PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 21-2344 Presentation of a Proclamation declaring the week of April 11, 2021 through April 17, 2021 as "National Public Safety Telecommunications Week" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-1 declaring the week of April 11, 2021 through April 17, 2021 as “National Public Safety Telecommunications Week” in Coral Gables and Police Chief James E. Hudak making the presentation was joined by some of the telecommunications operators. Police Chief Hudak began his presentation by saying that it has been an extremely difficult 2020 because of the pandemic, with them handling more grief calls from the anxiety of the community and doing so with unbelievable grace and fortitude. He then introduced the City’s communication team namely, Monica Cardoso, Communications Manager; Martha Moreno, Supervisor; and Linda Maestre who prior to working for the City worked for the City of Homestead, along with the remainder of the command staff. They are a partial representation of the individuals who answer the phones every night when there is a call for help in the middle of the night and he is honored to work with and to be their boss. Commissioner Fors, Jr., then read the proclamation honoring the City’s telecommunication operators. City of Coral Gables Page 2 City Commission Meeting Minutes May 11, 2021 Mayor Lago reflected on his experience having made that phone call twice in the middle of the night and thanked them for making a rather tense moment in his life not bearable, but they held their hand through a difficult moment in his family’s history, and if it weren’t for their hard work and commitment to their community, he is uncertain that his family would have had the outcome they had and thanked them on behalf of the Commission, because their commitment does not go unnoticed. Attachments: Cover Memo, FF of Month, March 2021 Notification letter for March Mayor Lago introduced Agenda Item A-2 congratulating Firefighter Louie Fajardo, recipient of the City of Coral Gables “Firefighter of the Month Award”, for the month of March 2021 and Fire Chief Marcos de la Rosa made the presentation. Fire Chief de la Rosa stated that the Fire Department is playing catch-up regarding honoring their firefighters and for that reason, they are going to be honoring three firefighters who are outstanding individuals that were selected predominantly for their commitment and contributions to our organization and to our community. He then introduced Firefighter Louie Fajardo who is a member of their SWAT Medic program, participates in their SRT extrication team, and is a great mentor, and a talented individual. These are just a few of Firefighter Fajardo’s overall contributions, which goes far beyond those mentioned. If there is something that needs to be built, repaired, usually you will find Louie around it. Up to and during the pandemic, he researched and built ultraviolet sterilization kits for police and fire for their masks. He is creative and goes above and beyond. Upon accepting his award, Firefighter Fajardo thanked the Commission and Mayor Lago congratulated him. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 City of Coral Gables Page 3 City Commission Meeting Minutes May 11, 2021 A.-3. 21-2304 Congratulations to Firefighter Peter Bernstein, recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of April 2021. Attachments: Cover Memo, FF of Month, April 2021 Notification letter for April Fire Chief Marcos de la Rosa, upon making the presentation stated that he often says, “Our motto is, we are committed to our community and that community goes beyond our borders”. Continuing with the presentation, he stated that Firefighter Peter Bernstein who was recommended and is the recipient of the Firefighter of the Month of April, is being recognized because when he learned that his neighbor had recently had extensive surgery, he offered assistance and guidance to his neighbor should he need it, in addition to requesting some form of access to his neighbor’s home. Low and behold, the neighbor did experience a medical emergency, and contacted Firefighter Bernstein because he did not want to go to the hospital. Based on his neighbor’s condition and symptoms Firefighter Bernstein strongly encouraged him to go to the hospital, all the while he was interacting with his family. It was determined that the neighbor had an arterial bleed. It was because of Firefighter Bernstein’s assessment of the situation and convincing his neighbor’s family to make sure that he went to a hospital, is what saved his life, and for that, he is the Firefighter for the month of April. Upon accepting his award, Firefighter Bernstein thanked the Commission, the City of Coral Gables, Chief De la Rosa, everyone who helped to make it possible and for teaching him the proper thing to do in those situations. Mayor Lago thanked him. Attachments: Cover Memo, FF of Month, May 2021 Notification Letter for May FF of month Chief Marcos de la Rosa introduced Lieutenant William Bronkhorst, recipient of the “Firefighter of the Month Award,” for the month of May 2021. He stated that Firefighter Bronkhorst received a special challenge when the department revamped and went to a Professionalization and State certification of their driver-operator program for their fire trucks. Firefighter Bronkhorst took on that project to reinvent the program on how they would train, the expectations, and the testing process for driver operators. He went back to school, took the same classes and certifications that the firefighters would have to take, and upon completion mentored the drivers, and created their evaluations and all their Standard Operating Procedures. It is for his long-term contributions to our organization, and the mentoring in developing our firefighters, Lieutenant William Bronkhorst is the “Firefighter of the Month”. Lieutenant Bronkhorst upon accepting his award, shook Chief de la Rosa's hand, then City of Coral Gables Page 4 City Commission Meeting Minutes May 11, 2021 faced the City Commission and gave them a nod of appreciation. