Urquia, City Clerk City Commission Meeting Minutes May 26, 2020 The City Commission Meeting will be held as a VIRTUAL MEETING with elected officials and City staff participating through video conferencing. This virtual meeting will be held on the Zoom platform used by the City Clerk for live remote comments. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. In addition, the public may comment on an item on the agenda using the City’s already established e-comment function which may be found on the City’s website at: (www.coralgables.com\commissionmeetings) or by sending an email to cityclerk@coralgables.com prior to the start of the meeting. The meeting will also be broadcasted live for members of the public to view on the City’s website (www.coralgables.com\cgtv) as well as Channel 77 on Comcast. The public hearing for items F-3, F-4, F-5, and F-6 will be consolidated. Any person wishing to provide testimony during the public hearing for these items must appear by video conference. An individual who wishes to testify but does not have video conference capabilities, may provide testimony by using a dedicated station for video conferencing located in the City Hall courtyard. PLEASE NOTE THAT ALL PERSONS MUST WEAR A FACIAL COVERING/MASK EXCEPT WHEN PROVIDING TESTIMONY AND ALL PERSONS MUST MAINTAIN 6 FEET BETWEEN EACH OTHER. Please note that Governor DeSantis’ Executive Order Number 20-69 and Executive Order 20-112 suspended the requirements of Section 112.286, Florida Statutes, the Florida Sunshine Law, that a quorum to be present in person, and that a local government body meet at a specific public place. The Executive Order also allows local government bodies to utilize communications media technology, such as telephonic and video conferencing for local government body meetings. There are no City Attorney items. I think we've been through the whole agenda from City Clerk items. Discussion items by the Commission for the City Manager and City Attorney. Commissioner Keon: I thought we were going to start Planning and Zoning Board meetings. There's a number of things that made, especially the [Inaudible] for the Zoning Code. You know, I think they were supposed to go a couple months ago. And I know that they are, it's hard to take testimony, but we've shown today that we can, so wondered if you have any plans to restart some of those you know, the more significant boards whose decisions and recommendations we really rely on for us to take action. City Manager Iglesias: Commissioner, we looked at starting the, we're looking at a July date for those boards and the ban certainly on the zoning issues. We've had a good time to work with the Plater-Zybert group to get that great close to refinement. So, I think they will be written... Commissioner Keon: Is it final yet Peter? City Manager Iglesias: It’s not quite final. But it’s ready, I believe, for the...Miriam and I to look at very soon. Commissioner Keon: Okay. So, July would be a potential starting time. I also wondered where the RFQ was for Garage 1. City Manager Iglesias: The RFQ for Garage 1 is, we are looking, we are working with our traffic consultant and looking probably at sometime in July for an RFQ for a consultant to select the consultant. I’d like to actually proceed with the design of the parking garage. We're looking at that as truly a mobility help, not as a parking garage. So, I think it gives us time to get that the design done permitted, and then make a decision when we start. Our starting date has to be before September of 2022. Commissioner Keon: Who's doing the…[Inaudible]…for the design. Yes or no. City Manager Iglesias: I'm sorry. Excuse me. Commissioner Keon: I thought…[Inaudible]… City Manager Iglesias: I'm sorry. I couldn’t hear you Commissioner. City of Coral Gables Page 22 City Commission Meeting Minutes May 26, 2020 Commissioner Keon: I thought an RFQ was to go out for the design, is that you have another…? City Manager Iglesias: Oh yes, yes. We just want to make sure that the RFQ is put out correctly because we are dealing with a mobility. We're not dealing with just a regular garage. So, we want to make sure that, we worked on a -- I think a very good plan now. So, we don't want to standard garage. We're looking at a mobility. So that process is just about ready, and we probably will be out in July. Commissioner Keon: Okay. Yeah. That was my question. Thank you. City Manager Iglesias: It’s not in June. It’s not next month. Commissioner Keon: But July. Okay. Mayor Valdes-Fauli: Any other comments from members of the Commission? Commissioner Mena: I had a question. I have a quick question, which is just if we want to discuss it or not. But when are we contemplating potentially