The City of Coral Gables will be holding its Regular Meeting on Tuesday, January 12,
2021, commencing at 9:00 a.m.
While the City is back to live in-person meetings, members of the public are still able
to participate via the Zoom platform used by the City Clerk for live remote comments.
Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available
so that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To
speak prior to the City Commission taking action on an Agenda Item, please "Raise
your Hand" or send a message to one of the meeting hosts using the Zoom Platform.
If you joined the meeting via telephone you can "Raise your Hand" by pressing *9.
The public may comment on an item on the agenda using the City’s
already-established e-comment function which may be found on the City’s website at:

The Meeting was called to order at 9:05 a.m.

Father Omar Ayubi from St. Theresa Catholic Church gave the Invocation.

A.-3. 21-1968 Personal Appearance by Miami-Dade County Mayor, Daniella Levine Cava.
Mayor Valdes-Fauli introduced and welcomed newly elected Miami-Dade County
Mayor, Daniella Levine Cava. He stated that it was a tremendous privilege and
honor to have her visit one of her municipalities, Coral Gables, a municipality that tries
to do everything to be good County citizens, County residents and thanked her for
being there. He continued by saying that as a commissioner she proved herself to be
an advocate of green initiatives which is close to the City Commission’s heart and
looked forward to collaborating with her during his last few months as Mayor - he is
looking forward to that - and he is confident that she will do great things for the
residents, and it has been a welcomed addition or change because in the times that
she has been here and they have worked with her, she have shown a willingness to
cooperate, consult, get advice from them, get their opinion as to what is or not
needed, including the curfews, etcetera as well as her leadership with the
vaccinations, and concluded by saying that everyone there is looking forward to
serving with her in the next few years, and thanked her.
Miami-Dade County Mayor Levine Cava thanked the Mayor and City
Commissioners individually and said she was grateful to be there and is a great fan of
the City of Coral Gables where she was a resident for many years and her children
were raised. She is proud of the work of the leadership on issues such as the
environment, transportation, economic development and in so many things and that
the City sets the stage, the tone for many others. She acknowledged that they are all
here in trying times and piggybacked on the Mayor’s reference to vaccines and
Covid and how essential, now more than ever that they work together across the 34
municipalities to communicate, coordinate and collaborate to finally get it right and
that they all speak with one voice. She believes that is what is going to help them
move forward to restore health and their economy which can only be done if done
together, and again thanked them for their leadership, and reiterated that she is there
for them, that she wanted to hear what all their concerns are, their priority needs,
their advice on how they can work together, how they can be a united voice to the
State, Federal government, and letting the residents know that they are there for them,
even across jurisdictional lines. Continuing, she stated that they do not stand on
ceremony, it needs to get done for everyone, especially how the pandemic is
addressed. There is a struggle with the lack of vaccine, the eagerness especially with
the older residents and those with health challenges. To get to this vaccine, she is
aware that the supply is outpaced by the tremendous demand, and there is the
challenge of those who do not want the vaccine which they know is going to have to
reach a certain level before it is safe to get back to some form of normalcy in their
daily life. She thanked the Mayor for his leadership and years as Mayor, his
partnership and she is looking forward to continuing to work together on these issues

and thanked everyone.
Mayor Valdes-Fauli thanked Mayor Levine Cava and told his fellow City
Commissioners that it is a breath of fresh air to get a call from Miami-Dade County’s
Mayor -- what is the purpose of the call? -- I want to know what you think about
something, you know, whether it is the curfews, the restaurants, whatever. He
acknowledged her awareness of the needs of municipalities and for coming and
having them get an opportunity to know her personally. Mayor Levine Cava thanked
Mayor Valdes-Fauli for his comments.
Commissioner Keon stated that it was a pleasure to see her, having known her for 30
years and worked together throughout the community for a long time and it was a
pleasure to see her as Mayor of Miami-Dade County, and congratulated her. Mayor
Levine Cava thanked Commissioner Keon.
Vice Mayor Lago thanked Mayor Levine Cava for appearing before the City
Commission considering her hectic schedule. He too, referred to her as a breath of
fresh air, and that Mayor Valdes-Fauli took the words out of his mouth, and it is a
privilege to have her as their Mayor. Continuing, he said that he had the opportunity
to serve with her on the TPO (Miami-Dade Transportation Planning Organization)
and have been on the same side of many issues regarding transportation, issues with
the rail and who deserved to have the rail, and those are the individuals in our
community that are most needy. Also, they have been on the same side regarding the
Biscayne Bay which she has been advocating for, for a long time. He congratulated,
thanked her for her efforts, and stated that he appreciated her honesty. They have a
big mountain to climb, it is going to be difficult, but with collaboration, the breath of
fresh air between municipalities and the County, it is something that is new, and
together they can work together to deliver on behalf of their residents. He
appreciates her having an open door, something that they are grateful for and thanked
her. Mayor Levine Cava responded absolutely, that is the plan, and made mention
that her husband is a physician whose office is in Coral Gables and wanted to thank
them for that. Mayor Valdes-Fauli thanked her and said it was a pleasure.