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH FEBRUARY 2021.doc Officer of the Month A.Pino.pdf Mayor Lago introduced Agenda Item A-5 regarding Officer Alejandro Pino, recipient of the “Officer of the Month Award,” for the month of February 2021 and Police Chief James E. Hudak, introduced Officer Pino. Police Chief Hudak stated that on February 6, 2021 at approximately 5 p.m. an individual had wandered with a suitcase into a house in the 1100 block of Cotorro Avenue. A BOLO (Be on the Look Out) was put out giving a great description of the individual and at approximately three and a half hours later, an individual fitting that description was again seen in the 600 block of Caballero Boulevard and officers were dispatched to the address in an emergency mode as someone who was breaking into the house at that location. Officer Pino who was driving in the vicinity at the time, observed a vehicle of interest and upon radioing it in, the individual driving the vehicle was stopped and taken into custody, because he was found to have stolen property and later admitted to breaking into the house. It is because of Officer Pino’s keen observation skills and astute knowledge of the area, the individual who had been preying on residents, was apprehended and because of his actions, Officer Pino is the Office of the Month” for February. Officer Pino thanked his fellow officers, detectives, major, Police Chief Hudak and the Commission for the award. Police Chief Hudak stated that Officer Pino started with the police department as a police explorer and Chief Hudak credits the Commission for funding the program, which is something that has proven beneficial years later, and he receives many comments when he steals people from other departments. Also, people with whom he has spoken to says the City has gotten a good one (speaking about Officer Pino), and he has hit the ground running for the year and a half he has been with the City and they are proud of him. Mayor Lago told Officer Pino that that the City is blessed to have him. Attachments: COMMISSION COVER MEMO - OFFICER OF THE MONTH MARCH 2021.doc Officer of the Month D.Garcia.pdf Mayor Lago introduced Agenda Item A-6 regarding Officer Dashiell Garcia, recipient of the “Officer of the Month Award”, for the month of March 2021, and Police Chief Edward J. Hudak made the presentation. Police Chief Hudak stated that on March 10, 2021 at approximately 2:30 a.m., 911 operators received a call from the CVS, which has an ongoing problem with people shoplifting from the store. This incident involved three females who stole wine and makeup and drove off in a gray vehicle. While officers were responding to the area, Officer Garcia went into the area and was able to identify the individuals from what is called a zone blitz, which is street to street, every zone. Upon observing the gray vehicle and using his keen knowledge of the geography of the area, he was able to make an arrest of the three individuals without incident which is a testament to his training and abilities. In Sergeant Koppel’s nomination of Officer Garcia, he stated that in a short time he has demonstrated that he is a competent, professional law enforcement officer, and a team player who will gladly assist his fellow officers without ever having been asked to help. It is because of those qualities and the actions regarding this case that he was nominated. Officer Garcia stated that he does not do the job for recognition, but it feels nice to be recognized for a job well done. He thanked his fellow police officers, direct supervisors, majors, Police Chief Hudak and the Commission. Mayor Lago then thanked Officer Garcia. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 Time Certain 12:30pm (Agenda Item A-7) A.-7. 21-2309 Personal Appearance by County Commissioner Raquel A.Regalado. Mayor Lago introduced and welcomed Miami-Dade County Commissioner Raquel A. Regalado and said it was a pleasure, that they are blessed that she is serving the City of Coral Gables and thanked her for appearing before the City Commission. Commissioner Regalado thanked the Mayor and Commission and said it was a pleasure to be there and that she wanted to give them an update on some of the things they have been working on in the County Commission, and as she did when she was a School Board Member. She began her presentation stating that Coral Gables Police was the first police force to talk about autism, inclusion, and safety for adults with intellectual disabilities. One of her items where they can see the fruit of it was the largest inclusion program in the United States starting with all the libraries, parks, transit, fire, police and added City of Coral Gables Page 6 City Commission Meeting Minutes May 11, 2021 Corrections (i.e. “Department of Corrections"). They have been working with UM-Card which is in Coral Gables and the directive which was passed unanimously by her Board was the creation of social stories, signage, and training for every employee. On Miami-Dade County Library’s website there is an entire page dedicated to neurodiversity providing different tools, videos and social stories that can be viewed from the different libraries. The Coral Gables Library is not there as yet, because it is undergoing renovation, but once completed, it will be included, but there are others listed with actual pictures which provides a guide map, because new experiences for neurodiversity individuals creates anxiety. This helps their caregivers, a part of a larger plan to include these individuals in public spaces. Because public spaces are not accessible to them it hinders their independence, and this is the first step. The library plan has already trained over 3,000 with UM-CARD on how to interact with neurodivergent children and adults and are now concentrating on parks