The City of Coral Gables will be holding its Regular Meeting on September 10, 2024
commencing at 9:00 a.m. Members of the public may participate in person, but are
also able to participate via the Zoom platform. Members of the public may join the
meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone
line will be available so that any individual who does not wish (or is unable) to use
Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting

Week" in Coral Gables.
Presentation of a Proclamation declaring September 17 - 23, 2024 as "Constitution
Week" in Coral Gables. Mayor Lago introduced and recognized former Mayor
Dorothy Thomson who has been a member of DAR for the past 55 years thanked the
Mayor and City Commission for all they do and the recognition. She also introduced
Mary Turso Vice Regent of Coral Gables Daughters of the American Revolution
(DAR) and noted that it is always a pleasure to come and receive the proclamation
each year and it is meaningful even though it is repetitive. At the end of the month,
they will have a reception and dinner where all the Chapters from Miami-Dade
County, state and national governments will congregate and display their
proclamations, and she is proud of the Coral Gables proclamation and to be there
with all the cities. Ms. Turso thanked the City Commission on behalf of the Coral
Gables DAR and noted that the Chapter has been in existence almost as long as the
city and they are nearing their 100th birthday as well and thanked them for the many
years of providing the proclamation and wish in the future that the Commission would
consider joining them at one of their luncheons. The mayor thanked them both and
then read the proclamation.

A.-2. 24-7962 Congratulations to the City of Coral Gables for being named "Best City to Live In" by
Miami New Times.
Congratulations to the City of Coral Gables for being named "Best City to Live In" by
Miami New Times. Mayor Lago introduced this item and Director Belkys
Perez-Economic Development accompanied by Miami New Times Senior Executive
Director Kristi Kinard. Director Perez stated that Miami Times has an annual best of
series and this year they added a new category - Best City to Live In, and they are
excited that the city won the award on their first effort. Ms. Kinard congratulated the
city and explained the different ways in which a city can win, something they have
been doing over 35 years and it was t what the community wanted. In fact, she was
scared because she has an infinity for the Gables, but Miami Shores ran close, and it
is a credit to them in making the strides and the City of Coral Gables a “must see”.
Vice Mayor Anderson thanked her for doing the contest and it was a pleasure to be
there with her for the unveiling of the award and it speaks volumes to what the city
staff does but also the businesses themselves like a fabric with them all working
together, and it takes teamwork. It was a great event and thanked her for doing it
because it helps propel them to keep going forward. Ms. Kinard thanked her for
attending. They have the readers and the community’s heart and that means more
than editorial pics every day. Mayor Lago thanked her for the recognition as always,
it is a pleasure. Commissioner Fernandez also thanked her.

A.-3. 24-7881 Congratulations to the Procurement Department winner of the 2024 Achievement of
Excellence Award by the National Procurement Institute.

Congratulations to the Procurement Department winner of the 2024 Achievement of
Excellence Award by the National Procurement Institute. Mayor Lago introduced
this item and Director Diana Gomez-Finance Department made the presentation.
She began by outlining the criteria for receiving this prestigious award, and it is the
third year that the city has received this premiere award in the procurement profession
under the leadership of Chief Procurement Officer Celeste Walker-Harmon. She
then congratulated Procurement Officer Harmon-Walker and her team. Mayor Lago
congratulated her for the great work, to which the Chief Procurement Officer thanked
him, and she in congratulated her team because it is a team effort, and she couldn’t do
it without them. It is a testament to hard work and what they do and are proud of
that. She then introduced her Assistant Procurement Officer Tanya Donigan. Mayor
Lago thanked them again for what they do because it is not an easy task having to
always crossing their T’s and dotting their I’s and they appreciate all they do for the
city because at the end of the day, it is procurement who protects the city’s assets.

