A. PRESENTATIONS AND PROTOCOL DOCUMENTS
A.-1. 19-9136 Congratulations to the City of Coral Gables for receiving the "Good 2 Green" Award from
the South Florida Hispanic Chamber of Commerce.
Matthew Anderson, Senior Sustainability Analyst -Public Works Department said the
City received the Good to Green Award from South Florida Hispanic Chamber of
Commerce in August for all the sustainability and green initiatives, and he wanted to
share the award with the elected officials, the directors and staff because it is a team
effort as sustainability has become a fabric of the community, and it is the
responsibility of our government to protect the environment not only as our present
residents, but for our future residents as well. This is indeed a testament to our City
Commission and their leadership in continuing to push sustainability within our City
and thanked them for doing so.

A.-2. 19-9106 Presentation of a Proclamation declaring the week of September 17 through September
23, 2019 as "Constitution Week" in Coral Gables.

Mayor Valdes-Fauli stated that on September 17, 1787 the Founding Fathers
secured the blessings of liberty which they established and signed in the Constitution
of the United States, allowing people certain privileges, inalienable rights and
responsibilities of American citizenship. It was felt that all citizens needed to
understand the provisions and promises embedded in this priceless document and the
need to support, preserve and defend it against all intrusions, and American
citizenship whether by birth or naturalization should be celebrated. The Coral Gables
Chapter of the “Daughters of the American Revolution”, a society of patriotic women
is dedicated to the preservation of this priceless heritage. In 1955 the “Daughters of
the American Revolution” petitioned Congress to set aside September 17-23 annually
in observance of “Constitution Week” to remind us all of this invaluable legacy.
Dorothy Thompson (ex-Mayor of the City of Coral Gables) on behalf of the
“Daughters of the Revolution” (DAR) Chapter in Coral Gables, thanked the Mayor,
City Commission and citizens of Coral Gables. She also introduced two of their
members Marilyn Smalley and Paulette Worm. She thanked the Mayor for putting
the item at the end of the agenda because their Regent was in route from Palmetto
Bay, but was delayed because of traffic. However, they will receive the award on
behalf of the Coral Gables Chapter. She noted that in spite of people being busy, the
cyber age, while some organizations are dwindling in size, the Coral Gables Chapter
of DAR is increasing in members - and even though they meet in the daytime, the
young people, busy professionals, still manage to attend the meetings in honor of their
country. She then thanked everyone and accepted the proclamation.

Association’s Mission: Lifeline® EMS Gold Plus Award.

2018 Mission Lifeline
Mayor Valdes-Fauli introduced Fire Chief de la Rosa who was accompanied by
fellow fire officers regarding the Fire Department receiving the American Heart
Association’s Lifeline EMS Gold Plus Award. Fire Captain Jones spoke regarding
the significance of the award. He stated that they are celebrating one of the highest
accolades given by the American Heart Association, and that Coral Gables is the
safest place to have a heart attack with their units being on and off the scene within
twenty minutes and patients being taken to hospitals or having a door to balloon time
of less than 45 minutes which is imperative to know, because it increases the time for

patients not going into cardiac arrest. They are proud of this award because of the
hard work by the men and women of the Coral Gables Fire Department and grateful
to be able to continually advance in the treatment of their patients as they foster
partnerships with other hospitals in taking care of patients who have heart attacks.
Mayor Valdes-Fauli thanked and congratulated the Fire Department for receiving the
award, and jokingly stated that if anyone wanted to have a heart attack, that now
would be the best time to do it.

A.-4. 19-9094 Presentation of twenty-year service pin to Marangely Vazquez, Police Department.

Mayor Valdes-Fauli introduced the Agenda Item as Police Chief Hudak approached
the podium to recognize Ms. Vazquez for her twenty years of service to the City of
Coral Gables Police Department. Chief Hudak said that to do a job in any
department for twenty years is quite an accomplishment and today, they are
celebrating one of their own in the Police Department, Mara Vazquez who has been
answering the 911 calls for the past twenty years, and as a cop, that is like forty dog
years; and answering these calls is not something that is easily done. Officer Pedrosa,
Mara’s immediate supervisor joined Chief Hudak at the podium and spoke regarding
Mara. He stated that Mara had been with the department for twenty years beginning
as a Communications Operator and they understand the complexities of the job, the
911 calls, working in all the positions in the Communications Center, and that Mara
has always been that type of person who goes above and beyond, someone who has
always had a great attitude, energy and commitment. She is a believer in training and
has played an active role throughout her career by training the 911 operators who
have come through our organization. It is because of this that they are so proud of the
work that is done in the Communications Center and the experiences they have had
coupled with her leadership role in the Center that they recently promoted her to
Communications Supervisor, and with this position comes the responsibility to ensure
that all operators are trained, provided the latest and the greatest when it comes to
answering 911 calls, dispatching police and fire resources and all the other things that
go on behind the scene that we don’t realize; is not noticed and is often times taken
for granted when we dial 911. Mara has worked hard throughout her career and
continues to keep that great attitude and that is why we appreciate you and commend
you on a great career.
Ms. Vazquez stated that she is grateful for the career she has chosen and never
thought she was going to be here more than two to three years, but here she is twenty
years later, but overall, it has been a good ride so far, and thanked everyone. She
was then given her well-deserved twenty-year pin.

