The City of Coral Gables will be holding its Regular Meeting on Tuesday, June 11,
2024 commencing at 9:00 a.m.
Members of the public may participate in person, but are also able to participate via
the Zoom platform. Members of the public may join the meeting via Zoom at
(https://zoom.us/j/3054466800). In addition, a dedicated phone line will be available so
that any individual who does not wish (or is unable) to use Zoom may listen to and
participate in the meeting by dialing: (305) 461-6769 Meeting ID: 3054466800. To speak
prior to the City Commission taking action on an Agenda Item, please "Raise your

The meeting was called to order at 9:07 a.m

Mayor Lago introduced Agenda Item A-1 and Deputy Fire Chief Hernandez made
the presentation regarding the Special Response Team/Vehicle Extrication Team and
spoke of them participating in Palm Beach, Florida with other firefighters from all over
the State of Florida, and from Canada. This team is considered one of the best teams
in the world for vehicle extrication, they performed exceptionally well and received
two first places and one third place award, with Nicolas Fernandez receiving Best
Paramedic Award and Captain Christopher Ayala the Best Incident Commander
Award. He then introduced members from the team and showed pictures of various
scenarios of the firefighters performing lifesaving vehicle extrication. Mayor Lago
thanked them all for being a shining great light on the city.

Mayor Lago introduced Agenda Item A-2: Congratulations to Firefighter Richard
“Ricky” Fernandez recipient of the City of Coral Gables “Firefighter of the Month
Award,” for the month of May 2024 and Deputy Fire Chief Hernandez made the
presentation. Firefighter Fernandez is also a firefighter Driver Engineer who has been
with the fire department for 32 years and sadly for them and the residents, he is
retiring next month. He has excelled during his tenure with the city and is accredited
for always giving back to the city. He is knowledgeable, dedicated, disciplined,
organized, hardworking and has always focused on making the department better.
He is a student of the fire service, taught at the fire academy for many years and
someone who is sort after around the world as a subject matter expert on topics like
vehicle extricate, swift water rescue, high-rise firefighting, incident command and a
volume of other disciplines that he is an expert at. He is part of the original members
of the extrication team and one of the reasons why their team performs at the highest
level that they do. He said that he was going to miss him and presented Firefighter
Fernandez with his award. Mayor Lago congratulated Firefighter Fernandez who in
turn thanked him, and the City Commission, and Deputy Fire Chief Hernandez for his

kind remarks. He continued by saying while it is difficult leaving, he is happy with
what he has accomplished in the city and that anyone is only as good as the people
they surround themselves with, and he is surrounded by some great people, and if that
wasn’t the case they wouldn’t be that good. He appreciates the award and reminds
everyone that he also received one when he started with the city early in the 1990s for
work, he did with EMS and it is nice to get this award now that he is leaving and
retiring. Mayor Lago congratulated him and hoped he would enjoy his well-deserved
retirement with his family and friends and thanked him for his service to the city.

Mayor Lago introduced Agenda Item A-3: Congratulations to Captain Gregory
Atwood recipient of the City of Coral Gables “Firefighter of the Month Award,” for
the month of June 2024 and Deputy Fire Chief Hernandez before making the
presentation stated that on Mother’s Day while Captain Atwood was celebrating with
his family in a restaurant noticed an elderly woman choking and performed an
abdominal thrust aka the Heimlich Maneuver. At first it did now work, and the
woman went into cardiac arrest, and he immediately administered CPR unit
Miami-Dade Fire Rescue arrived and continued patient care in assisting them with
interventions they should attempt which were successful and the patient did regain a
pulse and was transported to the hospital. They were informed by Police Officer
Reyes from the Miami-Dade County Police Department who was on the scene and
impressed by the performance of Captain Atwood that he visited the city’s fire
department to speak to a supervisor to ensure that Captain Atwood was
commended. He spoke to the Battalion Chief who referred him for the award.
Police Officer Reyes’ words were “he played a direct role in the survival of this
patient and without his intervention she probably would not have survived”. Captain
Atwood thanked Deputy Chief Hernandez, the City Commission, is honored and
humbled and hope the outcome was a positive. The closed by reiterating the value of
everyone taking a CPR class and being available to help when necessary.

A.-4. 24-7547 Congratulations to Officer Julio Gonzalez, recipient of the City of Coral Gables “Officer of
the Month,” for February 2024.

Cover Memo
Assistant City Chief Hanlon stated that back in February Officer Gonzalez observed
two suspicious juvenile males walking on the 3900 block of LeJeune Road and
followed them. Upon investigation, it was determined that they and others were
connected to two previous cases in the city involving the theft of a stolen vehicle.
Continuing, he said that this is an example showing that they respond not only to calls
they are dispatched to, but also are proactive in their work which is phenomenal and
because of Officer Gonzalez’s work, it shows the residents of the city that they have
officers who are dedicated to the work they do. In reminding everyone of the
dangers of police work, he referred to a recent fatality accident involving a homeless
individual on the highway in which Officer Gonzalez was working a traffic post and
was struck while getting out of his vehicle by someone who drove through the area.
He is thankful that he wasn’t badly hurt and was able to return to work. So, many
times it is the minor things they do that become dangerous for an officer. He then
congratulated and thanked him. Officer Gonzalez thanked the Mayor, City
Commission, and his command staff for hiring him, giving him an opportunity and it is
his first recognition. He loves working for the city and appreciates his colleagues
always looking out for him and giving him the confidence to do the work he does and
always being there for him. He also recognized and thanked Officer Danny Smith,
Officer Clute, and Officer Becker for all they taught him and for the person he has
become.

No. G24MI0016A in the amount of $443,069 on behalf of the Coral Gables Police
Department as part of the Office of National Drug Control Policy (ONDCP) High
Intensity Drug Trafficking Areas (HIDTA) Program to support Fiscal Year 2023-2024
operations of the South Florida Money Laundering Strick Force; and authorizing an
amendment to the Fiscal Year 2023-2024 annual budget to recognize the $443,069
grant as revenue and to appropriate such funds to put toward the cost of the program.

Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.