D. MAYOR'S COMMENTS
Non-Agenda Item: Raimundo Rodulfo, Director of Information Technology / Chief
Innovation Officer honored with the Key to the City by Mayor Valdes-Fauli.
Mayor Valdes-Fauli stated that Mr. Rodulfo has placed the City in the forefront of
technology in the United States with the City having received awards for cities with
under 75,000 people as being the best City in the United States, and an example to
their Sister Cities. Mr. Rodulfo has made them proud. He was then presented with
the highest honor given by the City, the Key to the City in gratitude for all he did and
continues to do.
Vice Mayor Lago stated that Raimundo is always humble and deservers the honor
because he is a special type of person.
In response, Mr. Rodulfo said he was speechless, and that the recognition is for his
team who made this possible, the City Commission’s support, the leadership in the
City and the citizens for their trust. He is humbled by this, acknowledges the great
honor and thanked everyone. Mayor Valdes-Fauli then presented him with the Key
to the City as he was flanked by City Officials. City Manager Iglesias mentioned that
he was also the City’s Chief Innovation Officer.

Mayor Valdes-Fauli: Anything else to come before the Commission?
Vice Mayor Lago: Yes.
Mayor Valdes-Fauli: Of course.
Vice Mayor Lago: Congratulations the meeting ended at 1:30 p.m. I welcome
everybody back after great holidays. I wanted to echo some of the sentiments
brought forth by the Mayor in the beginning of the meeting. I wanted to encourage
everybody to get vaccinated, especially the elderly and those who are most sick. My
father was vaccinated being a physician by Coral Gables Hospital, which they are
doing it just for the physicians and the nurses. He hasn’t had any side effects and it
was a very smooth roll in transition. I mention that because I want people to
understand the importance of that and have faith and trust in the process. I also want
to mention to people that wearing your mask works. We try to wear our mask
everywhere we go. Have faith in wearing your mask. Its not anything we should
worry about. Continue to wear your mask and I see a brighter future down the
horizon as the vaccinations roll out in larger scale. People continue to wear their
masks; we have warm weather. I think the future is going to be very bright. I want to
ask everyone to please join us by Zoom. You can see, the city has done an incredible

job and I want to congratulate Martha Pantin, the Manager, staff, the ACM,
everybody and Communications for really revamping the way that we put notices out
there. Our social media has taken a huge step forward. I want to congratulate them,
not only in the content, but also in the quality of the presentation, the clarity, and the
amount of notice taking into consideration Commissioner Fors’ legislation for
transparency. Please come to the Zoning Meeting, the Zoning Workshop meeting that
I called for that deals with everything under the sun in regard to the zoning meeting. I
had a conversation with the Manager. We are going to do a limited presentation. This
is not about the Commission, if the Commissioners want to attend, but they will not be
speaking. I’ve asked this to be about the residents and that staff answer every single
question, no matter how complex or simple it is, answer every single question, take
note of it and if they can’t answer at that moment, respond on the record. The Zoning
Meeting is on Thursday, January 14th at 5 p.m., it will be by Zoom. It has been
notified. I put it on my Tweeter, Instagram, Facebook, the city has done that,
everyone on the Commission has done that, put it in the Herald. Its been properly
documented, I think in the Coral Gables Magazine, its everywhere. So, no one should
say that we didn’t do everything we could to get people’s input. Your input is
important, we need your input, and we look forward to seeing you on January 14th.

