The City of Coral Gables will be holding its Regular Meeting on December 10, 2024
commencing at 9:00 a.m. Members of the public may participate in person, but are
also able to participate via the Zoom platform. Members of the public may join the
meeting via Zoom at (https://zoom.us/j/3054466800). In addition, a dedicated phone
line will be available so that any individual who does not wish (or is unable) to use
Zoom may listen to and participate in the meeting by dialing: (305) 461-6769 Meeting
ID: 3054466800. To speak prior to the City Commission taking action on an Agenda
Item, please "Raise your Hand" or send a message to one of the meeting hosts using

CALL TO ORDER
The meeting was called to order at 9:03 a.m.
LEGISLATIVE SUMMARY
The following minutes summary includes all presentations made, and actions taken
which is supplemented by the following exhibits on file in the Office of the City Clerk,
and which are hereby made a part of the record herein: (a) Ordinance(s) adopted

Representative Mari Tere Rojas on her mother's passing.

Mayor Lago introduced Agenda Item A-1 Presentation of a Resolution of
Condolence to School Board Chair and District 6 Representative Mari Tere Rojas on
her mother's passing and Commissioner Fernandez made the presentation and spoke
of his acquaintance with Ms. Rojas’ mother who was proud of her daughters, and her
vision and love for the City of Coral Gables. Ms. Rojas thanked the Mayor and City
Commission on behalf of her family for the resolution as she spoke passionately
reflecting on her mother’s journey from Cuba to America to escape communism and
her positive influence in her children lives and she left a legacy of selflessness and love
for all those that she met which will live on forever in their hearts. The Mayor, Vice
Mayor and City Commissioners all took turns speaking of the impactful and lasting
contributions made by her mother. Commissioner Fernandez then read the resolution.

A.-2. 24-8358 Congratulations to the City of Coral Gables on receiving the 2024 Clean Community
Award from Keep Florida Beautiful.
Mayor Lago introduced Agenda Item A-2 Congratulations to the City of Coral
Gables on receiving the 2024 Clean Community Award from Keep Florida Beautiful
and Solanch Lopez, Marketing Manager-Economic Development Dept. and
Matthew Anderson, Asst. Director-Marketing and Sustainability-Parking Dept. made
the presentation to the city. This award was presented at the Keep Florida Beautiful
conference in November, nominating the downtown Coral Gables which honors
communities that maintain clean and green spaces that everyone can enjoy. The
principal reasons for the city receiving the award, quarterly downtown community
clean-ups, the work that block by block does everyday and the community
beautification awards that are presented to businesses on an annual basis, all of which
highlight the hard work and dedication that volunteers and others do in maintaining
cleanliness thereby making the downtown appealing and beautiful. Mr. Anderson
commended Block by block for their efforts in the downtown beautification.
Representatives from Coral Gables Chamber of Commerce were also present and
recognized for their contributions towards the beautification of the downtown area.

“Firefighter of the Month Award,” for the month of October 2024.

Mayor Lago introduced Agenda Item A-3 Congratulations to Captain Gregory
Atwood recipient of the City of Coral Gables “Firefighter of the Month Award,” for
the month of October 2024, and Fire Chief de la Rosa made the presentation. He
stated that Captain Atwood took on the responsibilities for all aspects of the health
and safety of their firefighters’ annual physical activity, which can be quite a challenge.
It is for his commitment to getting this done he is honored with this award. Captain
Atwood, in receiving his award humbly thanked the Mayor and City Commission for
the honor, the Fire Chiefs and Administration for putting their faith and trust in him to
get this done and was glad to help in keeping everyone safe. Mayor Lago thanked
him for his service and congratulated him.

of the Month Award,” for the month of November 2024.

Mayor Lago introduced Agenda Item A-4 Congratulations to Captain Kyle Durham
recipient of the City of Coral Gables “Firefighter of the Month Award,” for the month
of November 2024 and Fire Chief de la Rosa introduced Xavier Jones, Fire Division
Chief and Supervisor to make the presentation. Division Fire Chief Jones stated that
he was excited to celebrate and honor Captain Kyle Durham the firefighter for the
month of November 2024 who is one of the hardest working individuals in the fire
department because of his computer-aided dispatch system and he was one of the
individuals who worked in collaboration with the Police Department, Communications
and Information Technology Department in making sure that the software called Mark
43 was properly put in place and up and running. Captain Durham stated that when
Fire Chief de la Rosa informed him that at the beginning of the year he would be
moving from on-duty rescue lieutenant into a staff position he was a little unsure but
realized quickly that his mindset would have to change and wanted to dedicated his
time and his efforts to helping his fellow firefighters to make decisions quickly in the
filed when seconds matter through enhancement in technology and in EMS and that
the system was going to be the key taking over a year in preplanning before going live
June 25th and that’s when the real work began. He acknowledged his wife and
mother in the audience and while he would like to take all the credit, he
acknowledged the great team behind it like those in the Police and Communications
Departments, Fire Chief de la Rosa and Deputy Fire Chief Hernandez for giving him
this opportunity to succeed. It is greatly appreciated and thanked them all. Mayor
Lago congratulated him on behalf of the City Commission.

A.-5. 24-8380 Congratulations to Sergeant Brad Baena, recipient of the City of Coral Gables “Detective
of the Quarter,” for the third quarter of 2024.
Mayor Lago introduced Agenda Item A-5 and Police Chief Hudak made the
presentation. He stated that Sergeant Baena for his outstanding work in his
leadership through his example and leading from the front as the property crimes
supervisor due to his hands-on approach with investigations, providing guidance and
support, expertise, his commitment to justice and dedication to his role while flipping
through the numerous pages of Sergeant Baena’s accomplishments and project
worked on and was nominated by his lieutenant, Luis Lanz and awarded by the
selection committee and effective January 16th he is being promoted to Lieutenant
and will return to the uniform patrol division. Sergeant Baena in accepting his award
thanked the Mayor and City Commission, Police Chief Hudak, Major Atherley and
Lieutenant Lanz for their leadership and nomination and the awards committee. He
then gave a rather moving and impactful speech about leadership from the front,
striving towards a shared purpose and that actions speak louder than words. Mayor
Lago congratulated him and his family for his hard work, professionalism and
well-deserved promotion.
