A.-1. 19-8453 Congratulations to Officers Alexander Toledo and Christopher Challenger, recipients of
the City of Coral Gables “Officer of the Month Award,” for the month of January 2019.

Officer of the Month January 2019 nomination
Police Chief Hudak recognized Officers Christopher Challenger and Alex Toledo for
their quick response to a call which culminated in the apprehension of, in less than
twenty-three minutes, three violent offenders who were responsible for committing an
armed carjacking at 1518 San Ignacio Avenue in Coral Gables. Both officers
thanked everyone for their teamwork during the arrest, and were then presented with
their well-deserved award.

A.-2. 19-8454 Congratulations to Sergeant Velier Zaccheo, recipient of the City of Coral Gables “Officer
of the Year Award,” for 2018.

2018 Officer of the Year nomination
Police Chief Hudak presented Detective Zaccheo, who was recently promoted from
Sergeant, with the Officer of the Year Award for 2018. Detective Zaccheo’s
nomination was solely due to his outstanding work in solving almost all of his assigned
armed robbery cases during the third quarter of 2018. His astute and intuitive
detective efforts coupled with the collaborative efforts when necessary, with other law
enforcement agencies allowed for the swift arrests of subjects in these cases. Sergeant
Zaccheo then thanked Sergeant Nguyen for the nomination, those in attendance, his
new promotion as Sergeant, in leading the officers and showing them what is possible
in the City of Coral Gables.

“Firefighter of the Year Award,” for 2018.

Fire Chief de La Rosa introduced Firefighter Dean James, Jr., whose nomination was
due to his most commendable display of courage while he was off duty, in rescuing a
man trapped in a car that went into a canal in Miramar, Florida. This demonstrative
act of heroism, exemplified by his unselfish concern for others is consistent with the
oath he took as a firefighter of sacrifice and service. Firefighter James, Jr., then
thanked everyone for his nomination.

A.-4. 19-8437 Presentation of Proclamation declaring February 2018 as "Black History Month" in Coral
Gables.
In recognition of “Black History Month”, the Mayor read the proclamation and a
video was then shown depicting the MacFarlane subdivision which was developed by
Coral Gables founder George Merrick as a black residential neighborhood with
homes being built in the late 1920s and 1930s. These homes were occupied by
people of Bahamian, African and Bahamian descent, and who were responsible for
the building of historical sites such as City Hall which is built from coral rock. In 1994
this subdivision was listed in the National Register of Historic Places. Members of

said subdivision then accepted the proclamation in acknowledgement of this occasion.

All Individuals desiring to give testimony shall be sworn in. Presentations made to the
City Commission are subject to the City’s False Claims Ordinance, Ch. 39 of the City of
Coral Gables Code.
Anyone who wishes to address the City Commission on an item to be considered for
public hearing must fill out a Speaker Card and turn it in to the City Clerk. Speaker

NOTE
Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No .
2017-44, must register with the City Clerk, prior to engaging in lobbying activities before
city staff, boards, committees and/or the City Commission. A copy of the Ordinance is
available in the Office of the City Clerk, City Hall.
Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
Any person who needs assistance in another language in order to speak during the
public hearing or public comment portion of the meeting should contact the City ’s ADA
Coordinator Raquel Elejabarrieta, Esq., Director of Labor Relations and Risk
Management (E-mail: relejabarrieta@coralgables.com, Telephone: 305-722-8686 ,
TTY/TDD: 305-442-1600), at least three (3) business days before the meeting.
Any person with a disability requiring communication assistance (such as a sign
language interpreter or other auxiliary aide or service) in order to attend or participate in
the meeting should contact the City’s ADA Coordinator Raquel Elejabarrieta, Esq.,