Mayor Valdes-Fauli: Anybody else any other comments.
Commissioner Keon: I also had the vaccine. It was painless and effortless. I did it
through Jackson South. It went very, very quickly and very orderly. We are going to
have a community conversation the last week in January with Dr. Eileen Marty from
FIU to answer any questions that anyone has or any concerns they have with regard
to the vaccine. So, I hope you’ll look for those notices. We’ll notice it as the date
comes sooner and we firm up all the details.

Commissioner Mena: I had a quick comment Mr. Mayor. Earlier on the Consent
Agenda we approved an item for the Firefighters to be able to get the vaccine and
whatnot. I made a comment to the City Manager yesterday that I’d just like to echo
here today which is, and I know they are looking into it. I would love for the city to
look into the possibility of potentially partnering with somebody to be able to
administer in-home vaccines for those few residents in the city that are truly
homebound. I think we have a list of give or take, I want to say a total of 150

residents, but don’t quote me on that number, who we have a list of them from prior
efforts relating to the hurricane and things like that. And I would just encourage the
administration to please look at possible avenues to be able to provide that service to
those older residents who don’t have the ability to travel to get the vaccine, to the
extent that they are interested that perhaps our Fire Department can work with either
one of our local hospitals or provider to be able to administer those vaccines to those
people who obviously need it.
City Manager Iglesias: Commissioner Mena, may I say, we are looking into that
already.

B. PUBLIC COMMENTS
During this portion of the meeting, an individual may address the City Commission on an

scope of the City Commission’s jurisdiction. If the individual wishes to address the City
Commission on an item that is on the agenda, the individual shall not be given an
opportunity to speak again once the item is called. An individual who wishes to speak
during a public hearing where the City Commission is sitting in a quasi -judicial capacity,
must speak during the public hearing for that item.
Individuals who speak during the open public comment portion of the meeting shall be
given three (3) minutes during which to address the City Commission. At the conclusion

the Coral Gables City Commission adopt a resolution amending Resolution No .
2015-101, passed and adopted on June 16, 2015, to incorporate the Transportation
Advisory Board into the review process for site plan approval or other development
applications for individual projects, and into the review of proposed legislation that could
impact transportation, including but not limited to the City ’s local Comprehensive Plan,
Land Development Regulations, Zoning Code, Code of Ordinances, Development
Overlays, and Master Plans; further establishing a requirement for recommendations of
the Transportation Advisory Board to be considered by the City Commission or other
quasi-judicial decision-making board of the City before final approval; providing for
implementing Code modifications as may be necessary; and that this resolution shall

2.-2. 20-1929 A Resolution of the City of Coral Gables Transportation Advisory Board requesting that
the City Commission delay the approval of any Zoning Code changes affecting the City ’s
Crafts Section until a comprehensive traffic study has been conducted detailing the
potential impacts of those zoning changes.

increasing the number of dock slips from eight (8) to nine (9), all other conditions of

Inc. pursuant to Section 2-764(b), Approval of Change Orders and Contract Modifications,
in the amount of $1,750,000 for the roof replacement projects.

to recognize as revenue a $430,000.00 transfer from Storm Water Fund Balance, and to

K.-1. 20-1916 A Resolution of the City Commission confirming the election of Troy Easley, who ran
unopposed for the City of Coral Gables Retirement Board Firefighter Employee
Representative Seat, for a term beginning January 1, 2021 through December 31, 2022;
and the re-election of Marangely Vazquez, to the Coral Gables Retirement Board
Participating Regular Full-time (General/Teamster) employee representative seat for a
term beginning January 1, 2021 through December 31, 2022.
K.-2. 20-1927 A Resolution of the City Commission granting permission to the City Clerk to proceed
with preparation of the Municipal Election Order Form in conjunction with Miami -Dade
County Elections Department for services, materials and support to be rendered, in
connection with the Coral Gables General Biennial Election of April 13, 2021, to procure
the necessary ballots and other forms, to arrange for the use of voting machines, provide
appropriate absentee ballot request policy (In those instances wherein Miami-Dade
County manages the distribution of absentee ballots) and canvass of returns from our
designated precincts within the City of Coral Gables.
K.-3. 20-1930 A Resolution of the City Commission making provisions for holding a General Biennial

2006-11, must register with the City Clerk, prior to engaging in lobbying activities before

Any person, or persons, wishing to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, will require a verbatim
record of the proceeding upon which the appeal is based. Interested persons should,
therefore, take the necessary steps to ensure that a verbatim record of the proceedings
is made which contains the testimony and evidence upon which the appeal is based.
Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
