INVOCATION Reverend Timothy Fleck from St. Thomas Episcopal Church gave the Invocation. PLEDGE OF ALLEGIANCE Commissioner Menendez led the Pledge of Allegiance. A. PRESENTATIONS AND PROTOCOL DOCUMENTS Non 23-6662 Update on the situation in Israel. Agenda Item Mayor Lago reflected on the recent Israel-Gaza war and the horrific scenes of devastation in that area and wanted to express as the City Commission how they would show their brothers and sisters in the Jewish community their support, even though he knows they would fall short. They decided to call upon someone in the community a person who is highly respected and a good friend who has always provided wisdom and leadership. He then introduced and thanked Rabbi Stolik, Director of Shabah in downtown Coral Gables for coming. Rabbi Shabah thanked the Mayor and City Commission for having him speak on the current situation in Israel. He started out with a historic background of the mass terrorist attack on Israel resulting in the death of over one thousand men, women and children which is the largest number of Jews killed in a day since the Holocaust. As a community he said, they are heartbroken, shocked, hurt and grieving knowing that across the ocean their brothers and sisters are being brutally murdered because they are Jewish. He also spoke of Americans standing in solidarity with Israel and are coming together in a show of unity. The attack transcends religion and cultural differences and a fight City of Coral Gables Page 2 City Commission Meeting Minutes October 10, 2023 between hatred and evil and those of good and light and to eradicate this evil will take societies coming together, Jews and non-Jews to fight it, and despite what has happened he knows that they will be victorious because they are on the good side. He read Deuteronomy 11:12 and Psalms 121:4-6. He encouraged all to trust in God who will ensure that they will prevail, to stay positive and pray for Israel. Also, by illuminating their corner of the world in Coral Gables all can impact events on the other side of the world through going out of their way to show kindness and respect in the face of horror, malice and evil to elicit God’s protection. In closing, he shared a heartfelt letter from a soldier to his family who was sent to Gaza, of his concerns of returning home alive as he and fellow soldiers fight so that others can live in peace and stay alive with their children. He asked for prayers of protection knowing that many will not return home alive. He then thanked the City of Coral Gables for all Jews and descent human beings who are defending their right to live in peace and harmony. Mayor Lago thanked Rabbi Stolik and reiterated the city’s support and requested on behalf of the City Commission that City Manager Iglesias light up the city with blue and white lights to show support for Israel, and that together they must be strong and do everything in their power to support the Jewish cause. Rabbi Stolik thanked the City Commission for their gesture of illuminating Coral Gables with the lights of Israel and they feel the love. This Presentation/Protocol Document was Discussed and Filed City Clerk Item No. 1 A.-1. 23-6499 Congratulations to Ella Bella Rozio Bridal Couture on receiving the Keep Coral Gables Beautiful 2023 Commercial Beautification Award. Solanch Lopez, Marketing Manager-Economic Development Department made a presentation to the second winner of the Commercial Beautification Award. Ms. Lopez stated that these businesses are chosen because they have gone above and beyond in the beautification of their store fronts and surrounding areas and welcomed Ella Pena and Rozio Sanchez, the owners and designers of Ella Penia Bridal Couture on Miracle Mile. She also complemented them on always putting up the different designs and keeping their storefront clean and maintained. Ms. Pena thanked the Mayor and City Commission for the recognition and said it was a surprise and an honor to be a part of Coral Gables, to help in any way, and they are celebrating 40 years of being in the Gables. Mayor Lago congratulated them on their incredible accomplishment and thanked city staff Matt Anderson, Asst. Director-Mobility and Sustainability/Public Works and Ms. Lopez. Mr. Anderson thanked the Sustainability Advisory Board that voted to recognize the businesses in partnership with the city’s Economic Development Department who selected the commercial beautification award winners. Ms. Lopez then presented them with their award. Mayor Lago introduced Agenda Item A-2 Presentation of a Proclamation declaring October 10, 2023 as "Commissioner Maria Anderson Day" in Coral Gables, thanked and welcomed her before reading the proclamation [applause]. Former Commissioner Anderson stated that the 12 years was a privilege to serve the city and thanked them for the opportunity and the honor bestowed to her because she is humbled by it and grateful. Also, she said that there was another Anderson sitting in the same seat she sat in and that her time spent as a commissioner was a time of humbled privilege. Vice Mayor Anderson spoke of many times when she was running for office and wore a t-shirt with her name that many people mistook her for former Commissioner Anderson and she had to clarify to them that she was the other Anderson, and she was her neighbor down the block. She remembers when the former Commissioner Anderson ran for office and met her and how she followed through on everything she said she planned on doing and thanked her for her service, being a supporter of the Adult Activity Center and her love for the community. She is sad that she is moving away but pleased to recognize her. Former Commissioner Anderson said that she remembers nominating Vice Mayor Anderson to a city board. Commissioner Fernandez spoke of when he was knocking on doors during his