A.-4. 24-7948 Presentation of a Certificate of Appreciation to the Coral Gables Fire Department for their
assistance in training a delegation of firefighters from Cartagena, Colombia, a Sister City
of Coral Gables.
Presentation of a Certificate of Appreciation to the Coral Gables Fire Department for
their assistance in training a delegation of firefighters from Cartagena, Colombia, a
Sister City of Coral Gables. Mayor Lago introduced this agenda item and Director
Belkys Perez- Economic Development Department and Fire Chief de la Rosa made
the presentation. Director Perez began her presentation stating that the City of
Cartagena was the first Sister City and even with the change in leadership the
relationship has remained strong and unlike the other cultural exchanges that they have
had in the past, this last interaction will have a meaningful long-term impact with the
residents and visitors of Cartagena. Last month a delegation of eight firefighters came
to Coral Gables to train with the city’s firefighters which involved a comprehensive
training tailored to their needs. Special thanks to Fire Chief de la Rosa, Deputy Fire
Chief Hernandez, Lieutenant Ishmael Roig, Lieutenant Louie Fajardo and Fire Fighter
Jonathan Correro for spending one week training. Pictures were shown of the
firefighters during their training, and she thanked the city’s firefighters for their
goodwill and effort put into getting this delegation the training they needed. Special
thanks to put this together was given to Letecia Perez, Int’l Business Development
Coordinator- Economic Development. Fire Chief de la Rosa thanked the Mayor and
City Commission for allowing and entrusting them to participate in programs like this,
Belkys and her staff. He reiterated that he always says that they are committed to
community which is always the case, and they live by that motto whether it is in the
confines of Coral Gables, throughout our state or definitely internationally, putting an
emphasis on resources and training and the development of their people and it is
always great to give back benefitting not only our community but Sister Cities. Those
who participated are considered ambassadors and they deliver wherever they are
placed and represent their fire department brand and that of the city in an exceptional
manner. He then thanked everyone who participated in hosting and welcoming the
firefighters from Cartagena. [Applause]. Mayor Lago thanked Fire Chief de la Rosa.
Fire Lieutenant Roig thanked the Mayor and City Commission, his administration for
allowing Captain Fajardo and himself to teach their Columbian fire fighter brothers
and went into detail about their experience and look forward to future opportunities to
learn and grow in their relationship. Mayor Lago thanked them all for spreading
goodwill and sharing with fellow Cartagena firefighters in training the techniques they
have learned over the years and what the city appreciates because many foreign
countries do not have the resources that this city has, and they will be blessed from
everything they taught them. Certificates were then handed out to the firefighters who
participated in the training.

of the Quarter,” for the second quarter of 2024.

Congratulations to Detective Khaled Taha, recipient of the City of Coral Gables
“Detective of the Quarter,” for the second quarter of 2024. Mayor Lago introduced
this item and Police Chief Hudak made the presentation. Detective Taha was
recognized by her Sergeant Brad Banner Criminal Investigation Division because of
his exemplary detective skills and hard work in clearing eight cases for this quarter
and went on to describe in depth some of those cases in his partnership with other
detectives and agencies. These cases include burglaries, cellphone theft, shoplifting,
porch pirate thefts, and absconding of a television from a roommate. His worth ethic
and dedication to this department makes him an asset to the property and crime unit
and most deserving for the award. Detective Taha in addressing the City
Commission, Police Chief Hudak and senior staff, thanked everyone on the awards
committee and members of his unit. The award is a culmination of teamwork and
thanked all who were involved in the arrests, his wife and family for their support.

the Month,” for May 2024.

Congratulations to Officer Casey Rivera, recipient of the City of Coral Gables
“Officer of the Month,” for May 2024. Police Chief introduced Officer Casey
Riviera who was nominated by Officer Bianca Torres because of an incident which
occurred on May 19, 2024, involving a group of individuals who attacked an
individual and stole his bicycle. While she was not dispatched to the area, working as
they do as a team, she identified the individuals and when they split-up, she caught
one of them while the other individual who stole the bicycle got away but was soon
caught by Bike Patrol Officer Deleon. Both individuals were turned over to the City
of Miami where the charges were on them. It is because of her diligence in
performing her job each day, she is being recognized and awarded the “Officer of the
Month for May 2024. Officer Rivera stated thanked the Mayor and City
Commission for recognizing hard work that doesn’t go unnoticed, Police Chief Hudak
for allowing her to be part of the Coral Gables family, her Charlie Shift supervisors,
her closest friend Officer Brittany Torres for the nomination and being the perfect
backup, and lastly thanked God for allowing her to put on the uniform every day and
keeping her safe and serving the City Beautiful is always an honor, she then thanked
them and wished them a blessed day.

the Month,” for June 2024.

Congratulations to Officer Lucas Rosson, recipient of the City of Coral Gables
“Officer of the Month,” for June 2024. Police Chief Hudak made the presentation
regarding Officer Rosson who works the midnight shift and on June 5, 2024, at
around 3:22 a.m., units were dispatched to the 600 block of Cadagua to a
construction site regarding a disturbance where people were heard laughing and
making noise. Officer Rosson’s quickly acted in securing the area with the assistance
of fellow officers, thereby culminating with an individual who had previously been
taken into custody for shoplifting incidents along South Dixie Highway around South
LeJeune Road and Ponce de Leon Boulevard. The individuals were later charged
with trespassing on the site because they could not give any reason for being in that
area. Because of his diligence and all he does on the midnight shift in keeping the
residents safe at night, he is being recognized and awarded the “Officer of the Month
for June 2024”. Officer Rosson thanked the Mayor, City Commission, Police Chief
Hudak, all who played a part in him being nominated, his fellow officers who assisted
him that night and with the investigation, and his family who could not be there to see
him accept his award. Mayor Lago stated that the three individuals accepting their
awards is not only the present, but the future of the department and the city is blessed
to have an incredible team mentoring them. He also thanked them for the hard work
they do for the city, a sentiment shared by the entire Commission for all they do and
their diligence in keeping the residents and business community safe.

C. PUBLIC COMMENTS

Any person making impertinent or slanderous remarks or who become boisterous while
addressing the Commission, shall be barred from further audience before the
Commission by the Chair, unless permission to continue or again address the
Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.

public hearing or public comment portion of the meeting should contact the City ’s ADA
