Hernandez, Winner of the 1st Annual Essay Writing Contest Presented by the City of Coral Gables in Celebration of Florida City Government Week Attachments: Coral Gables Essay Competition - Amanda Hernandez Mayor Valdes-Fauli presented the proclamation to Amanda C. Hernandez, a student at Carrollton School of Sacred Heart who wrote a 500-word essay on “What makes the City of Coral Gables special and what would you do if you were in charge?” The essay contest was in celebration of “Florida City Government Week” in Coral Gables in which students from Middle and High Schools in Coral Gables participated and she was selected the winner. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 City of Coral Gables Page 1 City Commission Meeting Minutes November 12, 2019 A.-2. 19-9375 Presentation of a $2,622.13 donation from the City of Coral Gables to the Coral Gables Community Foundation collected during the “Pumpkin Patch at Pittman Park,” and benefitting Coral Gables Prep Academy and Crystal Academy. Mayor Valdes-Fauli introduced the proclamation. Fred Couceyro, Director of the Community Recreation Department stated that the Pumpkin Patch event was held next to Pitman Park. It was a great event and partnership in which the City was happy to be a part of and there was a wonderful turnout. The proceeds go through to the Coral Gables Community Foundation which then gives it to the community. Ms. Mary Snow from the foundation thanked the City for allowing them to benefit and to share the proceeds from the Pumpkin Patch event each year with great local organizations. Approximately $1,300 goes to Crystal Academy for their wonderful programming and the other half to the Eagles Nest Fund, which is a group of wonderful parents at the Coral Gables Preparatory Academy and is fiscally sponsored by the Community Foundation. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 A.-3. 19-9302 Presentation of a Proclamation declaring November 30, 2019 as "Small Business Saturday" in Coral Gables. Attachments: Proclamation Mayor Valdes-Fauli introduced the proclamation and Commissioner Mena read it. Mark Trowbridge, President and CEO of the Coral Gables Chamber of Commerce stated that it was the 10th year of Small Business Saturday and in celebration of this anniversary, they have partnered with American Express and the Women Impacting Public Policy (WIPP) to put together a full day of activities and events on Saturday, November the 30th, the Saturday right after Thanksgiving and he hopes that people after shopping at other locations would patronize the shops here in Coral Gables. He noted that two out of three jobs are created by small businesses in Coral Gables., whether it is with retail restaurants or small businesses here, they want to herald them on that day and celebrate them. He also mentioned that the City of Coral Gables has been chosen as one of 10 spotlight communities in honor of the 10th anniversary and will be having some incredible activities which would begin at 10:00 a.m. on Giralda Plaza and then will fan-out throughout the City and he wanted everyone to stay tuned for more information regarding this event. He thanked the City for their continued support especially the Economic Development Department as well as Fred and his team, for approving their special events permits so that they can have a terrific day, and the leadership for being there and he was looking forward to seeing everyone on Saturday. This Presentation/Protocol Document was Presented and Filed City of Coral Gables Page 2 City Commission Meeting Minutes November 12, 2019 City Clerk Item No. 3 A.-4. 19-9364 Presentation of twenty-year service pin to John A. Butler, Community Recreation Department. Attachments: CM_20 Year Service Pin Recipients - John A Mayor Valdes-Fauli introduced and presented the proclamation to John A. Butler, from Community Recreation Department who is being recognized for his service with a 20-year service pin. Fred Couceyro, Director of Community Recreation Department stated that Mr. Butler works at the Salvador Tennis Centers ensuring that the surface grounds are conducive for playing tennis, and it is a lot of work. He has been doing a wonderful job for quite some time now, and they would not be able to do what they do at the Tennis Center without him. Director Couceyro thanked Mr. Butler and told him that he appreciates him. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 4 A.-5. 19-9319 Congratulations to Officer Arturo Lujan, recipient of the City of Coral Gables “Officer of the Month Award,” for the month of September 2019. