The meeting was called to order at 9:02 a.m.

Item
Mayor Lago began the presentations and protocol documents section of the City
Commission meeting with a fitting tribute to Leona Cooper, a long-time Coral Gables
resident, community activist and friend in celebration of her life and legacy. Leona’s
character embodied the personification of pride, courage, strength and having equal
power to that of a lion and she was a lioness. Ms. Cooper’s untimely death was on
November 4, 2022 and was preceded in death by her husband William of 58 years,
their children, grand-children and a host of relatives.
Leona’s life was one of selfless service to her community and others. Her numerous
accomplishments included being a microbiologist, serving on several city boards and
she and her late husband, William Cooper were active in the Lola B. Walker
Homeowners Association. In 1986 she founded St. Martin de Porres Association
improving the status of Black Lay Catholics in the Archdiocese of Miami; in 1992
she received from John Paul II the Pro Ecclesia et Pontifice Award; and in 2007
Miami-Dade County named a park after her known as “Leona Ferguson Cooper

Playground for Children”. The mayor then reflected on the many times he met with
Leona, a soft-spoken woman, but outspoken in her beliefs who led with compassion
and dignity. He then invited Leona’s granddaughter, Lee Cooper to say a few words
regarding her grandmother. Ms. Cooper stated that she, like her grandmother, are
proud residents of the city, and her grandmother was a leader in many organizations,
someone who accomplished much, and she strives to become half the woman her
grandmother was and will have big shoes to fill. She reflected on the times she
attended city meetings with her grandparents and thanked the city for all they have
done for her family and community and remembered when the Mayor and
Commissioner Fors, Jr. visited them during the hurricane bringing ice and how
positively it impacted her grandmother. Vice Mayor Mena also reflected on his visits
with the mayor to Ms. Leona Cooper’s home in which she spoke about the issues
impacting her community, and her having a powerful voice. He respected, admired,
and vehemently agrees with the mayor’s proposal of a park being named after her.
Commissioner Anderson concurred with a park naming in honor of Leona,
remembers her as being vocal and admired her involvement in effecting change in her
neighborhood. In closing the City Commission instructed staff to formalize a
resolution regarding naming a city park in honor of Ms. Cooper.

in the City of Coral Gables.

Mayor Lago introduced Agenda Item A-1 - Presentation of a Proclamation declaring
November 15, 2022 as America Recycles Day in the City of Coral Gables. Matt
Anderson, Manager-Sustainability and Resiliency/Public Works Department and
Solanch Lopez, Assistant to the City Manager made the presentation. Mr. Anderson
spoke at length of the numerous achievements and programs since the inception of the
program two years ago in the city, which to date is 57 events, 12,000 participants
and collecting 247,000 pounds of debris. Ms. Lopez spoke of its importance and
gave a background of the program which focusses on the awareness of recycling,
conservation of our natural resources and feel that the city has accomplished much in
this effort. She also highlighted the recycling program in City Hall which has recycled
1,039 pounds of batteries. Additionally, in the upcoming week through a grant
program they will be launching their reverse vending machine rewards incentive pilot
program at the War Memorial Youth Center which is an opportunity for residents and
visitors to recycle their aluminum and plastic containers and receive different discounts
and rewards at local businesses in Coral Gables with a different contest each month.
Mr. Anderson also acknowledged Paula Rodriguez, Assistant Director/Public Works
Department collaborative efforts in maintaining a below ten percent contamination in
recycling for single family residential which is an amazing feat due to education and
residents’ involvement in the program. He then listed all the upcoming programs
throughout the end of the year. Ms. Belkys Perez, Assistant Director - Economic
Development stated that on December 3, 2022 for the first time they will be doing a
business recycling program and encouraged businesses to participate and this is in
addition to the already existing recycling for residents. Mayor Lago thanked staff and
Mark Trowbridge, CEO and President of the Coral Gables Chamber of Commerce
for his support and partnership in recycling and keeping Coral Gables clean
initiatives. Commissioner Anderson stated that she has gotten feedback that the city
is looking much cleaner, and they still need to step-up more by concentrating on code
enforcement behind business alleys and wanted to know the procedure for businesses
to participate in the recycling program. Ms. Perez explained that because of the
great relationship they enjoy with the businesses, there is no need for them to register.
In closing the Mayor thanked everyone for their efforts.

Perez, Assistant Director-Economic Development spoke regarding the upcoming
“Small Business Saturday” event which is a yearly event every Saturday after
Thanksgiving. He thanked the city for their partnership in the way that the City
Commission assist, protect and celebrate the businesses and urged everyone to come
out with their family and support the businesses in their community. Mayor Lago
thanked Mr. Trowbridge and staff for all they do in promoting Coral Gables
businesses.

