Parking Department, Director's Office, 2801 Salzedo Street, Coral Parking Advisory Gables, FL 33134Board Parking Advisory Board Meeting Minutes May 27, 2021 CALL TO ORDER The PAB began at 08:07 A.M. ROLL CALL Demetrio Perez Excused Ada Holian Present Javier Betancourt Present Gabriel Garay Excused Vicky Rua Present 1 Public Comments •No Public Comments. 2 Approval of April 22, 2021 Minutes •On a Motion from PAB Member Rua, Seconded by PAB Member Holian, the PAB approved the April 22, 2021 meeting minutes. 3 Quarterly Review – Parking Services •Carlos Gutierrez, Parking Enforcement Supervisor, reviewed and explained the Policies and Procedures for the Parking Enforcement Division. •Parking Enforcement staff patrol all city owned and operated parking including on-street, off-street and residential parking (permit and open). •Parking Enforcement also helps Police manage traffic congestion around schools during drop off and pick up times. •Carlos explained the Scofflaw System which identifies vehicles that are frequently issued citations that remain unresolved. •Parking Enforcement monitors valet parking operations and construction staging plans to enforce the rules governing the projects. •Parking Enforcement is also assigned special projects for the City during times of need, such as: traffic control and hurricane preparedness/safety details. •Parking Enforcement begins its standard patrols at 09:00 AM each day and can issue up to 10,000 citations in a month. •Some large construction projects disrupt the ROW and require frequent patrols to monitor staging plans and compliance. •PAB Chair Betancourt asked staff to consider charging a fee to large construction projects for Parking and Code Enforcement time. 4 Yamilet Arrebola – Staff Ambassador of the Month •Carlos Gutierrez, Parking Enforcement Supervisor, introduce our Staff Ambassador of the Month, Yamilet Arrebola. •Yamilet is a highly efficient, extremely dependable, and productive City of Coral Gables Page 1 Parking Advisory Board Meeting Minutes May 27, 2021 employee in the Parking Enforcement Division. •Parking Director Kevin Kinney affirmed Yamilet’s value as a Parking Enforcement employee in City of Coral Gables Parking Department. 5 University of Miami On Campus Meters •Director Kinney reviewed a diagram of “City Parking Space Locations” with the PAB along with memos to and from the University of Miami (UM) about fifty-six (56) City parking spaces located on campus. •The PAB discussed the spaces lost during the recent construction on campus and UM’s proposal for replacing the lost spaces to make the City “whole”. •The City is currently negotiating with UM the purchase of the fifty-six (56) parking spaces. 6 100 Santander Parking •The PAB reviewed a google map of the area in question. There are six (6) parking spaces at 100 Santander Avenue that are currently adjacent to a commercial property and are regulated as commercial parking spaces. •On a Motion by PAB Member Holian, Seconded by PAB Member Rua, the PAB recommends that any ROW adjacent to commercially zoned property be primarily managed to support the business enterprises. Barring safety concerns, this should include on-street parking. Motion passed unanimously. 7 Coral Gables Hospital •The City is considering a “Grand Entrance” along Santander Avenue. •For this project to move forward there will need to be adjustments made to the existing parking at Coconut Grove Drive and Douglas Road. •The PAB discussed the area around Coral Gables Hospital and agreed to consider this at a future meeting to allow members time to visit the site. 8 Trolley Fleet Funding •The PAB reviewed a draft letter to Congresswoman Salazar in support of City of Coral Gables funding request for four replacement Trolleys. The PAB discussed the existing fleet and future expansion. •On a Motion from PAB Member Rua, Seconded by PAB Member Holian, the PAB voted in support of the potential trolley fleet replacement funding. 9 Update on Expanded Trolley Service and Lot 31 •The PAB discussed current ridership and returning the Trolley to full service by October 1st of this year. •The PAB reviewed the current schedule to begin Trolley service on Saturday in October 2021. Staff reported this project is currently on schedule. City of Coral Gables Page 2 Parking Advisory Board Meeting Minutes May 27, 2021 •Staff informed the PAB that the sale of Parking Lot 31 has gone to City Commission for a first reading and should go to the Commission for a second reading in June. 10 Open Discussion •Chair Betancourt recognized outgoing Board Member Demetrio Perez and thanked him for his service to the PAB.