and transit which would be informative and transformative. In a few months, this information will be packaged and provided to other smaller cities to be used as a resource and guide map on best practices in terms of inclusion, and she again expressed that this item is near and dear to her heart. Her second topic update was on septic to sewer. She stated that one of their legislative priorities was the expansion of the PACE program, which did not happen. She was able to get several items passed which she believes gets them closer to having a plan. They have been able to, with the unanimous approval of the Board, the creation of a construction plan in which City staff will be contacted by Miami-Dade County and what they are looking at is all of the construction being done by municipalities, utilities, FDOT, Miami-Dade County itself, and all the utility companies that want to do different work. They are creating a 5-year plan and overlaying it on the septic tank. The idea is what roads they are going to tear-up, and can they take that opportunity and, in that way, save millions of dollars for taxpayers and reduce the cost with connectivity. They are creating two maps, one for the laterals and the other for the mains and she hopes they can participate. She did receive from the Board, a moratorium on County-owned properties that do not have connectivity to water and sewer. The point she made to the Board was that it is one thing to not move on septic to sewer conversion because they do not have the funding and another to continue adding septic tanks which is happening. People are asking them in terms of guidance because construction has moved on. This moratorium is a first and applies exclusively to Miami-Dade County owned-properties and impacts properties they have and provide to developers to create housing, and the last thing you want to give people who have problems with housing is a septic tank because of the impact it has, not only on the environment, but also the responsibilities they will have in the future knowing that this is something they don’t want in Miami-Dade County is unjust. She continued by saying that they are also working on several different items that she will be sending to them from septic-sewer education and two different possibilities in City of Coral Gables Page 7 City Commission Meeting Minutes May 11, 2021 terms of funding. She is working with the City of Pinecrest regarding a well solution because the two are connected, and that information will also be forthcoming. Also, they will be speaking about water quality and the impact this has on the environment and the need to move a little bit faster. She has also been working with the administration regarding using some of the monies in the American Recovery Act for these capital projects and will keep them posted regarding same. There will be a meeting tomorrow on gun violence, that’s monies received from the arena naming and in the days to come, they will be working on the American Recovery Allocation. It is her hope that it will go to capital improvement in her district, on capital projects that are long overdue. Finally, parks - legislation was passed at the County which allows municipalities, private companies, and non-profits to help with their parks masterplan to put in the funding for crosswalks, connectivity to trails, and pieces that are missing from bike lanes. This allows them to go out and get different funding for these projects in hopes of connecting all these different trails and bike paths. There is a tendency to put funding into larger projects, renovations, and restorations and hopefully they can use this as a tool that would mend those gaps. They have been working with certain folks specifically on crosswalks, also with the TPO and is doing a test case in South Miami for a larger intersection and if it works and is approved, they are going to be watching it for six months and it could be used in Coral Gables and other cities and is going to be a diagonal crosswalk which will be impactful because we have so many pedestrians. Also, they are working on several parks in and around Coral Gables - Chapman Dog Park is going to get a lot of changes in terms of trees. They are adding a lot of trees and different amenities. Chapman field, they are going to be doing a presentation. The residents agree to two fields instead of three, and the neighbors are okay with that and it complies with their open space master plan. Also, they are redoing the Waste Management site, the little dump site in that park which is going to be an Arts in Public Place project, the first one to have art and they are excited about that and hoping to make it a beautiful place -- and West Matheson regarding this EO program. This program was passed in 1989 by Miami-Dade County which was a self-imposed tax to create a fund that they use to purchase environmentally endangered land and the County gave DERM the opportunity to weigh in on the current use of those lands and they expect a report from them. It is a report not from just that property, but for all the properties that have EO lands in terms of what the County can do to preserve and restore these properties as well as meet the educational requirement of the EO mandate because the plan was about stewardship and maintaining these lands for several generations. West Matheson has covenant restrictions, none of which has to do with the roads, but that it must be a botanical reserve, which it currently is not. Upon receiving the report, the County will be able to better determine what is the best use of the resources in terms of preserving the EO part of the park as well as providing residents access. City of Coral Gables Page 8 City Commission Meeting Minutes May 11, 2021 Mayor Lago thanked Commissioner Regalado for her thorough report and said as always, she has a big agenda at the County, and thanked her for making the City proud. He says that he calls her weekly to assist him