Mayor Lago introduced Agenda Item A-4 - Congratulations to Keep Coral Gables
Beautiful program for receiving the Keep Florida Beautiful 2022 Outstanding Project
Award, Matt Anderson, Manager-Sustainability and Resiliency and Co-Executive
Director of Keep Coral Gables Beautiful Program/Public Works Department and
Solanch Lopez, Assistant to the City Manager made the presentation. This program
with the leadership of Commissioner Anderson is in partnership with the Coral Gables
Garden Club which involved doing a mangrove cultivation project near the Country
Club and Golf Course. A video was shown of the participants planting the mangrove
seeds in pots which upon maturity, were donated to (MANG) an organization
preserving and protecting coastal ecosystems throughout Florida. Additionally, Grace
Carricarte was acknowledged for her dedication and her efforts for the project being
successful because of her checking on the pods after the initial volunteer event.
Commissioner Anderson expounded on the vast interest gained locally and abroad,
as far as Africa regarding this project. She spoke about the upcoming event and
thanked everyone for their support regarding the project and invited everyone to an
upcoming planting and educational event at the University of Miami. She also
thanked everyone for their support and leadership and will continue doing this project

which is good for the community. Mr. Anderson mentioned that Commissioner
Anderson was also highlighted in National Geographic. She stated that she was trying
to get the entire group in the picture, but the goal of the article was to try to get
individuals to embrace having mangroves along the waterways and referenced the
positive impact of there being mangroves on Sanibel Island after the storm surge. Mr.
Anderson stated that NOAH and other environmental organizations are pushing and
highlighting the positive aspects of having mangroves and thanked Commissioner
Anderson for her leadership on the project. Mayor Lago also reflected on the
wonderful experience he and his children had planting mangrove trees and
Commissioner Anderson’s passion regarding this project. Commissioner Menendez
chimed in complementing Commissioner Anderson on the marvelous work she does
with the Garden Club which illustrates the passion Coral Gables has as well as other
civic organizations making a difference and in part, is what makes Coral Gables
unique and congratulated everyone.

Technology Assistant Director and Alejandro Gaimundi, IT Systems Analyst II of the
city’s Information & Technology Department. A video was then shown depicting all
the innovations the city has implemented and what qualified the city to be a recipient
of the award as well as congratulatory remarks from Keep America Beautiful Abby
Turpin, Director of Communications.

Mayor Lago introduced Agenda Item A-6 - Congratulations to Lieutenant
Christopher Ayala recipient of the City of Coral Gables, “Firefighter of the Month
Award”, for the month of November 2022 and Fire Chief Marcos de la Rosa made
the presentation. Fire Chief de la Rosa stated that Lieutenant Ayala is being
recognized for his quick response, critical thinking, and command presence in
resolving a structural fire in the Science Lab at the University of Miami. In accepting

his award, Lieutenant Ayala thanked Fire Chief de la Rosa, all those responsible for
him receiving the award including his fire crew. Mayor Lago thanked Lieutenant
Ayala for his hard work and commitment to the city and for his punctuality in arriving
to accept his award an hour before the ceremony.
Chief de la Rosa gave a briefing on Tropical Storm Nicole stating that the storm was
tracking West, Southwest at that time and eventually will make its turn to a North,
Northwest track before it will start going North. It continues to be a storm impactful
to Palm
Beach County with Miami on tropical storm watch, and what that meant was that we
could experience tropical storm gusts within the next 48 hours of sustained tropical
storm force winds expectancy of less than 10% , and less than 5% for hurricane force
winds. We will experience gusty weather with rain bands. The city’s services remain
operational as is the County’s and they are concurrent with the County’s Emergency
Management and will continue to project their storm readiness messaging either
through the Everbridge Emergency APP or social media. He then noted Public
Works and Public Service responsibilities in the event of the storm, however, that it is
expected that conditions will improve by morning to midday. Mayor Lago stated that
while we may be out of the woods, that it is important to keep people informed so as
to avoid false information and rumors, especially the elderly who may not have access
to social media and thanked Martha Pantin, Communications and Public Affairs
Division Manager for her efforts in this respect.