Mayor Valdes-Fauli introduced the agenda item regarding the Officer Justin
Gonzalez, recipient of the City of Coral Gables “Officer of the Month Award” for the
month of July 2019. Police Chief Hudak requested that Officer Gonzalez join him at
the podium. He continued by saying that Officer Gonzalez has been with the Police
Department for less than two years and is being recognized for his keen sense and
dedication to the job at hand. On July 6, 2019, while on duty in the vicinity of 4700
S.W. Eight Street, aka the Wishes Motel, he and his partner Officer Steven Perez
(11092) recognized a known criminal sitting in a parked Cadillac and because they
both suspected illegal activities to be taking place, conducted a surveillance. The
subject for unknown reasons suddenly sped away from the area. Officer Gonzalez
then instructed an employee at the motel to contact him should the suspect return,
which he did, the next day in another stolen vehicle. It was during his day off that the
motel employee called to inform him that the suspect had returned. Officer Gonzalez
immediately relayed the information to the officers on duty on the Bravo Shift and an
arrest was made. Officer Gonzalez has shown not only tenacity, but unwavering
dedication, in that when he goes home at the end of the day he is never really finish. It
also demonstrates how partnering with our community and businesses helps to deter
crime and it is because of his actions, he was awarded “Officer of the Month” for July
2019.
Officer Gonzalez thanked Officer Soto for the nomination, Police Chief Hudak, the
Majors and all those who had a part in him receiving the award. He additionally
thanked the Bravo Shift and all the officers for their hard work who were involved in
the apprehension of a known criminal.

Mayor Valdes-Fauli read the agenda item into the record. Karla Green, Human
Resources Director introduced the recipient of the “Employee of the Month Award”,
Mr. Efrain Fleites. Ms. Green stated that it is her pleasure to present this award.
She continued by saying that Efrain started with the City in January 2017 as a
part-time IT Technician. In April 2018, he was promoted to his current position as
IT Network Analyst I. He was nominated for this award by one of his supervisors,
Gisela Rodriguez because of his outstanding customer service, technical skills and IT
knowledge, his attitude for always going above and beyond in resolving ongoing
reliability issues with Legacy CCTV at the Country Club Prado and at Journey’s End
remote sites. He is also instrumental in coming up with the solution of setting-up
wireless solar cameras around the parks as well as a wireless access point to connect
the cameras to Wi-Fi and in so doing, it gives the Police Department a bird’s eye
view of the parks and increased public safety. He also serves as Human Resources
Department IT Liaison and it is a pleasure to work with him because of his great
demeanor, he is always courteous, efficient and a great person overall to work with
and her department couldn’t be happier for him to be recognized today as the
Employee of the Month for September 2019. At this time a video was played in
which Raimundo Rodolfo, IT Director spoke with regard to Efrain receiving the
Employee of the Month Award. Mr. Rodolfo stated that Efrain has demonstrated
great technical and problem-solving skills, high productivity, teamwork, excellent
customer service skills and a commitment to our organization and citizens. His work
has been instrumental in introducing technical infrastructures such as the community’s
intelligence center, public safety technology, outdoor equipment, emergency
management communications, smart cities initiatives, computer networks for new
buildings and technical projects and numerous other initiatives in collaboration with all
city departments. He always approaches new projects and challenges with a positive
attitude and works effectively with colleagues and contractors to achieve great timely
results, on budget and scope of work and has a proactive approach to continually
improve our technology and processes, and to keep learning and improving his own
professional skills. I have often times received great feedback from customers about
him and his work and the IT department is fortunate to have him as a key member of
our team. He then thanked Efrain for the excellent work he does for our City and its
citizenry and congratulated him on receiving this award.
Human Resources Director Green then asked Nelson Gonzalez, Assistant Director of
IT as well as Efrain to join her at the podium where he was presented with his plaque
and a check which he happily waived to the audience amidst loud applauses.
Assistant Director Gonzalez reiterated the sentiments of Director Rodolfo by saying
that Efrain was indeed a great addition to the team and how fortunate they are to have

him and it is a well-deserved award.
Efrain thanked God and everyone in the many departments he works with each day,
as well as his IT team because without their assistance he could not do what he does,
nor would he be able to receive this achievement. In closing, he said “thank you
everyone and God bless you.”

