CALL TO ORDER
The PAB began at 08:09 A.M.
ROLL CALL
Present: 4 - Betancourt,Perez,Holian and Garay
Excused: 1 - Rua
1 INTRODUCTION OF NEW PAB MEMBER:
• The director introduced new board member Gabriel Garay.
• Members of the PAB introduced themselves to Mr. Garay and
welcomed him.
2 OPERATIONS UPDATE
• The director informed PAB member Garay that in addition to
overseeing on and off-street parking the Parking Department also
oversees Trolley, Freebee and Block by Block operations.
• The Pay-by-Phone changeover to new signage and location numbers
for smart parking applications will begin on December 14, 2020.
• The construction documents for the Minorca Garage are expected to be
complete in February 2021.
• The new Mobility Hub to replace the existing Garage 1 is in
Procurement. The selection process for design has begun and should go
to City Commission in January 2021. The PAB discussed how we would
manage available parking during the construction of the Mobility Hub.
• Parking volumes (in general) for the City of Coral Gables are back to
approximately 80% of pre-pandemic levels.
3 ELECTION OF PAB CHAIR
• With the resignation of the PAB Chair, Dorothy Thomson, the PAB
elected a new Chairperson.
• On a motion from PAB member Perez and seconded by PAB member
Holian the board elected PAB member Javier Betancourt as chair of the
PAB.
• The PAB discussed a recognition gift for outgoing Chair Tomson.

4 OCTOBER 22, 2020 MINUTES
• On a motion from PAB member Perez and seconded by PAB member
Holian the PAB unanimously approved the October 22, 2020 meeting
minutes.
5 PARKING LOT 31 AT LEJEUNE AND GRECO
• The PAB discussed the proposed sale of Lot 31 and supports sale of
the property if the parking in the new development is open to the public at
City Rates.
• The PAB also discussed placing these public parking spaces on the
city’s parking management App to ensure they are recognized as “public
parking” spaces.
• On a motion by PAB member Perez and seconded by PAB member
Garay the PAB recommends that the sale of property be contingent upon
the new garage using the city’s parking management app for the thirty-four
(34) public parking spaces.
6 RESIDENTIAL PARKING ZONE IN CRAFT SECTION
• The director shared with the PAB the email thread concerning the new
Residential Parking Zone in the area of 3400 Ponce de Leon Blvd.
• The PAB discussed various parking options available for the
businesses along Ponce and Craft Section of Coral Gables.
7 HOLIDAY PARKING
• Parking enforcement will continue the tradition of issuing Courtesy
Notices on expired parking at city park meters/pay-stations during the
holiday season. The courtesy notices allow for one (1) additional hour of
parking before a parking citation is issued.
• The PAB discussed the possibilities int eh future of having the Pay By
phone system notify patrons of the (1) hour grace period when the
expiration text is sent. Staff will check with the vendor.
8 TROLLEY GRANTS AND SAFETY MEASURES
• The City received two (2) grants through FDOT to provide additional
Trolley services.
• Both grants start July 1st, 2021 for FDOT FY22.
• One grant is for Saturday Trolley services and the other is for extend
service hours in the evening.
• Currently the Trolley hours of operations are Monday - Friday from
06:30 - 20:00. New hours of operations under the grant opportunity would
be Monday - Saturday from 06:30 - 22:00.
• The City (Trolley) must provide matching funds to obtain the grants. The
matching funds come from the ½ penny sales tax.

• The PAB review current safety measures currently in place due to the
pandemic and cost associated with those safety measures. Currently
those costs are expected to be funded through the Cares Act but when that
funding expires the City (Trolley) will need to incur those costs directly.
• Currently looking into additional safety measures such as barriers
between the drivers and passengers. This is a complicated issue and
trolleys would need to be retrofitted.
• Current ridership appears to have plateaued for the time being at
approximately 1,500 daily riders, approximately 50% of pre-pandemic
normal.
9 OPEN DISCUSSION
• The PAB discussed the PAB meeting time and decided the 08:00
meeting time acceptable on Mondays or Thursdays.
• The next PAB meeting will be scheduled for January 28, 2021 with the
venue TBD.
10 ADJOURNMENT
• The PAB adjourned at 09:21 A.M.

Commission is granted by the majority vote of the Commission Members present .
Clapping, applauding, heckling or verbal outbursts or any remarks in support or
opposition to a speaker shall be prohibited. Signs or placards shall not be permitted in
Commission Chambers.

language interpreter or other auxiliary aide or service) in order to attend or participate in
