Urquia, City Clerk City Commission Meeting Minutes February 27, 2024 The City of Coral Gables will be holding its Regular Meeting on Tuesday, February 27, 2024 commencing at 9:00 a.m. Members of the public may participate in person, but are also able to participate via the Zoom platform. Members of the public may join the meeting via Zoom at (https://zoom.us/j/3054466800). City of Coral Gables Page 1 City Commission Meeting Minutes February 27, 2024 CALL TO ORDER The meeting was called to order at 9:06 a.m. LEGISLATIVE SUMMARY The following minutes summary includes all presentations made, and actions taken which is supplemented by the following exhibits on file in the Office of the City Clerk, and which are hereby made a part of the record herein: (a) Ordinance(s) adopted (Ordinance No. 2024-08 and Ordinance No. 2024-09) (b) Resolution(s) adopted (Resolution No. 2024-35 through Resolution No. 2024-44); (c) Video; (d) Audio Recording; (e) Minutes Folder with Agenda and background information, including items which were submitted at the meeting. PRESENTATIONS AND PROTOCOL DOCUMENTS A.-1. 24-6951 Congratulations to Keep Coral Gables Beautiful on receiving the 2023 Award for Innovative Impact from the Florida Recycling Partnership Foundation Mayor Lago introduced Agenda Item A-1 Congratulations to Keep Coral Gables Beautiful on receiving the 2023 Award for Innovative Impact from the Florida Recycling Partnership Foundation. Solanch Lopez, Marketing Manager-Economic Development assisted by Matt Anderson, Asst. Director-Mobility and Sustainability-Parking Department spoke regarding the city’s reverse vending machine reward incentive program which was housed at the War Memorial Youth Center in November 2022 through November 2023 which involved the collection of plastic bottles and cans for proper recycling. Mr. Anderson stated that they recycled over 18,000 containers and thanked Community Recreation Department, businesses, students at University of Miami and others who participated in making the program successful, the City Commission for their support and acknowledged Diego and Nicole who helped with the program. Ms. Lopez also thanked the six businesses who helped in providing the reward incentives. Mayor Lago thanked them all and was informed that April 1st would be the next event, and he encouraged his colleagues to participate in the event. The Vice Mayor also chimed in about the area around the Youth Center looking clean, the benefits of incentives and thanked them all. This Presentation/Protocol Document was Discussed and Filed City Clerk Item No. 1 City of Coral Gables Page 3 City Commission Meeting Minutes February 27, 2024 Non 24-7169 A Resolution of Condolence on behalf of the City of Coral Gables extending its heartfelt Agenda sympathy to the bereaved family of the late Anne Slesnick Leidel. Item Mayor Lago introduced and made the presentation of A Resolution of Condolence on behalf of the City of Coral Gables extending its heartfelt sympathy to the bereaved family of the late Anne Slesnick Leidel. However, before doing so, he noted that the former Mayor Don Slesnick, has had a tough two years, having his wife Jeannette Slesnick and now his mother passing, but he has done it with a level of grace and dignity that is to be commended, and this is the way he has always conducted himself and he then read the Resolution which spoke of the life and service of Anne Slesnick Leidel. Mr. Slesnick thanked the City Commission for the recognition on behalf of his family, introduced his sister Luanne and stated that his mom would be buried the following day next to his father. He took a few moments to reflect on the life of his mother who was a single mother from humble beginnings, her love for the city and them being brought up by a traditional family and that upbringing is what made him and his sister the individuals they are today. He then recognized those who came to support him at the City Commission meeting and Luanne also thanked the City Commission. Mayor Lago thanked the Slesnicks for all they have done and continue to do for the city, and leaving a legacy that will be felt for generations to come. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 2 A.-2. 24-7089 Congratulations to Sergeant Bo Williams, recipient of the City of Coral Gables “Officer of the Month Award,” for December 2023. Williams Mayor Lago introduced Agenda Item A-2 Congratulations to Sergeant Bo Williams, recipient of the City of Coral Gables “Officer of the Month Award,” for December 2023 and Police Chief Hudak made the presentation. Sergeant Williams is being recognized for his role in the capture of four juveniles involved in a burglary on December 11, 2023. It is because of his quick response, keen observation, and decisive actions that he is being honored. Sergeant Williams thanked the Mayor and City Commission, Police Chief Hudak, and those who nominated him for the award and noted that it was a team effort, and he is proud he wears the City of Coral Gables badge and to know that they are backing him up. Mayor Lago congratulated him on being an amazing officer with a great demeanor and how highly he is spoken of by the residents. He also commended him on having a beautiful family. This Presentation/Protocol Document was Presented and Filed City Clerk Item No. 3 City of Coral Gables Page 4 City Commission Meeting Minutes February 27, 2024 A.-3. 24-7090 Congratulations to Sergeant Raiza Mardis, recipient of the City of Coral Gables “Officer of the Year Award,” for 2023. Mardis Police Chief Hudak introduced the presentation of Agenda Item A-3: Congratulations to Sergeant Raiza Mardis, recipient of the City of Coral Gables “Officer of the Year Award. He stated that it was his pleasure to introduce their two-time recipient and Officer of the Year Award, Sergeant Mardis. He considers her one of his poster children because she continues to be an exemplary officer, detective, and supervisor. She has recently been promoted to Sergeant and continues to mentor the newest members within the department by imparting what she has learned and thanking her for what she does every night. In addition, she is being acknowledged for dismantling an organized South American Theft Group (SATG), responsible for various crimes and accomplishing this by working with various outside agencies. In 2021 she was awarded for being the first to identify individual(s) responsible for hate crimes in the city’s Jewish community and in 2023 was responsible for the capture of an individual walking away from a crime on the 1200 block of Douglas Road. It is because of her ever-present supervision and her demonstrating what a police officer personifies, that she is the Officer of the Year for 2023. Sergeant Mardis thanked the Mayor and City Commission, Police Chief Hudak for his kind words, her senior staff, the two nominators, Awards Selection Committee, Property and Crimes Unit, Crime Analyst, and all others, many of whom were present who were part of a 9-month investigation. She then thanked her family, acknowledged her husband, and stated that she never gives up or take no for an answer and is goal oriented. Additionally, she noted that cases take time away from family and her husband John, a fellow officer and thanked him for being very understanding of that over the years and closed by vowing to give them all 100 percent and thanked them. Mayor Lago congratulated her because her pride in her job is evident, and they are blessed to have her. He also commended her husband in the way he looked at her with pride. Sergeant Madis’s husband stated that he and his family are also proud of her, she does a great job, and they have a great working relationship. Vice Mayor Anderson in thanking her said that she can relate because without the teamwork at home they can’t shine on their own job. Commissioner Fernandez thanked and congratulated Sergeant Mardis and spoke on the importance of family in the life of an officer and commended her on being a great mother, and the shift she works isn’t easy and the city is protected and kept safe 24 hours a day because of dedicated people like her.
