly easy and in front of the residents that we are so fortunate to represent, and the business community, she is always that individual they lean on for most support. Commissioner Lago stated he just wanted to thank Chelsea, even though we say thank you on a daily basis for her efforts, it is great to be recognized and she has done an exceptional job, she goes above and beyond the call of duty and she has a very bright future and that future will not be as his liaison or as his assistant. Commissioner Lago reiterated that she has a very bright future ahead of her and he looks forward to seeing what her next task will be and we are here to support her in any fashion. Commissioner Lago thanked Chelsea, stating she deserves this and much more. Commissioner Quesada stated Chelsea should know that he thinks she “Rocks”, and that residents like her better than they like us; and added she resolves more problems for residents than we do, she is always there and she is always available and she keeps him organized and making sure that he gets back to residents and does everything. DISCUSSION ITEMS Mayor Valdes-Fauli: Is there anything else to come before the meeting on the agenda? Vice Mayor Keon: I just had one question about - I wanted to know where we were on the extension of the median on Ponce from Salamanca where it ends to Eighth Street, I know that was the plan, is that budgeted or planned or anything?- the median on Ponce? City Manager Swanson-Rivenbark: I think we called it in the book Phase 3 of the Ponce median. Vice Mayor Keon: I wondered where we were on that Phase 3 of the median on Ponce. Assistant Public Works Director Keller: We had an operational analysis completed and its actually being reviewed. The consultant - initially a streetscape was developed and after we had a number of accidents on the….we wanted to make sure that we did an operational analysis for safety for all modes of transportation that is being updated by the consultant right now. Once we have all their recommendations that will be incorporated to the design. So, it has been delayed in order to complete that analysis, but we are still going to be moving it forward. I don’t have an exact timeline right now. Vice Mayor Keon: Is it funded? Assistant Public Works Director Keller: Yes. It’s a JPA agreement, so we’ll have it built. Mayor Valdes-Fauli: So what’s going to happen? Assistant Public Works Director Keller: I’m sorry, I don’t have a timeline right now with me, but we can provide an update on process moving forward. Vice Mayor Keon: Maybe just for information, just on when it will be. Thank you. Mayor Valdes-Fauli: And, Mr. City Attorney will you tell us about the FPL litigation? City Attorney Leen: Certainly. The City filed a lawsuit against FPL yesterday; the lawsuit is consistent with the complaint that I provided previously in which the Commission authorized. We did meet with FPL, in my opinion we engaged in good City of Coral Gables Page 32 City Commission Meeting Minutes November 14, 2017 faith settlement negotiations, bonafide settlement negotiations, but at this point I don’t see a reasonable settlement that can be reached, so we preceded forwarding filing the lawsuit. Anything else I would like to discuss with you in Executive Session in an upcoming meeting. Mayor Valdes-Fauli: Anything else? Commissioner Lago: Yes, just one item. Mayor Valdes-Fauli: A part from our big performance. Commissioner Lago: Madam City Manager, I have an address 4835 University Drive, that’s basically right adjacent to Doctor’s Hospital. We’ve had multiple issues with the neighboring property were its inhabited by UM students. Basically every football game there are two or three busses that are there. They have about a few hundred students there, they bring out port-o-potties, they are charging money, there is underage drinking. Commissioner Quesada: Where is this? Commissioner Mena: Where? Commissioner Lago: You are planning on going? 4835 University - you set yourself up for that, both of you. Commissioner Mena: Where is that? Commissioner Lago: 4835 University Drive. Commissioner Quesada: How do you know it’s there?- were you at the last one? (Laughter) Commissioner Lago: I plead the Fifth. City Manager Swanson-Rivenbark: I took down the address sir. I didn’t realize it was going on, but students have been really helpful with us. Commissioner Lago: What they are doing is they also have City of Coral Gables cops there, police officer off-duty, so we need to deal with this issue. City Manager Swanson-Rivenbark: Thank you. Commissioner Lago: They carded me, I didn’t bring my card. (Laughter). So, we City of Coral Gables Page 33 City Commission Meeting Minutes November 14, 2017 need to make sure that we deal with this issue, because a lot of the residents are complaining. City Manager Swanson-Rivenbark: I understand. Commissioner Lago: Just for the record, I live two blocks away -- Right in back where they built those two very modern townhomes adjacent to it. The gentleman who owns that and rents it built his own driveway that he felt was appropriate and it was not appropriate. Ramon is very familiar with what I’m talking about. Commissioner Quesada: Mr. Mayor. Mayor Valdes-Fauli: Yes sir. Commissioner Quesada: I would like to request, if it’s OK with you Mr. Mayor, for the last official act at a public meeting of our City Attorney to be the same way that many of you don’t know this, the way his first official act was with the City during his interview with a magic trick. City Attorney Leen: That is true. I did. I believe I brought a magic trick to each of my individual meetings. [Laughter] Commissioner Lago: Can he take his job back now. [Laughter] City Attorney Leen: Commissioner Cabrera, he told me he was a magician, I remember, and then he told me you better not be doing this trick, and it was the exact trick I had brought. [Laughter] City Attorney Leen: So, I had to think quickly and I said well, we’ll see, once I’m City Attorney then maybe I will do a trick. I think I’ve gotten away with not actually doing a trick at any meeting. Commissioner Quesada: Until now - until now. Commissioner Lago: This better be good.