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH SEPTEMBER 2019.doc Officer of the Month A.Lujan(1).pdf Mayor Valdes-Fauli made the introduction and Police Chief Hudak spoke regarding the outstanding work that Officer Arturo Lujan was doing which qualified him to receive the “Officer of the Month Award” for the month of September 2019. He stated that Officer Lujan at the tail end of the month of August and in September made four arrests due to his keen observation, dedication and commitment to our community in keeping it safe. He was able to make these arrests, at times with the assistance of fellow officers, of individuals committing vehicle and apartment burglaries and also apprehending the individual who had an outstanding warrant. Officer Lujan said that he is often asked what is the best part of being a police officer in the City of Coral Gables to which he would respond, “it is its residents”. He continued, by saying that the capturing of these bad guys and the closing of these cases is 100 percent accredited to the residents who called it in. He knows that this is a community that loves and embraces the police department, and an example of this is the Fourth of July, when police officers are on duty and residents would bring them food. He also noted that they have a chain of command that encourages and supports them when they bring ideas to them about being proactive in the apprehension of criminals. He thanked the Mayor, City Commission and Chief Hudak. Chief Hudak thanked Officer Lujan, a veteran for his service to his country and his department. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 City of Coral Gables Page 3 City Commission Meeting Minutes November 12, 2019 A.-6. 19-9321 Congratulations to Detectives Taha Khaled and Jason Cruz, recipients of the City of Coral Gables “Detective of the Quarter Award,” for the third quarter 2019. Attachments: COMMISSION COVER MEMO - DETECTIVE OF THE THIRD QUARTER 2019.doc Detective of the 3rd Qtr.K.Taha - J.Cruz.pdf Police Chief Hudak introduced the recipients of the “Detective of the Quarter Award”, Taha Khaled and Jason Cruz who was running late, but in route to the ceremony. He stated that these two detectives were being honored for their relentless pursuit of predators which turned out to be two female members of a gang responsible for seven vehicle burglaries in Miami and Coral Gables. Credit was also given to the other agencies that played an integral part in the apprehension of these two individuals. Detective Khaled thanked the Mayor and City Commission, Chief Hudak and Major Medina for the opportunity given him to move up to the Criminal Investigation Division. He also thanked his family, co-workers and the cooperation of the community for their great reporting skills making the arrests possible. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 A.-7. 19-9322 Congratulations to the Coral Gables Fire Department Rapid Intervention Team Competition team for their 2nd place finish at the Fort Lauderdale Fire Expo. Mayor Valdes-Fauli introduced the recipients of the Fire Department Rapid Intervention Team who won 2nd place at the Ft. Lauderdale Fire Expo. Fire Chief Marcos de la Rosa stated that a great objective of the Fire Department is the training and development of its personnel, and the way to do so is to challenge his personnel in a competition setting, such as the Rapid Intervention Team. Deputy Fire Chief Dean James then explained in detail the process which is a requirement by OSHA for all fire departments in the event something went wrong, and that would be their last line of defense. He also thanked them and accredited them for sharing the knowledge they learned with fellow firefighters. Cover Memo_EOM October 2019_Eddie Coard Jr Mayor Valdes-Fauli introduced the “Employee of the Month “recipient, Solanch Lopez, Assistant to the City Manager. Maria Milian, Assistant Director-Human Resources stated that Solanch began her career with the City in 2013 as a part-time employee in the Parks and Recreation Department (also known as the Community City of Coral Gables Page 4 City Commission Meeting Minutes November 12, 2019 Recreation Department) working her way up through the ranks. She has demonstrated to be an exceptional employee who is an asset to her department and the City. At this time, a video was shown of a typical workday for Solanch and when the video ended, everyone applauded. Mr. Ed Santamaria, Assistant City Manager thanked Solanch for her invaluable service to his department. Applause. Ms. Lopez thanked the Mayor and City Commission, Carolina Vester who first hired her, the resident who nominated her and for City Manager Peter Iglesias for all the opportunities he has afforded her. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 8 A.-9. 