Mayor Lago: Do we have any final comments before we adjourn.
Commissioner Menendez: I do. Thank you, Mayor. I have two images to put up on
the screen. There’s the first one. As part of my Senior’s Movie Series that’s been a
great success, we’ve gone from “Singing in the Rain” to “All the President’s Men.” A
couple of months ago, I showed Mel Brooks “Young Frankenstein” and to my shock
and surprise, the entire audience wanted that movie, “Blazing Saddles.”
Mayor Lago: Love it.
Commissioner Menendez: So “Blazing Saddles” is going to be shown at the Gables
Art Cinema, Monday, November 28th, that’s the Monday after Thanksgiving, at 1

pm, popcorn thanks to the Coral Gables Community Foundation. Its truly one of the
most memorable, hilarious comedies of all time. With regards to the Seniors Movie
Series, I’m happy to announce that we are in the process of renewing for Season 2.
So, in 2023 we’ll be back to provide more movies for our residents 40 and older.
And then for the next image, I’m happy to announce, there’s a second image at some
point, but its alright, there it is. My family and I in tandem with the Actor’s Playhouse
unveiling the Great Movie Ride Film Series, which is really geared to families and its in
honor of those Block Buster movies we all grew up with that would have a line
around the block, because back then there was only screen and there would be a line
of people. So, I’m bringing back free to our residents on December 18th, the original
“Star Wars,” Sunday the 18th at 5 pm. We go to “Raiders of the Lost Ark” in
January, more modern but one of the largest block buster movies of all time;
“Avengers Endgame” in April; “Back to the Future” in August, and most likely
“Rocky” November 2023 at the Miracle Theater, thanks to the Actor’s Playhouse
and its like you said earlier Mayor, folks are looking for ways coming out of the
pandemic to enjoy life, enjoy community, be with their family, and we all are able to
contribute and this is one way the city and our community can enjoy being together
and enjoying life.
Mayor Lago: Thank you. Commissioner Anderson.
Commissioner Anderson: I don’t have a fancy poster for you, but just a reminder,
Monday at 7 o’clock we have “2040” film at the Gables Cinema available. Reduced
ticket price at $8.00, and we’ll have some discussion. It’s a hopeful film about all our
efforts paying off, finally in “2040” for saving the environment. And for those of you
who want to get in shape, there is the dolphin challenge coming up in February. You
can get yourself in condition and get back on your bike and join the fun.
Mayor Lago: We sponsor a team, my company every year and it’s a great cause, a
great cause. Commissioner Fors.
Commissioner Fors: I have nothing to add.
Mayor Lago: Alright. Two quick things. Number one, everybody who went to go
vote early or drove by the Youth Center was able to see, I’m not exaggerating, 100
to 150 signs throughout the Youth Center. I think we need to figure something out. I
had a conversation with our City Attorney and City Manager. I don’t want to limit
free speech, but again, all these signs are on city property, and I got a lot of phone
calls from residents, I know you did too, telling me, hey listen, this is horrible. Its like
a sign war. I’ve engaged in it too, I’m guilty, I’m at fault, but I think we need to figure
something out and see what is permissible in regard to state preemption. So, Mr.
Manager, I’d like to if you can find something out with the City Attorney and see
what’s going on, because I’d like to, probably there are standards, especially with
City of Coral Gables Page 26

early voting. I don’t have a problem with a handful of signs for candidate or two signs
for candidates if there’s multiple entrances, but all these signs right in front of the
Youth Center throughout the entire property is just, I think it’s a blight, in my opinion.
City Manager Iglesias: We’ll look into it, Mayor.
Mayor Lago: I don’t know how you guys feel, but.
Commissioner Fors: Let me add something coming as just been a candidate and
talking to other candidates about the sign war at the Youth Center. Most candidates,
including myself would have preferred to not be allowed to do signs, because you are
forced to go out there and engage in a sign war, because if you don’t, then the other
person is going to do it. So, you are kind of forced to do it when both sides would
rather cut a deal let’s not put up any signs at all.
Mayor Lago: Been there done that. So, I’m with you. My second point is, there will
not be a meeting at the end of this month. I want to wish everybody a Happy
Thanksgiving, a moment of reflection, a moment to enjoy with your families, a moment
to enjoy, to remember that we are blessed beyond measure. We are blessed to serve
this great city. We live in the greatest country in the world, and we have so many
blessings that spending that moment in community with your friends, your loved ones,
just really understanding and reflecting on the fact that, you mentioned it before, my
blessings are incalculable. I just want to say that really quickly. I also want to mention
that Veteran’s Day is around the corner, an incredible and important day, not only for
our city, but for this country, and I want to celebrate all the veterans that have served
this great country through the decades, through the years and celebrate the fact that
they chose a much more difficult path and in that path allowed for a lot of the
freedoms that we take for granted, many times in our life. So Happy Veteran’s Day.
With that being said, Mr. Manager, Mr. Clerk, Madam City Attorney, do you have
anything else for the record?