with issues and she has always been available. He has an issue that he wants the City Attorney to discuss with her, and to see if they can get together in two weeks. Commissioner Anderson also requested to meet with Commissioner Regalado and will give her office a call. Vice Mayor Mena thanked her and stated how appreciative he is for her update which was informative and much of the things that are important to them. He also suggested that someone from her office communicate with the City’s Parks Department, and while they do have their own parks master plan, there might be some things that are insightful there, in addition to what the County is developing. Additionally, the City has already done some things for children with special needs, and that again might be informative and likewise the City could be adopting things that they are. In response, Commissioner Regalado stated that the City’s master plan is in the County’s master plan regarding parks and one of the items that is on their agenda is a surplus park for Coral Gables. How it works is that the County acquires land and if the lands are not deemed regional parks, they are given to the municipalities who maintain them. However, their parks master plan is really about access and what it hopes to do long term is that everyone will have a park within ten minutes walking distance from their home and while it is an ambitious goal, but when you take into consideration the underline, and other areas where they are creating green space, it can happen. So, they are moving in that direction and are very excited about the Underline and working on Phase II and are talking to South Miami and is also working on mangroves. Continuing, she stated that the County is going to be reaching out to the City regarding a rapid transit zone item that she and County Board Member Oliver Gilbert are working on which she will submit after all her cities have reviewed it. Importantly they are all working together and doing things that are the same, in terms of development around, rapid transit zones, because they do not want to be in conflict, Commissioner Menendez’s comments - inaudible. Commissioner Regalado stated that she will be reaching out to the City to see how they are going to be using their American Recovery dollars which she believes should be used for capital projects and will be working with other municipalities to see if they could match funds and move the ball forward in getting some of the issues done. The water project that she will be speaking on in Pinecrest is over 40 years old, just to give them an idea of how long some of these items have been on the books. She said she was happy to meet all of them, partner and get most of the federal funds because unfortunately, what Miami-Dade County has lagged is on infrastructure investment and now is the time to move that forward since they not recurring funds. That was her recommendation and to let her know when the City decides and what direction they are going and thanked the City Commission. DISCUSSION ITEMS Mayor Lago: Does anybody have anything they’d like to discuss before we adjourn the meeting, any items? Vice Mayor Mena: Real quick. Just wanted to, I was disappointed I couldn’t be there, but I wanted to applaud Parks on the new opening of Jaycee Park. I know it was very well received. I’ve gotten comments from people who live in the area all weekend long, very excited about it, and I think it's really a resounding success. So, obviously very happy to hear about that. Secondly, very quickly, I copied the Manager and Chief de la Rosa. I got an e-mail from a resident near the area where Fire Station 4 is intended, is going to be built. There was a community meeting; they City of Coral Gables Page 27 City Commission Meeting Minutes May 11, 2021 are complaining about not having enough notice time. City Manager Iglesias: Vice Mayor, we will have another outreach meeting. Vice Mayor Mena: Yes. You can schedule another Zoom meeting on that, just to make sure everybody has notice about what’s going on. I think that would be a good idea. Mayor Lago: I think her name was Carmen. Vice Mayor Mena: Yes. Carmen Sanchez. Mayor Lago: Carmen Sanchez. Anyone else? Commissioner Menendez: Just a quick. I’ve been getting calls from a few residents regarding the Youth Center and they want to know when the Youth Center will be opening up, at least close to the way it used to be pre-pandemic, and I know with the Governor signing off on legislation, so a lot of residents just want to see when the Youth Center will open up the way it was pre-pandemic, or at least close to it. City Manager Iglesias: Commissioner, we’ve been planning this for the last couple of months. The idea is transition from May 1 to June 14, it's June 14th. Commissioner Menendez: June 14th, perfect. I’ll let them know. Thank you. Mayor Lago: Commissioner Fors. Commissioner Fors: I have nothing. Mayor Lago: I just have three items. Number one, today’s my daughter’s birthday Mirentxu, I want to wish her happy 10th birthday. It's incredible how fast she’s growing, and tomorrow is my wife’s birthday, and I want to wish her a happy birthday and thank you for everything that she does in our family, especially with putting up with Commission meetings and a lot of things that we ask her to do. So, with that being said, I also want to compliment the police. They do an incredible job. This is police week, National Police Week, and I want to say on behalf of the Commission that we support them, we have an unwavering commitment to our police and we thank them for their service and I don’t want them to ever think that this City of Coral Gables Page 28 City Commission Meeting Minutes May 11, 2021 Commission, this City has ever thought or takes a step back in supporting the police, especially in these very difficult times in our country, I want the police to know that we stand by them and they do an exemplary job on behalf of this community protecting us.
