Parking Advisory Board
Thursday, September 26, 2019 8:00 AM The Board meets the fourth Thursday of
the month.

CALL TO ORDER
The PAB began at 08:06 A.M.
ROLL CALL
Present: 3 - Betancourt,Rua and Perez
1 DIRECTOR'S REPORT
• Parking Citation Fine Increase:
i. The County is set to increase the rate of all citations.
ii. The Director met with our parking enforcement staff to discuss
transition to the new fines and customer interactions during the transition.
iii. The PAB discussed potential use of any surplus funds.
iv. The Director reminded the PAB that currently the revenues generated
by the enforcement division does not cover the expenses for this division.
The projected increase in revenues from the new rates should more than
cover the expenses.
• Scooter Signs:
i. The PAB and Director discussed possible areas where scooters
providing food deliveries could stage while waiting.
ii. The Director showed the PAB the new signs for a scooter parking area.
iii. These signs will be used to provide on-street parking for delivery
services such as Uber Eats, Doordash, Grub Hub, etc.
• Lot 24 Update:
i. The PAB discussed delays in the sale of Lot 24 to Doctor’s Hospital.
ii. There is a disagreement between the parties concerning the legal
description of the property to be sold.
• Parking Rate Change Update:
i. Rate changes for FY2020 will be phased in between October 1, 2019
and December 31, 2019.
ii. The PAB reviewed the implementation plan with staff.
iii. In anticipation of the rate increase the Director has met with city
partners such as the Chamber of Commerce and the Business
Improvement District to discuss implementation and phasing.

• On a motion from PAB member Betancourt and seconded by PAB
member Rua the PAB approved the June 2019 meeting minutes.
• On a motion from PAB member Betancourt and seconded by PAB
member Perez the PAB approved the August 2019 meeting minutes.
3 ANNUAL BOARD REPORT
• The Director presented a draft of the Annual Board Report to the PAB.
• The PAB discussed the draft report, the director will make the
appropriate revisions and submit the report to the PAB Chair for signature.
4 AUGUST FREEBEE REPORT
• The PAB reviewed the August Freebee Report.
5 TROLLEY PRESENTATION
• The Director presented a power-point presentation prepared for City
Commission related to Saturday Trolley Service.
• The PAB by consensus supports the City Commission action to fund a
nine (9) month pilot program for Saturday Trolley Service.
6 220 MIRACLE MILE PROJECT
• The PAB discussed in detail a potential hotel development on Miracle
Mile.
• On a motion by PAB member Betancourt and seconded by PAB
member Rua the board approved a recommendation that the remote
parking contract must be in place (for 120 parking spaces) for a minimum
ten (10) year period; and that the vehicle drop-off / pick-up area (loading
zone) for the hotel be within the footprint of the building, so the primary
guest loading and unloading does not occur in the alley.
7 PUBLIC ART NORTH PONCE GARAGE
• On a motion by PAB member Betancourt and seconded by PAB
member Perez the board approved PAB member Rua as the liaison from
the PAB for North Ponce Garage to the Arts Advisory Board.
8 CENTRALIZED VALET DRAFT AUDIT
• The PAB discussed Centralized Valet operations and the review of
financial information from Park One.
9 OPEN DISCUSSION
• The new chair (Gordon Soklov) of the Transportation Advisory Board
would like a joint meeting with the PAB. Staff was asked to facilitate.
• The Director reminded the PAB of the Biennial 2019 Boards and
Committees Ethics Seminar that is scheduled for Friday, September 27,

• The Director provided the PAB with a parking article (Parking Reform
Will Save the City) written by Donald Shoup who is a professor of urban
planning at UCLA.
10 ADJOURNMENT
• The PAB adjourned at 09:25 A.M.