reinitiating meetings, our meetings in person? And when do we anticipate City Hall, in particular opening back up with whatever restrictions in place? City Attorney Ramos: With regards to the virtual meetings from a legal standpoint, the emergency order runs through July, unless it's extended. So, we could have our June meeting like this. That would be permissible, if that’s what we wanted to do. Mayor Valdes-Fauli: Can I make a suggestion, Commissioner. That’s a very good question. Let's wait till our next meeting to see what the results are, how we're doing with our opening the restaurants and shops, etc., and we'll discuss it at that time, if that's okay. Commissioner Mena: Yeah. No, problem. I would just, you know, I would have somebody start sort of contemplating, if we are considering doing that at some point in the next, you know few meetings, what that's going to look like, you know, what little adjustments we can make so that we are properly, you know, distanced and whatnot. But I think, I speak for myself when I'm open to discussing what those adjustments are and what we can do when the time's right, but I'm happy to wait for next meeting. Vice Mayor Lago: Commissioner Mena, I also wanted to, I mentioned this, not the last meeting, but the one before that in reference to when are we going to come back City of Coral Gables Page 23 City Commission Meeting Minutes May 26, 2020 to City Hall, to at least host these meetings? I'm also ready. I think it's a great opportunity. I think that we should start working on ensuring that we have everything taken care of. I think some of the residents would actually look forward to having these meetings in person. So, I'm also in favor of commencing to find a strategy to implement these meetings in person as soon as possible. City Attorney Ramos: The Manager, the Clerk and I have discussed what kind of the next phase would look like, and the idea that we can have it in Chambers with all of us six feet apart and then it would be a hybrid meeting. So, the public would continue to attend virtually to limit the amount of people in the room, but at least we would be in the room and then staff could come in and out as needed to make presentations. Mayor Valdes-Fauli: Actually, the other day, Madam City Attorney, with us six feet apart we would need a 70-foot podium. City Attorney Ramos: I think Peter and Billy actually measured it and it and it worked, but I wasn't there. Mayor Valdes-Fauli: Okay. City Manager Iglesias: It would be sitting at the very extremes. I think it would be City Clerk, City Attorney and myself, we have to sit outside. However, let me just say that we have kept all the functions of City Hall opened. We do have our Code Enforcement, we do have permitting. We do have our inspectors all working, and so, we have not stopped the functions. We have not closed City Hall. We're still working from the outside. I just want to make sure how Phase One works, and I want to make sure that we don't have any issues as far as contamination of City Hall. So, we just wait and see, and we'll be looking at this further next month. Mayor Valdes-Fauli: And I'm coming in with certain regularity and I do see people bringing plans and plans being processed, people picking them up. So, it is working. It is working remote and we are keeping our employees safely. Any other comments from members of the Commission? Vice Mayor Lago: I just wanted to make a quick comment. I had the pleasure of dining out twice this past week in support of the restaurants, taking my lovely wife out to dinner for her birthday, it’s long overdue. First time we go out in a long time, like many of you. And I just wanted to compliment the restaurants and all the businesses. They're doing an exceptional job in abiding by CDC guidelines and ensuring the safety of, not only the patrons, but everyone that works in the restaurants; and after speaking with a lot of the guests and speaking with a lot of employees, they are just City of Coral Gables Page 24 City Commission Meeting Minutes May 26, 2020 excited to be back to work. No matter if it's the new normal for the present being. So, I asked everybody out there who was, again, feeling well, in good shape to go out and to patronize, you know, our restaurants, our businesses, because they could surely use your help. So, it's a good opportunity. People are being extremely careful and I just wanted to commend the restaurants and give people reassurance at home who are listening to this meeting that, you know, our Public Works team, our Code Enforcement, our Police are monitoring the situation, and overall we have a lot of compliance in regards to our businesses and the people who are visiting the businesses.
