ROLL CALL Present: 4 - Board Member Daley,Board Member Permuy,Board Member Bello and Board Member Arevalo Absent: 1 - Board Member Miller APPROVAL OF THE MINUTES 19-8649 Construction Regulation Board Minutes of March 11, 2019 A motion was made by Board Member Permuy, seconded by Board Member Daley, that this matter be approved. The motion passed by the following vote. Yeas: 4- Board Member Daley,Board Member Permuy,Board Member Bello and Board Member Arevalo Absent: 1- Board Member Miller PUBLIC HEARING UNSAFE STRUCTURE CASES 18-7217 1450 Baracoa Avenue Respondent was present. This Case appeared before the Board January 14th and the Board Ordered the deadlines of January 21st for the owner to submit an engineer’s report and the deadline of February 15th for the owner to apply for all necessary permits to correct the structural violations. The owner did not comply with either deadline. On March 21st, a Notice of Non-compliance and Intent to Lien was mailed and posted advising the owner of the failure to comply with the Board ’s Order and regarding fines and administrative fees associated with the Case. Upon receipt of the Notice, the owner requested a Hearing which is strictly limited to determining whether code violations have been corrected and regarding payment of the civil penalties and administrative costs. The Building Official and Building Division staff have visited the site frequently. The City has provided the owner with considerable time to comply and has been in continual communication with him in order to address and correct the structural violations. The structure has experienced substantial damage and deterioration. Rainy season is upon us and hurricane season is quickly approaching; further weakening of the structure is expected to occur. The Building Official recommends the City immediately proceed with demolition of the structure. City of Coral Gables Page 1 Construction Regulation Board Meeting Minutes May 13, 2019 The owner requested additional time to comply and explained he has applied for a grant from Rebuild Florida. The Board Ordered to follow the Building Official's recommendation. There will not be further Orders required to demolish the structure. The Building Official is to visit the site to perform a visual inspection to determine if it's safe to enter the property to remove any remaining personal items. The City will determine the time needed to begin the demolition process. A motion was made by Board Member Arevalo, seconded by Board Member Permuy, that this matter be approved. The motion passed by the following vote. Yeas: 4- Board Member Daley,Board Member Permuy,Board Member Bello and Board Member Arevalo Absent: 1- Board Member Miller HISTORIC PROPERTIES None DISCUSSION ITEMS Board Members were informed that owners have been complying with the 2019 building recertification requirements. The primary purpose of the sign -in sheet is to record the attendance at the meeting and to assist in the accurate recording of the minutes. Signs or placards shall not be permitted in Commission Chambers. Any person, who acts as a lobbyist pursuant to the City of Coral Gables Ordinance No . 2006-11, as amended, must register with the City Clerk prior to engaging in lobbying activities before City Staff, Boards, Committees or City Commission. A copy of the Ordinance is available in the Office of the City Clerk, City Hall. If a person decides to appeal any decision made by a Board, Committee or City Commission with respect to any matter considered at a meeting or hearing, that person will need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). Any meeting may be opened and continued and, under certain circumstances, additional legal notice will not be provided.