campaign, residents thought that they had re-elected her to the city commission two years before and are still confused (jokingly) and of meeting her eight years ago and the love and passion she has for Coral Gables all her life is admirable, her dedication as a chaplain in rendering service to those who most need it is commendable and while it is great for her to retire, it is a huge loss for the folks at Baptist and the city and hopes she returns often. She thanked Commissioner Fernandez and said that Portugal awaits and that she will always miss her childhood home her parents bought in 1960. It is bittersweet and she is grateful for his words. Commissioner Menendez stated that one thing he has learned in Coral Gables is that there are many ways to serve others and she has excelled in doing that, which is a testament to her and what the community is about. He thanked and congratulated her for her years of service, her opportunity in Portugal, and it is well deserved. Mayor Lago thanked and wished her the best, that she will always be in their thoughts, 12 years of service is a lot to any community, any organization, and will always welcome her guidance, feedback and leadership in any way or form and for her to enjoy her well-deserved retirement. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 City of Coral Gables Page 4 City Commission Meeting Minutes October 10, 2023 A.-3. 23-6472 Presentation of a Proclamation declaring October 14, 2023 as "E-Waste Day" in Coral Gables. Attachments: Proclamation Mayor Lago introduced Agenda Item A-3 and Commissioner Menendez read the proclamation and Asst. Director Matthew Anderson-Mobility and Sustainability/Public Works Department made the proclamation to a student from Boca Raton. He stated that October 14th is International “E-Waste Day” and highlighted all the things the city has been leading in this effort through the recycling drive-through events, 16 so far, and the next one is on Saturday, November 4th, they have collaborated with the IT Department diverting thousands of pounds of E-waste as well as with the battery recycling program. He then introduced Anya Gupta, a 13-year-old student who is a children’s author of Pennies for Penguins and founder of the E-Waste Revolution initiative she started 2-3 years ago when she realized how detrimental E-Waste can be for the environment and how unknown an issue it is, and because she is a children’s book author, she made it a part of her Girl Scout initiatives. The City of Boca Raton and numerous other cities have proclaimed the day and her mission is to create awareness of this big issue because she wants to divert as much e-waste as she can from going into the oceans and landfills and ensuring that all the e-waste is properly recycled. Mayor Lago congratulated and invited her to join the city when they have their recycling drive-through and to ask her parents because he always brings his daughters to it, and it has been successful and perhaps she could give them more ideas on how they could be more successful in diverting even more e-waste as possible. She said she will ask her mother. He said that he is proud to have someone as young as she interested in recycling because they need to shine a positive light on recycling and the importance of it for current needs and future generations and thanked her. Before reading the proclamation Commissioner Menendez stated that she is eloquent and so accomplished at such a young age, and truly an inspiration. He then congratulated her and her family because she is an amazing young lady. He stated that there are many members of the Hispanic community in the city who have had numerous successes, and it is important to recognize this month and thanked the mayor for the opportunity to do so. Attachments: Proclamation Mayor Lago introduced Agenda Item A-5 Presentation of a Proclamation declaring October 2023 as "Disability Acceptance Month “in Coral Gables and Director Raquel Elejabarrieta-Human Resources, Labor and Risk Management made the presentation. She stated that the city each year proclaims October as “Disability Acceptance Month” and recognizes an individual or entity within the city for their efforts to embrace diversity, promote acceptance, equality, inclusion, and accessibility for individuals with disabilities and by highlighting their achievements the city celebrates and promotes disability acceptance, raises awareness and encourages others to do the same. This year together with the city’s Disability Affairs Board, the city recognizes the City of Coral Gables Museum who last summer exhibited “Huemans of Miami” as part of their museum celebration of “Autism Acceptance Month” which is a collaborative project organized with the WOW Center, Crystal Academy and seven other local schools. Director Elejabarrieta then went on to describe the background of the exhibition. Accepting the proclamation from the museum was Elvis Fuentes, Exec. Director of the Coral Gables Museum and accompanying him was his staff, as well as the Chair of the City’s Disability Affairs Board Mary Palacios, and thanked them for being there. Mr. Fuentes stated that it was an honor to receive the proclamation, acknowledged his staff and spoke in depth describing how extraordinary the exhibition was. Gabriella Acuna Assistant Curator spoke of doing her first exhibition at the museum and it being an honor with all the participants involved in the exhibition and how the exhibition shared the message of autism acceptance and diversity and to keep sharing that forever. She also thanked the Mayor and City Commission and everyone who accompanied her. Ms. Palacio commended Ms. Acuna for the effort and love she put into the exhibition and having only four months to do it. Continuing, she said that people with autism want empathy not sympathy, to be included in all aspects of life