Urquia, City Clerk City Commission Meeting Minutes October 12, 2021 The City of Coral Gables will be holding its Regular Meeting on Tuesday, October 12, 2021, commencing at 9:00 a.m. While the City is back to live in-person meetings, members of the public may participate in person but are also able to participate via the Zoom platform. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so that any individual who does not wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. City of Coral Gables Page 1 City Commission Meeting Minutes October 12, 2021 CALL TO ORDER The meeting was Called to Order at 9:02 a.m. ROLL CALL Present: 5 - Commissioner Anderson, Commissioner Fors Jr., Vice Mayor Mena, Commissioner Menendez and Mayor Lago INVOCATION Reverend Arnold Perry from St. Mark's Lutheran Church gave the Invocation. PLEDGE OF ALLEGIANCE City Attorney Miriam Ramos led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 21-3143 Recognition of the life of Edwina Prime. (Sponsored by Commissioner Menendez) (Sponsored by Commissioner Anderson) (Sponsored by Mayor Lago) Attachments: Resolution of Condolence - Edwina Prime Mayor Lago introduced Agenda Item A-1 in recognition of the life of Edwina Prime. He then read the proclamation and welcomed Carl Prime who stated that his mother’s passing was untimely, and that there was no cause for sadness, but joy in the celebration of what they all should strive for. Mayor Lago who attended the funeral spoke highly of the impact Ms Prime had on her community and the many lives she touched. Vice Mayor Mena, Commissioner Menendez, and Commissioner Anderson all expressed the same sentiments and hope that Ms. Prime’s legacy will continue. Carl Prime thanked the Mayor and City Commission for their condolences and expressed his appreciation for them acknowledging his mother. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 1 City of Coral Gables Page 2 City Commission Meeting Minutes October 12, 2021 A.-2. 21-3166 Recognition of the City of Coral Gables “Solsmart Silver Designation” from the National Solsmart Program and the Department of Energy. Attachments: Solmart Silver Commission Meeting Agenda Item Matt Anderson, Senior Sustainability Analyst-Public Works stated that the award to the city is because the city received the Solsmart Silver designation from the National Solsmart Program making it faster, easier, and more affordable for homes and businesses to go solar, and Coral Gables is taking strides to encourage solar energy growth. Solsmart Silver signals that Coral Gables is open for solar business, and it is led by the Solar Foundation, the International City/County Management Association, and the U.S Department of Energy. Mayor Lago inquired as to what was involved in achieving the Gold or Platinum and Mr. Anderson responded by outlining the criteria involved in achieving it to which Mayor Lago said that was something they should start looking at because it is financially a no-brainer, and it is setting a benchmark of zero emissions from energy use and zero emissions from fuel and challenged staff as the city moves forward toward digital permitting. He then congratulated Mr. Anderson and his team. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 Agenda Items A-3 and I-1 are related A.-3. 21-3151 Presentation of a Proclamation declaring October 2021 as "Americans with Disabilities Month" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-3 declaring October 2021 as “Americans with Disabilities Month” in Coral Gables and Vice Mayor Mena read the proclamation. Raquel Elejabarrieta, Labor Relations and Risk Management Director stated that the month of National Disability Employment Month is also America’s Recovery Powered by Inclusion reflecting the importance of ensuing that people with disabilities have full access to employment, and community involvement during the national recovery from the Covid-19 pandemic. It is celebrated every October and the city has expanded it to “Disability Acceptance Month” commemorating the many and varied contributions of people with disabilities to our workplace and economy. Two individuals Alexander Milne and Allen Feldman both enjoy the various activities and programs offered in the City of Coral Gables. Mayor Lago stated that both gentlemen represent what is special about Coral Gables, acknowledged the former members of the Disability Board and spoke about Craig Leen, former City Attorney who laid the foundation years ago to push forward for inclusiveness and who deserves a lot of the credit along with the board and thanked them both. Attachments: FL City Government Week 2021 Proclamation.doc Mayor Lago introduced the Agenda Item A-4 and Commissioner Fors, Jr., read the proclamation declaring October 18-24, as “Florida City Government Week” in Coral Gables. Naomi Levi Garcia, Assistant City Attorney-Intergovernmental Affairs Manager stated that the “Employees of the Month” Monica L. Moreno, Gregory Walters, and Max Bernal, the importance of the proclamation, in part, is in recognizing public servants who work in the city every day and the good work that they do. Mayor Lago acknowledged and thanked them for being there and Commissioner Fors, Jr., read the proclamation. Mayor Lago then requested that one of the “Employees of the Month” speak. Monica L. Moreno stated that she thought it was a great opportunity for all of them to speak about what they do because for many years she has done the job she is doing as well as the public service given which involves giving a large part of themselves, being there for their community every day, day in and day out and it is up to them to let people know who they are. Mayor Lago stated that he appreciated what Ms. Moreno said, thanked her and thought she hit it the ball out of the park and congratulated her. