The City of Coral Gables will be holding its Regular Meeting on Tuesday, March 8,
2022, commencing at 9:00 a.m.
While the City is back to live in-person meetings, members of the public may
participate in person but are also able to participate via the Zoom platform. Members
of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). In
addition, a dedicated phone line will be available so that any individual who does not
wish (or is unable) to use Zoom may listen to and participate in the meeting by dialing:
(305) 461-6769 Meeting ID: 3054466800. To speak prior to the City Commission taking
action on an Agenda Item, please "Raise your Hand" or send a message to one of the
meeting hosts using the Zoom Platform. If you joined the meeting via telephone, you
can "Raise your Hand" by pressing *9.
The public may comment on an item on the agenda using the City’s
already-established e-comment function which may be found on the City’s website at:

The Meeting was called to order at 9:04 a.m.

in Coral Gables.

Mayor Lago introduced Agenda Item A-1 regarding a presentation of a proclamation
declaring March 7-13, 2022 as “Flood Awareness Week” in Coral Gables and
Commissioner Fors, Jr., read the proclamation into the record. Julian Perez, Director
- Economic Development in accepting the proclamation thanked the Mayor, City
Commission, and appointed staff on behalf of the Florida Floodplain Management
Association (FFMA) and Board of Directors. Continuing, he said that it is an effort of
the Florida Property Management Association to educate the citizens of Florida and
Coral Gables on topics pertaining to flood plain management on daily social media
with topics that fit the needs of each community and working with the elected officials.
This will be distributed through the community via Facebook, Twitter, FloodSmart,
Ready.gov, etcetera that have a major impact on citizens, and continued by informing
everyone of all the measures available to effectively communicate with residents
impacted by flooding. Mayor Lago thanked Mr. Perez.

A.-2. 22-3812 Presentation of a Proclamation declaring March 2022 as "Women's History Month" in
Coral Gables.

Mayor Lago introduced Agenda Item A-2 regarding a presentation of a proclamation
declaring March 2022 as “Women’s History Month” in Coral Gables and
Commissioner Anderson read the proclamation. Mayor Lago stated that on behalf of
the City Commission, many of whom have daughters including himself, that they are
committed to celebrating the achievements of women and raising awareness. He
recognized not only women in city leadership positions, but all women working in
every department in the city. He acknowledged Sergeant Melissa DeJong who has
been serving the city for 29.9 years and requested that she receive the proclamation
from Commissioner Anderson on behalf of the City Commission. Mayor Lago then
requested that all women present join him and the City Commission on the dais for
the presentation.

“Firefighter of the Month Award,” for the month of January 2022.

Mayor Lago introduced Agenda Item A-3 congratulating Captain Michael Andrew
Fletcher, recipient of the City of Coral Gables “Firefighter of the Month Award,” for
the month of January 2022 and Fire Chief Marcos de la Rosa made the presentation.
Fire Chief de la Rosa stated that Captain Fletcher is being recognized for his efforts
during an emergency restructuring study of the Communications Division wherein he
was tasked with creating a more efficient and responsive 911 to enhance an already
phenomenal center. Captain Fletcher’s involvement in the management and
assistance in that process enhanced all the training and development, and for his
efforts, ingenuity, and work ethic he was selected for this honor. Captain Fletcher
thanked Fire Chief de la Rosa, Mayor Lago and the City Commission for the
recognition, their partners in Police and all city departments, for which he feels
humbled to receive the recognition. Mayor Lago alluded to being in the construction
business and the great work the firefighters do, ensuring that they are up to code. In
his experience with Captain Fletcher, he has always been treated with respect, gets
the job done, pushes the contractors in a way that is respectful and delivering the best
results for the community. He does not cut any corners and it is a testament to the
leadership team and thanked him for his efforts and commitment to the City.

Mayor Lago introduced Agenda Item A-4 regarding a presentation of a
proclamation to Raiza Mardis recipient of the City of Coral Gables “Officer of the
Year Award,” for 2021 and Police Chief Edward James Hudak made the
presentation. Police Chief Hudak stated that every day and especially during 2021,
his officers and supervisors protected the city to ensure the residents felt safe and
protected by responding to emergencies 24/7. Every year recognition is given to
someone who goes above and beyond, and it is his pleasure and honor to present
Officer Raiza Mardis who in her short tenure as a detective has been remarkable by
closing 13 to 14 cases countywide pertaining to someone spreading hate and
antisemitism throughout Miami-Dade County. Her tenacious use of technology,
persistence, and collaboration with other detectives assisted in capturing the
responsible individual. The City of Coral Gables had the lead in assisting agencies to
the responsible individual. Officer Mardis is also credited for solved burglaries,
credit card crimes and her collaborative work with other detectives and
departments. It is because of her high quality of work ethic exhibited every day, that
the Awards Committee nominated her. She is also the recipient of the following
awards 2021: Detective of the 2nd Quarter, Dr. Roy Life Saving Award, and the
2021 Anti-Defamation League Doris Murray Felton Excellence in Law
Enforcement. Office Mardis upon receiving her award stated that she was proud to
be the Officer of the Year for Coral Gables, thanked her mother, husband, fellow
police officers, the Awards Committee, Sergeant Baena, property and crimes unit
and mentioned all the detectives who assisted and played an integral part whether in
cases closing, investigations, retrieving videos, and putting everything together. It is
her belief that when they work together as a team, they work best and is proud to
be serving the community and the City of Coral Gables She started in 2008 as an
Explorer, 2014 as an officer and currently as a detective for 14 months and she is
very happy and thanked the Mayor and City Commission and Police Chief Hudak.
Mayor Lago thanked her and said they are blessed to have her on the police
department, because she embodies everything that is right with Coral Gables, and
they look forward to her years of serve.

I.-4. 22-3747 A Resolution of the City Commission authorizing the issuance of not to exceed
$16,000,000 in principal amount of capital improvement refunding revenue bond, taxable
series 2022A (Miracle Mile Project) and not to exceed $4,000,000 in principal amount of
capital improvement refunding revenue bonds, taxable series 2022B (Giralda Avenue
Project) to refinance certain outstanding obligations; accepting the proposal of TD Bank,
N.A.; authorizing the repayment of the Series 2022 bonds from pledged revenues;
approving the form of and authorizing the execution and delivery of the loan agreements;
approving the form of and authorizing the execution and delivery of an escrow deposit
agreement; appointing an escrow agent; approving the form of and authorizing the
execution and delivery of a bond purchase and exchange agreement and the issuance of
tax-exempt bonds in exchange for the Series 2022A Bond and the Series 2002B Bond;
delegating certain authority to the City Manager and Finance Director; authorizing the