A.-8. 19-9167 Presentation of a Proclamation declaring September 26, 2019 as "International Rum Day"
in Coral Gables.
Mayor Valdes-Fauli read the proclamation recognizing September 26, 2019 as
International Rum Day in Coral Gables. He stated that there is an International Rum
Conference (IRC) which celebrates the art of rum making, showcasing over 300
rums. This event usually attended by many is a unique vehicle to learn about the art of
rum making, improving the craft and the direction in which this trend is going. Based
in Madrid, Spain for the past seven years, it is being held in the United States for the
first time, and they have chosen the “City Beautiful”, more specifically, the Biltmore
Hotel to hold their conference. This four-day celebration of the art of rum making will
consist of a tasting competition seminar with prizes awarded to the best in their
respective rum category and recognizing the work done in elevating rum. Flanked by
the Mayor and City Commissioners, the IRC Representative for the conference was
presented with a proclamation and the Keys to the City. The IRC Representative
stated that it was an honor for him to receive the proclamation and plaque on behalf
of IRC and thanked the people of the “City Beautiful”, the Mayor and City
Commission as well as all the partners who helped to make the event a success. They
are excited about the partnership, committed to the Biltmore in holding the event there
and all is welcome to join them.

City Attorney Ramos: I need to make the announcement for Executive Session,
because we will not be adjourning until after…
Commissioner Fors: I wanted to just recognize somebody on the record. This
weekend was the Coral Gables Bar Association Annual Gala. It was held at the
historic Douglas Entrance Ballroom. I used to be the Past President of that
organization. Our keynote speaker this weekend was actually our City Attorney
Miriam Soler Ramos. She delivered an amazing speech where she sort of gave a legal
review to over 200 attendees, as well as over 25 sitting Judges in Miami-Dade
County regarding the unique legal challenges that our cities face. She represented us
beyond what I could have ever hoped for a City Attorney to do. Just want to say
thank you for representing us so well on that platform.
Mayor Valdes-Fauli: Thank you. Thank you very much.

Vice Mayor Lago: Always making us proud. Commission Keon anything?
Commissioner Keon: No.
Vice Mayor Lago: I have one item. Palms on 57 Avenue - the landscaping on 57th
Avenue, running from Bird Road all the way to Ponce de Leon. I know that Brook
has come up on multiple times to discuss that issue. That still stays in limbo, nothing
has come forward, you know we are supposed to be planting trees on the swale. I’d
like to know where we are at in regard to that. And the second is the landscaping on
57th Avenue and Bird Road that was installed, some Palm trees, some low-lying
bushes, those are in horrible shape. People swerve off the road to avoid the backup
in traffic and they basically just run over all those trees. Its Green Island Fichus those
hedges that are there.

Assistant City Manager Santamaria: Yes, Green Island Fichus.
Vice Mayor Lago: Can we just take a look at those and make sure. I know it’s a
constant battle because people are running them over. They haven’t seemed to grow
all the way into the street, but people swerve out of the way and just run them over.
Assistant City Manager Santamaria: My understanding is that the plantings on the
south side of Red Road, the southern end of it will be happening within the next few
weeks. Regarding the Green Island Fichus, that’s something that until that fully
establishes itself its…
Vice Mayor Lago: They never give it an option, an opportunity to fully establish.
Assistant City Manager Santamaria: We can look at something else there, but it’s
going to be complicated. So, it’s a DOT right-of-way.
Vice Mayor Lago: I know. It’s a tough area. I know we are trying to do what we
can. I’ll make sure.
Mayor Valdes-Fauli: We had planted beautiful orchids…orchids in our courtyard
here and Mr. City Manager they need to be watered every day, just with a hose.
City Manager Iglesias: We’ll water them.
Mayor Valdes-Fauli: Nothing fancy, just every day.
City Manager Iglesias: Mayor, I’ll make sure. I’ll talk to Dena and Brook.
Mayor Valdes-Fauli: Thank you. Anything else?
Vice Mayor Lago: Let me ask you a quick question. On Blue Road, can we take a
vote on that issue or no?
City Attorney Ramos: I don’t know that you need one, it’s been funded, you are just
giving a general update, but if you want to give specific direction then you should.
Vice Mayor Lago: Yes. Specific direction is that it be design and public input, and be

Anyone who wishes to address the City Commission on an item to be considered for

Cards can be obtained on the credenza located outside the office of Commissioner Keon

the litigation styled Raul Mas Canosa v. City of Coral Gables, et al ., Case No.