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 5 City of Coral Gables Page 4 City Commission Meeting Minutes October 12, 2021 A.-5. 21-3190 Presentation of a Proclamation declaring November 1, 2021 as "St. Mark's Lutheran Church Day" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-5 declaring November 1, 2021 as “St. Mark’s Lutheran Church Day” in Coral Gables and asked Commissioner Menendez to read the proclamation. Commissioner Menendez stated that it was an honor to read the proclamation because St. Mark’s Lutheran’s Church is one of those special pillars in the community, one of those sanctuaries where people can go to and enrich their lives. In addition, he has known Reverend Perry close to 32 years when he first coached his children Jacob and Olivia. He then read the proclamation. Reverend Arnold Perry thanked the Commission and introduced Julia Rego, Treasurer and Josie Largacha, Administrative Assistant both employed by the church. Reverend Perry gave a history of the church celebrating 70 years in the community, thanked the Commission, and they invited them to their anniversary celebration. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 6 A.-6. 21-2842 Congratulations to Gregory Walters who holds the title of P /T Admission/Concession Specialist, recipient of the “Part-Time Employee of the Quarter Award,” for the third quarter in 2021. Attachments: Walters, Gregory - PT EE of the Quarter 3rd Quarter 2021 Mayor Lago introduced Agenda Item A-6 pertaining to Gregory Walters, P/T Admission Concession Specialist, recipient of the “Part-Time Employee of the Quarter Award,” for the third quarter in 2021. Karla Green, Director-Human Resources stated that she is excited to present three exceptional employees who work for the city. Gregory Walters started with the city in 2018, and was nominated by Fred Couceyro, Director-Community Recreation Department because of Gregory’s leadership skills in taking the initiative to train incoming new staff as well as additional duties when needed especially during peak seasons. Mr. Couceyro as well as his Pool Supervisor also commended him on his work ethic. Ms. Green then presented Mr. Walters with his plaque. Mr. Walters thanked the Commission and said he is appreciative of the recognition, and it was a team effort. Mayor Lago then thanked Mr. Walters. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 7 City of Coral Gables Page 5 City Commission Meeting Minutes October 12, 2021 A.-7. 21-2843 Presentation of the Employee of the Month to Monica L. Moreno who holds the title of Communications Supervisor in the Police Department for July 2021. Attachments: Moreno, Monica - EOM Notifcation Ltr. Jul. 2021 Mayor Lago introduced Agenda Item A-7 regarding the presentation of the Employee of the Month to Monica L. Moreno, Communications Supervisor for the month of July 2021. Ms. Karla Green, Director-Human Resources Department stated that it was her pleasure to present Ms. Morena, the “Employee of the Month” for July 2021 who has been employed by the city since 2001 and holds the title of Communications Supervisor in the Police Department. Ms. Moreno always look for ways to assist her coworkers and during the pandemic was researching webinars and seminars to assist her staff and coworkers facing everyday stress factors at work and in their personal life, and always bring an element of positivity to the work area. Police Chief Edward E. Hudak stated that on behalf of the command staff of the Police Department they are proud of Ms. Moreno and reiterated a statement he always makes which is… “it is the most difficult job in the public safety realm.” Pink socks were then distributed to the City Commission because October is “Breast Cancer Awareness Month. He congratulated her and said that they are proud of her. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 8 A.-8. 21-3173 Presentation of the Employee of the Month to Max Bernal who holds the title of Administrative Analyst in the Development Services Department for September 2021. Sept. 2021 Mayor Lago introduce Agenda Item A-8, a presentation of the Employee of the Month for September 2021, Max Bernal, Administrative Analyst in the Development Services Department. Karla Green, Director - Human Resources Department stated that Mr. Bernal was nominated by the Information and Technology (IT) Department for the integral role he played in the implementation of the new Land Management System. Max while went above and beyond assisting with the analysis configuration and IT with scheduling, testing, and training while keeping up with his daily workload. It is for these reasons that he is being recognized as the September 2021 “Employee of the Month”. Suramy Cabrera, Director - Development Services said that Max is her right hand, and that there isn’t anything she asks of him that he doesn’t do, always accepts a challenge, has a ton of energy, is super smart, never says, no, and she is unsure whether EnerGov would have been implemented on time had it not been for him, and she thanked him. Ms. Green then presented him with his plaque and Max thanked the Commission for all the years with the city, the City Clerk, and Ms. Cabrera for City of Coral Gables Page 6 City Commission Meeting Minutes October 12, 2021 the opportunity to be promoted within his department and grow.