19-9405 Presentation of a Proclamation declaring November 12, 2019 as "Dona Spain Day in Coral Gables." Mayor Valdes-Fauli introduced the proclamation declaring November 12, 2019 “Dona Spain Day in Coral Gables”. Ed Santamaria, Assistant City Manager stated that it is with gratitude that he is presenting this proclamation to Dona for 22 years of service, and who has been an invaluable member of his staff, someone with tremendous experience and a great advocate for historic affairs and cultural endeavors in Coral Gables. She has been great to work with having only worked with her for three years, but it feels like sixty (laughter) it’s historic. The thing with Dona is that you always know what’s on her mind, that is refreshing and that’s a good thing. He then thanked her for 22 years of dedicated service. The Mayor then read the proclamation in her honor recapping Dona’s stellar career and contributions to the City of Coral Gables. (Applause and a standing ovation). Dona thanked everyone and jokingly stated that she does not know how patient she is, but that she loves the City and is honored to be an employee --- and while trying to hold back her tears --- she said that she intends to be an involved resident, thanked everyone and is appreciative. The Mayor started laughingly as he remembered once having a big discussion with Dona in which he disagreed with her, and she wanted to declare him historic. She also jokingly responded that he should embrace it, to which the Mayor stated, “absolutely not”. The Mayor then presented her with the key to the City, the highest award given by the City (applause). Assistant City Manager Santamaria also presented her with a model of City Hall, stating jokingly that the windows on it weren’t impact glass. City Attorney Ramos at this time asked permission to read a statement from former City Attorney Craig E. Leen, who expressed sentiments of respect for Dona as a public servant, her love for the City and the body of work she will be remembered for. He wished her the best and is thankful to call her his friend. City Attorney Ramos stated that Dona will be missed to which Dona responded, “Thank you”. Dona was then joined by members of her staff and members of the boards she was secretary to for a commemorative photo. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 10 City of Coral Gables Page 5 City Commission Meeting Minutes November 12, 2019 Time Certain 9:30am (Agenda Item A-10) A.-10. 19-9338 A celebration of the restoration / rehabilitation of two wood -frame residences in the MacFarlane Homestead Historic District, a Local and National Historic District Attachments: MacFarlane GOB grant presentation for City Commission Nov 2019 COVER.MEMO.MACFARLANE.NOV2019 Mayor Valdes-Fauli introduced the item pertaining to the celebration of the restoration/rehabilitation of two wood-framed residences in the MacFarlane Homestead Historic District, a local and National Historic District. Dona Spain, Historical Resources and Cultural Arts Director showed a PowerPoint presentation depicting the initial painstaking work through the final restoration of the two wood framed residences, namely 129 Frow Avenue and 110 Oak Avenue. This project is a joint effort with Miami-Dade County. Dona asked all those involved in the project to stand with her at the podium. She humbly stated that she didn’t have much to do with it, however, Commissioner Keon quickly interjected by saying that this was an understatement, because Dona was instrumental in bringing this project to the City of Coral Gables Historic Preservation Board and have it moved from the County to the City with her oversight and that is what made the project happen. Dona said she appreciates Commissioner Keon saying that and thanked her, further saying that there is a fund to continue this project because there are other homes needing restoration. A representative from Miami-Dade County stated that the program was challenging, but a necessary project for families in saving the homes for them because they have lived there all their lives and we should help them, and we did, but it was a team effort between the City and the County. Vice Mayor Lago mentioned the contributions made by Commissioner Xavier Suarez, Miami-Dade County in putting forth monies. He remembers doing a walkthrough of the homes with Dona and meeting the homeowner whose roof had caved-in, and both going to meet with Commissioner Suarez to discuss where the County was in the process, the funding, as well as making sure that it was County-funded, and emphasized that it is an important part of the City’s history. He then thanked everyone who had a part in making this happen. The resident of one of the homes when asked to speak, gave a brief insight of how she labored on her home, the pride she has in homeownership and how thankful she and her children are as she described the efforts and sacrifices she made to ensure that her children stayed in their home and attend school in that community. Commissioner Keon applauded her for being a good mother. The homeowner stated that she is happy, grateful and thankful for her home to which Dona responded, “you deserve it.” The project manager stated that it was a humbling experience to help the residents get back into their homes; it was a pleasure working with Dona and the historic team and they should be applauded for that; and it was a great privilege in addition to being gratifying to work on turning these homes so that they can live in them for the rest of their lives with their families.