and that’s including the workforce, housing, and entertainment. As a parent she thanked them for the promise that they are going to keep on doing this every year, and to include art people in the community and thanked them because they deserved it. Vice Mayor Anderson stated that it was a great honor to read the proclamation and said she took a visiting guest from New Jersey to the museum, and they were thrilled with the amount of diversity and art expression. She knows that music and art are forms of expression and it is important to send that message and gain empathy from people to let them know that these individuals are members of our community who deserve to be participating in our community and they have fabulous pieces on display and thanked them for making it a reality. Mayor Lago thanked former City Attorney Craig Leen for shedding the light City of Coral Gables Page 6 City Commission Meeting Minutes October 10, 2023 on disability awareness and being a champion in paving the way for the city to be leading in this front. He also mentioned the awesome Project Victory program whereby students work at City Hall and throughout the city and they are doing a wonderful job. Attachments: Proclamation Mayor Lago introduced Agenda Item A-6: Presentation of a Proclamation declaring October 2023 as "Breast Cancer Awareness Month" in Coral Gables and Vice Mayor Anderson before reading the proclamation thanked the mayor for putting the item on the agenda because everyone needs to be reminded, both men and women that breast cancer can strike them all and the need to catch it early because it is devastating when you don’t. She then requested that City Manager Iglesias on October 20th City Hall be lighted up in pink to which he acknowledged her request. Attachments: Cover Memo, FF of the Month, September 2023 FF of the month ltr - September 2023 Mayor Lago introduced Agenda Item A-6 Congratulations to Lieutenant Christopher Ayala recipient of the City of Coral Gables “Firefighter of the Month Award" for September 2023 and Fire Chief de la Rosa introduced Lieutenant Ayala who was nominated by his peers for his quiet, yet unrelenting dedication to his fellow firefighters and department. When one of his fellow firefighters suffered a debilitating disease, he took it upon himself to do an internal collection to make sure that his fellow firefighter’s family needs were met such as travel expenses, coverage, time off, etcetera while away from home. Another example is that their extrication team is getting ready to compete in the world extrication in Spain next week, and everyday Lieutenant Ayala is not at work, he is there helping the team in training, directing, being a live patient in a hot car in a junkyard if he has to -- whatever it takes to ensure their success. It is because of his dedication to his department and firefighters he is the firefighter of the month for September. Lieutenant Ayala thanked the administration and his peers for the recognition and looks forward to welcoming back his fellow firefighter who is going through that crisis and was glad that they were able to get together as a family and make things right for him. Mayor Lago thanked Lieutenant Ayala for his commitment to the city as well as his fellow firefighters and noted that it is their work and dedication to the city that sets them apart from other City of Coral Gables Page 7 City Commission Meeting Minutes October 10, 2023 cities and the City Commission is grateful for their hard work. Attachments: Cover Memo, FF of the Month, October 2023 FF of the month October 2023 Mayor Lago introduced Agenda Item A-8 Congratulations to Firefighter Norman Angel recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month of October 2023 and Fire Chief de la Rosa made the presentation. Firefighter Angel was nominated for taking up a leadership role in the Fire Department which is a tradition in spearheading the collection for the Muscular Dystrophy Association (MDA) during the Labor Day weekend. He also organized a website that is still open and taking collections, and all together for that weekend he collected $7,500 for the MDA. It is for taking on the challenge and representing the Fire Department he is being recognized. Firefighter Angel thanked the city, his department, and his wife and mother in the audience. He is proud to be a part of raising money with the MDA which is a great organization, and he thanked the City Commission for their time. Mayor Lago thanked Firefighter Angel who has been with the department over seven and a half years, and the Fire Department because they make the city look great and for his hard work and leadership in representing the city. He also thanked and recognized Firefighter Angel’s family who deserve credit for standing by him, pushing him forward and being a great example for Firefighter Angel, and it was a pleasure meeting his mom, a very nice lady. Attachments: Officer of the Month Alejandro Pino-Perez Pino Perez - Officer of the Month (August 2023) Memo Police Chief Hudak introduced and made the presentation to Officer Alejandro Pino-Perez, recipient of the City of Coral Gables “Officer of the Month Award,” for August 2023. He stated that Officer Pino-Perez came to the city from Florida Highway Patrol. On August 6, 2023, at approximately 10 o’clock in the morning, Coral Gables Marine Patrol was asked and received emergency assistance request from the US Coast Guard and other marine patrol units in pursuit of a stolen docked tow boat at Biscayne Bay which was headed toward Coral Gables. It was Officer Pino-Perez keen observation in seeing that the lanyard was in place reached over and grabbed it with a tow stick and disconnected it so that the boat came to a stop safely. It is because of his actions in recovering the stolen boat, safely bringing the individual City of Coral Gables Page 8 City Commission Meeting Minutes October 10, 2023 in and saving the lives of numerous people who could have been on the water that day, he is deserving of being recognized as the Officer of the Month for August, 2023. Officer Pino-Perez stated that it was a team effort, thanked everyone and Police Chief Hudak for giving him the opportunity. Mayor Lago thanked him, his family in their absence and congratulated him for his hard work and going the extra mile which is what sets the City of Coral Gables police apart from all others in setting the bar high. