D.-1. 19-8722 A Resolution of the City Commission of Coral Gables, Florida, amending Ordinance
2015-17, as amended, increasing Local Business Tax rates by 5% covering fiscal years
2019-2020 and 2020-2021, as provided for under Chapter 205.0535 of the Florida
Statutes; providing severability clause, and an effective date.
D.-2. 19-8730 A Resolution of the City Commission of the City of Coral Gables, Florida, authorizing the
acceptance of a donation from artist Carlos Garcia-Barbon of three giclee prints of
watercolor works created by the artist.
D.-3. 19-8738 Resolution authorizing Satchmo Blues Bar and Grill, Inc. to sell alcoholic beverages and
to authorize waiver of special event code Section 62-260 allowing the above mentioned
applicant to operate from 12:00 p.m. to 11:00 p.m. at the Plaza located at 60 Merrick
Way from Tuesday, July 2, 2019 through Sunday, July 7, 2019, during the 2019 FIFA

All Individuals desiring to give testimony shall be sworn in. Presentations made to the
City Commission are subject to the City’s False Claims Ordinance, Ch. 39 of the City of
Coral Gables Code.
Anyone who wishes to address the City Commission on an item to be considered for
public hearing must fill out a Speaker Card and turn it in to the City Clerk. Speaker
Cards can be obtained on the credenza located outside the office of Commissioner Keon
and Commissioner Fors, during the day of the City Commission Meeting.

F.-1. 17-6514 An Ordinance of the City Commission of Coral Gables, Florida providing for text
amendments to the City of Coral Gables Official Zoning Code, by amending Article 3,
“Development Review,” Division 5, “Planned Area Development” Section 3-502,
“Standards and Criteria;” Article 4, “Zoning Districts,” Section 4-201, “Mixed Use District
(MXD);” Article 5, “Development Standards,” Section 5-604, “Coral Gables Mediterranean
Style Design Standards,” and Section 5-1105, “Landscape Requirements;” and Article 8,
“Definitions,” to clarify what constitutes open space; providing for a severability clause,
repealer provision, codification, and providing for an effective date. (Updating Zoning Code
to clarify what constitutes as required open space)

RESOLUTIONS
F.-2. 19-8718 A Resolution of the City Commission of Coral Gables, Florida authorizing Mankind
Grooming & Services, located at 290 Aragon Avenue to add the sale of alcoholic
beverages for consumption on premises as an accessory use to the barbershop and spa
establishment, as permitted by state law, provided that total receipts from the sale of
alcoholic beverages not exceed 25 percent of the total annual gross receipts, and
permanent bars or counters not exceed 45 square feet in surface area, subject to a valid
Certificate of Use and local business tax; and providing for an effective date.
F.-3. 19-8539 A Resolution of the City Commission of Coral Gables, Florida pursuant to Zoning Code
Article 1, "General Provisions,” Section 1-104 "Jurisdiction and applicability," to grant
approval of modification of existing government facility known as Fire Station No. 2,
legally described as Lot 1 thru 17, re-subdivision of a portion of Block 26, Coral Gables
Riviera Section Part 2, (525 S. Dixie Highway), Coral Gables, Florida; to provide for
construction of trolley maintenance facility, providing for a repealer provision, severability
clause, and providing for an effective date. (Modification of existing Fire Station and
construction of new trolley maintenance facility)

amended Declaration of Restrictions regarding that certain property legally described as

recorded in Plat Book 8, at Page 113 of the Public Records of Miami-Dade County,
Florida.

G.-1. 19-8709 A Resolution amending Resolution No. 2015-272 regarding the Arts Advisory Panel,
revising membership qualifications and membership appointments.

City Manager and City Attorney to request "Ball Park" estimates to underground all
power and utility lines throughout the entire City from Florida Power and Light and other
applicable utilities, and present said estimates to the City Commission once they are
obtained.

Commission) for Javier Betancourt (Nominated by Commissioner Keon), in accordance
with Section 2-52(b)(2) of the City Code, to serve as a member of the Parking Advisory
Board, for a two (2) year term, which begins on June 1, 2019 through May 31, 2021.
H.-3. 19-8749 A Resolution granting approval of a Residential Waiver (By a four-fifths vote of the City

Cinemateque, Inc. for the expansion of the Coral Gables Art Cinema into the City -owned

J. CITY ATTORNEY ITEMS
J.-1. 19-8745 A Resolution of the City Commission of the City of Coral Gables, Florida, authorizing the
City Manager and City Attorney to execute an Interlocal Agreement with the Miami -Dade
County Public Schools Board (M-DCPS Board) to resolve the pending conflict with the
M-DCPS Board under CH. 164, F.S., "Florida Governmental Conflict Resolution Act".

NOTE
Any person who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No .
2017-44, must register with the City Clerk, prior to engaging in lobbying activities before
city staff, boards, committees and/or the City Commission. A copy of the Ordinance is
available in the Office of the City Clerk, City Hall.
Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
Any person who needs assistance in another language in order to speak during the
public hearing or public comment portion of the meeting should contact the City ’s ADA
