A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 18-7835 Presentation of a Proclamation declaring September 2018 as "National Childhood Cancer Awareness Month" in Coral Gables. [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 1 (i.e. Presentation of a Proclamation declaring September 2018 as "National Childhood Cancer Awareness Month" in Coral Gables), Mayor Valdez-Fauli called up Silvia Vanni of the Mystic Force Foundation to receive the proclamation. Ms. Vanni thanked Mayor Valdez-Fauli and everyone present. Ms. Vanni showed a photograph of her child and stated it was her baby and he died from Childhood Cancer. Ms. Vanni further stated that in 2008, a foundation called “Mystic Force” was formed, wherein was realized that there was very little funding for Childhood Cancer research, which is why those very grim statistics for Childhood Cancer. Ms. Vanni stated it remains the number one disease killer for children in this country, the incidents of Childhood Cancer continue to climb, yet Government funding for research is less than 4 percent. Ms. Vanni stated that’s why one sees so many City of Coral Gables Page 1 City Commission Meeting Minutes September 11, 2018 foundations like ours doing everything to raise money for research, so it is only through the raising of awareness that people begin to realize how little funding there is for our children. Ms. Vanni stated my own baby in 3 1/2 years of treatment had 55 cycles of chemotherapy, 50 rounds of radiation and 12 surgeries, over 200 blood and platelet transfusions, people understand and realize what these children go through, it is really devastating. Ms. Vanni thanked the Mayor and City Commission for helping us to raise awareness of this devastating disease. Mayor Valdez-Fauli stated it is a wonderful awareness effort you are doing, it’s great, and he hopes that their efforts are successful. Mayor Valdez-Fauli asked that a picture be taken with the City Commission]. [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 2 (i.e. Presentation of a Proclamation declaring September 11, 2018 as "Orange Bowl Committee Day" in Coral Gables), Mayor Valdez-Fauli called up representatives from Orange Bowl Committee to the podium to receive the Proclamation. Mr. Frandley Defilie, President of the Board of Directors of the 2018 Junior Orange Bowl stated it has been an honor to have the City of Coral Gables, the Mayor and Commissioners partner with the Junior Orange Bowl for the past 70 years, and making Coral Gables the host City and thank the organization for that partnership and legacy of the Junior Orange Bowl, which basically serves the youth in the community through athletic, academic and cultural experiences. Mr. Defilie presented to the Mayor a Junior Orange Bowl Banner as a token of appreciation for this 70 year legacy that has been in the community and stated it’s an honor and on behalf of the Junior Orange Bowl Board and Committee thank you very much]. Attachments: Cover Memo EOM of August 2018 EOM August 2018 nomination [Note for the Record: Following Mayor Valdes-Fauli’s reading of the title to Agenda Item 3 (i.e. Congratulations to Sarah Espino who holds the title Assistant Aquatic Supervisor, recipient of the "Employee of the Month Award," for the month of August, 2018), Mayor Valdez-Fauli called up Human Resources Director Karla Green to the dais to make the presentation. HR Director Green stated that today we are going to recognize our “Employee of the Month” for the month of August, namely Sarah Espino from the Community Service Department, and Venetian Pool. HR Director Green further stated that for the past several years Sarah has spent her time at the Venetian Pool becoming an integral part in making the pool experience the best it can be for our guests. HR Director Green stated that Sarah works tirelessly each day to make sure the pool functions efficiently, and she’s noted to be on the lookout continually for maintenance and appearance issues making sure the pool looks and operates at top performance levels. HR Director Green added that Sarah is a dedicated employee always willing and volunteering to go beyond the call of duty, one of her volunteer roles for the past couple of years has been to serve as the Team Captain at the Annual Corporate Run, because of her excellence in coordinating this large event it has been and continues to be a great success. HR Director Green stated for these many reasons and many more, the City congratulates Sarah for having been selected as our “Employee of the Month” for the month of August, 2018. A video tape was then played showing Sarah’s work regimen. Mayor Valdez-Fauli stated beautiful, what a wonderful facility and that machine room is very impressive, and if you know what all that equipment is, he congratulates you. Assistant Aquatic Supervisor Espino stated she just wanted to say working in Parks and Recreation everybody thinks it’s fun and it’s great and it is, long days and long hours and weekends away from friends and family, so she wants to thank her awesome bosses and her amazing staff, because they make being away from my family that much easier and that much more fun to make sure everyone else is having a good time, and added she really appreciates the recognition of being “Employee of the Month”]. Anything else to come before the meeting? Commissioner Keon: Yes. I want to make sure that at the last meeting was approved to execute an agreement with Dover Cole for a planning study for the area north of 8th Street for that residential community, a planning study. I want to make sure that that gets executed. Planning and Zoning Director Trias: We have set up a meeting to finalize the scope and at that point it will be executed. Commissioner Keon: OK - fine. Thank you very much. Mayor Valdes-Fauli: Alright. Do you have a quick item? Commissioner Keon: At what point will we talk about the process we will use for a new City Manager, to recruit a new City Manager. Mayor Valdes-Fauli: Not today. Commissioner Keon: I’m asking you at what point will we do that? Mayor Valdes-Fauli: Next time. Commissioner Mena: I think at the next meeting. Commissioner Keon: At the next meeting? Commissioner Lago: That was my goal. I was going to talk to you individually at the next meeting. Commissioner Keon: OK. I was just asking when that would come on. Mayor Valdes-Fauli: Not today. Commissioner Mena: If I could, just want to make a very simple pre-statement. Just to say to staff, I know there was a big change today. It’s not lost on us that might City of Coral Gables Page 16 City Commission Meeting Minutes September 11, 2018 cause some anxiety down the line. I just want you to know and I think we all want you to know that we value your work, we really appreciate all your hard work and your excellent work that you all do and we expect you to continue to do that and we need you to, and we hope that you’ll cooperate obviously with our Interim City Manager Peter Iglesias and I know I speak for all of us when I say, our doors are always open and we are here with any questions or concerns you may have, but I just wanted to let everybody, reassure everybody that we understand that and that we are here and we are looking forward to doing great things going forward. Commissioner Lago: And, in that same vein I wanted to mention something also and I was looking for it, I wish I had it here, but I couldn’t find the actual memo. I know it’s somewhere a few years ago when it was written. There was a memo that was put in place, which dealt with the employees of the City of Coral Gables and the fact that, kind of putting fewer layers between the employees and the City Commission in regards to having to be able to come and speak to us and speak about your concerns. I want you to understand and be very clear and I spoke to Miriam about that, that’s not the case here, OK. I want you to come and speak to the Commission if you have any issues. Obviously, we’ll never give you direction. We’ll always be through the Interim City Manager, but I want to make sure that everybody understands, like Mike mentioned, Commissioner Mena mentioned that our doors are always open. We appreciate your input, we appreciate your guidance and any advice that you may have that can make the City better, we are here today and we are going to be here in the future to listen to you and to hopefully implement the ideas that you have. So, there was a memo that was put in place a while back ago that dealt with having to speak, if you wanted to speak to the Commission you had to deal through your superiors. That is hopefully not in place anymore, but this Commission will never give you direction, I want to be very clear, will never give you direction. We will only speak through the Manager as we’ve done before, but I wanted to make sure that the doors are always open to speak to the Commission. You have no reason why not to come and speak with us if you have any ideas or concerns. We are here for you. Mayor Valdes-Fauli: Thank you very much. Meeting adjourned. Thank you.