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 8 Non 23-6663 Congratulations to Public Information Officer Kelly Denham on her retirement. Agenda Item Police Chief Hudak stated that it was Police Officer Denham’s last City Commission meeting, she has been with the city for 15 years and prior to that she was with Florida Highway Patrol (FHP). Kelly has been many Chiefs right hand, not only as their public information officer but also their community affairs person. She has been his right hand on many issues in the last nine years that he has been Chief and well before that. He sincerely believes that it is difficult to find a replacement for Kelly only because she takes on way too much, but also does it successfully, and trying to find a replacement for her, because she truly is irreplaceable, is going to be a multi-person staffing and he has already spoken to the City Manager because he can’t find somebody as good as she and will have to split-up her work among numerous individuals. Additionally, her identical twin sister who is retired was also the Florida Highway Patrol PIO in Orlando, so it’s in her family’s blood. She will stay on as a reserve and will continue to be part of their “Fight Like a Girl” program that she developed and wrote. It is a great community affairs program they have for women’s self-defense and something you can’t put a prince on. He then invited everyone to her retirement ceremony on the 20th at the Police Department along with Danny Smythe who has been doing traffic investigation homicide for many years, both came on together from FHP together and they are going out on the same day. Also retiring and moving on is Major Raul Pedroso and he is going to be one of the Assistant Chiefs at the Alexandra, Virginia Police Department. He then thanked Kelly for what she has done for the department, personally, his family and the City of Coral Gables as she has been a stalwart in keeping them safe and getting their information out correctly and congratulated her. [applause] Officer Denham thanked the Chief for his kind words, reflected on working with different Mayors and City Commissioners and remembers pinning the badge of the Office of the Month when he graduated from Miami-Dade North Academy. He asked her to pin his badge and because he didn’t meet their requirements at that time, because she was doing recruiting at that time advised him to go to FHP do two years, then come back to Coral Gables and it is the second time that he has gotten Officer of the Month. She expressed her love for her department and found herself here when she taught a fraud City of Coral Gables Page 9 City Commission Meeting Minutes October 10, 2023 class and while she loved being a trouper, fell in love with Coral Gables and it is one of the most magnificent places to work and is proud to finish her career here. It is time after 34 years in law enforcement, it is time for her to go on and let someone else forge a path in her position and can honestly say that it has been a great experience, and she appreciates the opportunity. It was wonderful and she thanked them. [applause] Mayor Lago stated that he has had the pleasure of working with Officer Denham over the past ten years and it has been an incredible experience. She is a breath of fresh air, always smiling, an incredible professional at her job and is honest and sincere about how important this job is not only to her, but to everyone in this community and while it pains him to see her go, but a well-deserved retirement. She has worked hard in a hard industry and congratulated her and wished her the best and if she ever wants to return, Coral Gables will welcome her with open arms. Vice Mayor Anderson spoke of her experience attending one of Officer Denham’s self-defense classes with people with walkers and who didn’t have the confidence to defend themselves and everyone loved her, and she looks far too young to retire but should she wish to come back, they all love and appreciate her, and the doors are always open and thanked her for her service. Officer Denham responded that reflecting on the class, she loved watching the women walk out of the classes empowered and it is probably one of her proudest achievement. Commissioner Fernandez stated that he had the privilege of working with her not only in the city but as a member of the press and anytime he called her there was always a response and she would find the answer for what he was looking for. He remembers eight years ago when he went through a phase of wearing bow ties and what a big mistake. Kelly told him to drop the bow ties and he stopped - he listened and thanked her for that save. He knows she will do great in retirement, and that she will not stop working for the people and the community she will live in and appreciates everything she has done for their community and Coral Gables would not be what it is today if it wasn’t for her. Commissioner Menendez stated that something that is unappreciated is when someone in government is approachable, and she is always approachable from the community, those who work with her, the City Commission and that says a lot about the person and when taking the photos, at times it is difficult to get people to smile but when they see her, they smile and thanked her.
